MINUTES 1 There were present: Professors Sue Willis (Chair), Professors Judi Walker (for Professor Ben Canny), Rob Brooks, Wayne Hodgson, David Paganin, Associate Professors Alan Reid, Moira Paterson, Dr Greg Cusack (for Professor Zlatko Skrbis, Ms Lisa Smith, Ms Natalie Mitchell, Mr Mark Hatwell (for Mr Neville Hiscox), Ms Sunny Yang, Mr James Marshall, Dr Kate Tregloan, Ms Martine Xavier, Ms Laura Den (via teleconference, for Ms Marian Costelloe), Ms Debbie Lees (via teleconference, for Professor Alwyn Louw), Ms Kelly Anderson, Ms Li Ping (Kylie) Chow. In attendance: Professor Michelle Leech and Ms Jennifer Lindley (for item 8.1), Ms Melanie Koo. 2 Arrangement of Agenda and Starring of Items The Committee agreed that all items on the agenda not starred be adopted without discussion, and that the actions recommended be taken or the information therein noted. 3 Minutes 3.1 The Minutes of Meeting 4/2015 of the Coursework Admissions and Programs Committee, held on 15 July 2015, were confirmed. Professor Willis noted that at the previous meeting, CAPC approved the addition of two new specialisations in the Honours degree of the Bachelor of Social Science. However, the course was not made Course Architecture (CA) compliant and retained its existing award title of Honours degree of the Bachelor of Social Science. This award is not recognised in the AQF and hence Monash cannot issue an AHEGS for this award. This issue also exists for two other honours degrees offered at Monash South Africa. Professor Willis has communicated with Professor Alwyn Louw to ask if MSA would like to change the existing course and award titles, so that they take the form recognised by the AQF (that is, Bachelor of Social Science (Honours)), in which case Monash will be S:\ADM\ES\Coursework Admissions & Programs Committee (CAPC)\Minutes\2015\05-2015-Capc-MinutesConfirmed.Docx Page 1 CAPC Minutes 5/2015 able to issue an AHEGS for graduates. If it is decided to change the award title, a memo to Academic Board requesting the administrative change will suffice as the approval process. 4 Matters arising from the minutes of previous meeting 4.1 The Committee noted the updated schedule of action items. 5 Chair’s Business - Professor Willis reported that a proposal on the scholarship program was discussed and supported at a recent Vice Chancellor’s Executive Committee (VCEC) meeting. The proposal recommended that: - Additional fundraising be conducted focussed particularly on the community leaders scholarship, accommodation scholarships and particular targeted groups. - Savings be achieved in the merit scholarship budget largely by restricting the length of merit scholarships to four years. - Savings in the merit scholarship budget be redirected to increase the number of equity scholarships. - Remove the distinction in scholarships policy and procedures between scholarships and bursaries. 6 Course Accreditation, Publication and Marketing and Recruitment Timeline (Professor Sue Willis) - Intention of the diagram is to explain the interdependencies between course development and approval, course publication and course marketing and recruitment in order to inform planning timelines. - Courses can be submitted over quite a long period and can be approved to quite short timelines but may miss critical marketing and recruitment activities, events and publications. Action: Professor Willis to send a revised version of the diagram to CAPC members, following discussion with Ms Sunny Yang. 7 Waiving of English Language Proficiency for Incoming Exchange Students Selected for the Mevlana Exchange Program from Çanakkale Onsekiz Mart University, Turkey Resolution CAPC approved the exemption of Mevlana Exchange Program scholars from English Language Proficiency testing. 8 Course Proposals 8.1 - - - Proposals for New Offerings (Courses, Major, Minor, Specialisation, Partners, Locations) (Professor Wayne Hodgson, Professor Michelle Leech and Ms Jennifer Lindley) Last year, CAPC approved Bachelor of Medicine Bachelor of Surgery (Honours) as an AQF 8; however, it has been redesigned into a vertical double degree with the first component an AQF level 7 qualification and the second component an AQF level 9 qualification. Learning outcomes have been mapped against AQF 9 extended Masters criteria. Learning outcomes reflect professional practice. Further work will need to be undertaken to set the vertical double up in Calista in a helpful way for students but essentially students will be enrolled as an undergraduate, and then as a postgraduate (not both UG and PG at the same time) and all students completing the UG three years will be able to progress to the two PG years. Monash Connect is to be advised that there will be no planned changes to admissions requirements for this course, or duration or fee structures. Course Code New course title C6004 Master of Data Science Managing faculty Information Technology Notes Policies and Procedures 9.1 Coursework Course and Unit Accreditation Policy and Procedures - Mr Mark Hatwell suggested some minor editorial changes to the Coursework Course and Unit Accreditation Policy and Procedures. - It was suggested that amendments be made to items 10.2 and 10.3 of the procedures, (page 76 of the agenda) to make the responsibilities statement more generic, and then link to a more specific document specifying administrative responsibilities. - Professor Willis thanked Ms Mitchell and her team for producing the much improved Coursework Course and Unit Accreditation Policy and Procedures. Action: Mr Hatwell to email Ms Mitchell the suggested changes. Ms Mitchell to make editorial changes as necessary. Resolution: Coursework Admissions and Program Committee: 1. Endorsed the amendments to the Coursework Course and Unit Accreditation Policy for transmission to Academic Board; 2. Approved the amendments to the Coursework Course Accreditation Procedures (noting there may some minor editorial changes); and 3. Noted the Guidelines for determining responsibility for approving course proposals. 9.2 Proposed Amendments to the AHEGS Policy and Procedures - Mr Mark Hatwell suggested minor editorial changes to the AHEGS Policy and Procedures. Action: Mr Hatwell to email Ms Mitchell the suggested changes. Ms Mitchell to make editorial changes as necessary. Resolution: CAPC endorsed the amendments to the AHEGS Policy and Procedures, for transmission to Academic Board. Resolution: Coursework Admissions and Programs Committee endorsed and submitted to Academic Board for approval the above amendments that will enable minors, majors, extended majors or specialisations to be recorded on the transcript and the AHEGS. Coursework Admissions and Programs Committee endorsed and submitted to Academic Board for approval the amendment of the Academic Transcript policy to include ‘Specialisations, extended majors, majors and minors, where appropriate’ in the list of items that will appear on academic transcripts with regards coursework programs. 10 Scholarships and Prizes 10.1 Scholarships Proposals Resolution: The Committee approved the introduction of the Monash Asylum Seekers Bursary and Bachelor of International Business Diploma Pathway Scholarship for administration by the Coursework Scholarships Unit. 10.2 New Prizes to be included on Academic Transcripts Resolution: The Committee received and noted the list of new prizes to be included on Academic Transcripts. 11 Next meeting is scheduled for 23 September 2015 at 3.15pm in the Sir George Lush Room.
