1. Overview
Proposal to create a new Certificate of Applied Science, in Business Media Design within the Administrative
Management program, Business Technology Department at Missoula College.
2. Provide a one paragraph description of the proposed program. Be specific about what degree, major, minor or option is sought.
The CAS provides students with a foundation in digital and information technologies, the nature of business enterprise, media history, typography, art, and artistic aesthetics and expression. Courses are project-based where students use artistic business media applications to create and develop a story, select and edit photographs, and create and edit audio/visual work in both still and time based mediums. Successful projects demonstrate artistic digital expression, effective visual communication, and attractive composition. Students use
Adobe applications, such as Photoshop, After Effects, Final Cut, Dreamweaver, Flash, InDesign, Bridge, Acrobat, and more. Successful graduates are prepared for entry level jobs in media design for business, education or nonprofit organizations. In addition, graduates meet the prerequisite requirements for entry into the undergraduate programs, B.A in Media Arts or B.F.A in Media Arts.
3. Need
A. To what specific need is the institution responding in developing the proposed program?
Increased high school dual credit interest and opportunity, increased opportunity for students to transfer to
Media Arts B.A. or B.F.A., certificate career credential awarded in one year—33 credits, shortened pathway for high school students toward career credential or higher education, lower college costs, increase Missoula
College enrollment.
Strong interest from Sentinel High School students in media arts. Good working relationship with media arts.
Future Pathway with Sentinel High School.
B. How will students and any other affected constituencies be served by the proposed program?
For high school students, it is possible to leave high school with just 2-3 courses needed to complete a certificate of applied science degree AND students meet prerequisites needed to enter Media Arts as an undergraduate.
Decreases higher education costs especially for high school students.
Efficient pathway to Media Arts.
Large number of online courses offer distance students greater opportunity to work toward a certificate from home (at least 75% and possibly more distance learning). It is possible all but one course would be available online within one year. I hope to develop an online section of MART214. And in the past, MART341 UM-Msla
Media Arts Web Design has been an equivalent course to MART232. COMX140L would remain as the only face to face offering.

C. What is the anticipated demand for the program? How was this determined?
Stronger demand may initially come from the high school and dual credit opportunities. UM Media arts enrollment appears to be growing or holding steady. If MART101L were a measure of interest, F2014 enrollment was 153, Spring 2014 enrollment was 175, and Fall 2015 enrollment 179. This was about 15% growth and then held steady through declining enrollment. High School Pathways and dual enrollment opportunities require a two year college to facilitate. Missoula College, already the leader in the state in dual enrollment, would be an excellent partner with high schools as well as traditional and distance college students. Sentinel High School has already expressed great interest and are currently active partners in this certificate proposal. Sentinel dual credit class sizes are approximately 12-15 students.

A. What is the connection between the proposed program and existing programs at the institution?
ZERO NEW COST TO UNIVERSITY OF MONTANA OR MISSOULA COLLEGE
There are 9 general ed credits, 12 general ed program specific credits and 21 total gen ed credits
Missoula College credits = 21 or 64% of the certificate
Current Dual Credit Available – CSCI105, CAPP120, BGEN105S, M115, MART101L, MART102, MART215, MART232
Future Dual Credit – MART111A, MART112A
Current Online – 24/33 credits or 73%
Future Pathway and future transfer to Media Arts B.A or Media Arts B.F.A.
B. Will approval of the proposed program require changes to any existing programs at the institution? If so, please describe.
No, no changes to any existing programs will be necessary to my knowledge. No new courses are requested with this proposal. High School Dual Credit Faculty are already in place. There may be some additional enrollment to Media Arts courses at the mountain campus. It appears there is some room for growth now with sections not completely maxed out. Missoula College, at this point in time, has room within current classes to absorb more students if needed.
C. Describe what differentiates this program from other, closely related programs at the institution (if appropriate).
There isn’t a certificate of applied science at the two year level at this institution or UM-Missoula in this area.
UM-Missoula has four-year (+) media arts degree. MSU has graphic design four-year degree. Great Falls and
FVCC have a few 100-200 level design courses. FVCC has a CAS and AAS in Graphic Design. The FVCC CAS scope and sequence does not include any time based work (animations) and experience using Final Cut and
After Effects. Coursework emphasis is on “still” projects. UM-Missoula Media Arts already has existing and rigorous time based courses.

D. How does the proposed program serve to advance the strategic goals of the institution?

Increase student opportunity for flexible enrollment, decrease cost of education for students, enrollment outside the traditional college day, online opportunity, Embrace Diversity
and Global Participation! Opportunity for global students.
E. Describe the relationship between the proposed program and any similar programs within the Montana
University System. In cases of substantial duplication, explain the need for the proposed program at an additional institution. Describe any efforts that were made to collaborate with these similar programs; and if no efforts were made, explain why. If articulation or transfer agreements have been developed for the substantially duplicated programs, please include the agreement(s) as part of the documentation.
See item “C” above. There is very little to no duplication. This curriculum best utilizes existing courses and opportunities within the university system and flexible learning environments. FVCC has some similar individual courses, but not the entire CAS as I’ve proposed.
UM-Missoula Media Arts has been very willing to collaborate with Missoula College and Sentinel High School to create this new learning opportunity.
This CAS uses all existing courses, with no new cost to the UM or MC, and no new courses or additional sections needed at this point in time.
5. Program Details

NOTE: In the case of two-year degree programs and certificates of applied science, the curriculum should include enough detail to determine if the characteristics set out in Regents’ Policy 301.12 have been met.

B. Describe the planned implementation of the proposed program, including estimates of numbers of students at each stage.
Implementation could begin immediately upon approval. I would coordinate with Sentinel High School to admit students into the certificate program, and advise Sentinel faculty and advise interested and enrolled students. I believe the entire class (12-15 students), could begin immediately with little to no effect on current class offerings. Sentinel is a perfect partner, but other state schools may wish to participate. As with all dual credit faculty, appropriate screening and preparation would take approximately a semester if qualified to teach. Business Technology has guidelines/requirements in place for dual credit high school faculty.

Describe the process of developing and approving the proposed program. Indicate, where appropriate, involvement by faculty, students, community members, potential employers, accrediting agencies, etc.
The creation of this certificate of applied science grew from a conversation with Cindy Schultz, a dual credit teacher at Sentinel High School. She indicated high school students have a very strong interest in visual and digital arts and technology. After consultations and planning, I envisioned a focused curriculum where students have many options upon completion and the possibility of layering credentials. Successful graduates have options by earning a certificate credential toward a professional career in one year, successful high school student graduates

C URRICULUM P ROPOSAL F ORM enjoy a shortened pathway to continued college education, all students have convenient online and face to face learning opportunities with almost 75% of the curriculum available online, and early high school preparation can lead students toward an immediate career and savings in the cost of a college degree.
I consulted with the Administrative Management Advisory Committee at the fall 2014 meeting regarding the business media certificate concept. The Advisory Committee was told of the basis and goal of the curriculum, as well as a possible future Pathway and/or degree opportunity. Response from the Advisory Committee was positive to this proposal. The final scope and sequence however, was not finalized for the committee to review. I will provide each committee member a copy of the final proposed scope and sequence at the fall 2015 meeting.
At our fall 2015 meeting, President Engstrom and Provost Brown stressed flexible enrollment opportunities at the
University of Montana. The CAS provides abundant flexibility, especially for high school dual credit students.
Cindy Schultz is already a dual credit faculty for MART101L, MART102, and MART214. She said she plans to pursue an agreement to teach MART111A and MART112A. I already worked with MART232 to have in place a current dual credit faculty agreement with Sentinel. Sentinel also has dual credit faculty for CSCI105, CAPP120 and BGEN105S. In addition, high school students can take BGEN105S online, CSCI105 online, CAPP120 online,
M115 online or in the high school, and WRIT101 online.
In addition, this would be a perfect opportunity to create an approved Pathway with Sentinel High School. If the
CAS is approved, I plan to pursue this Pathway immediately. The State of Montana and Governor Bullock desire growth in Pathways and dual credit opportunities, if I recall correctly, by 5%. Missoula College is currently a leader in the state in dual credit enrollment with the desire to continue to grow dual credit opportunities.
Missoula College dual enrollment grew 10% last year.
Flexible scheduling. Students located anywhere can take almost 75% of the curriculum online. Successful graduates are ready to apply and well prepared for Media Arts with entry prerequisites completed. Students may choose a B.A. or B.F.A. in Media Arts. Students may choose face to face or fully online. Enrollment appears strong in media arts. I can foresee this CAS to be a fully online offering with more time and collaboration.
There is also flexibility to grow academically, to layer credentials, whether through already existing curriculum or branch off to other specialties such as web design or web development – depending upon additional coursework a student desires to undertake.
The Bureau of Labor Statistics outlook for growth is somewhat favorable:
Crafters and fine artists, high school or equivalent, $44,380 (Craft and fine artists use a variety of materials and techniques to create art for sale and exhibition.) Slower than average growth.
Photographers, high school or equivalent, $28,490 (Photographers use their technical expertise, creativity, and composition skills to produce and preserve images that visually tell a story or record an event.) Slower than average growth.
Desktop publishers, associate’s degree, $37,040 (Desktop publishers use computer software to design page layouts for newspapers, books, brochures, and other items that are printed or put online. They collect the text, graphics, and other materials they will need and format them into a finished product.) Slower than average growth.

Web developers, associate’s degree, $62,500 (Web developers design and create websites. They are responsible for the look of the site. They are also responsible for the site’s technical aspects, such as performance and capacity, which are measures of a website’s speed and how much traffic the site can handle. They also may create content for the site.) Faster than average growth at 20%.
Graphic artists, bachelor degree, $44,150 (Graphic designers create visual concepts, by hand or using computer software, to communicate ideas that inspire, inform, or captivate consumers. They develop the overall layout and production design for advertisements, brochures, magazines, and corporate reports.) Slower than average growth.
Multimedia artists and animators, bachelor degree, $61,370 (Multimedia artists and animators create animation and visual effects for television, movies, video games, and other forms of media.) Slower than average growth.
Art directors, bachelor degree, $80,880 (visual style and images in magazines, newspapers, product packaging, and movie and television productions. They create the overall design of a project and direct others who develop artwork and layouts.) Slower than average growth.
Market research analysts, bachelor degree, $60,300 (Market research analysts study market conditions to examine potential sales of a product or service. They help companies understand what products people want, who will buy them, and at what price.)
Public relations specialists, bachelor degree, $54,170 Public relations specialists create and maintain a favorable public image for the organization they represent. They design media releases to shape public perception of their organization and to increase awareness of its work and goals.
Even though several areas are expected to grow slower than average, web development is growing faster than average. In addition, online media, online marketing, and public relations is growing. Public Relations Specialists is expecting average growth and marketing analytics expects much faster than average growth at 32%.
Effectively designed digital communications enhance readability, legibility, visual communication, and global understanding needed for wayfinding signage, technical schematics, business stationary, reference manuals, logo development, color, packaging, organizational websites, online branding and advertising, interactive public relations, video news releases, online business video or documentation needs, decoration, event planning, and more. Rather than graduates working specifically in the design/art/film industry, they likely will be part of a team of design professionals working toward an organizational goal.
Media design can shape favorable or not so favorable business outcomes. I believe business media design needs are strong and will continue to shape organizational success with the outdated job titles re-tooled to reflect current demand for digital artistic expertise.
