Meeting 2/2015 of Coursework Admissions and Programs Committee commenced at 3.15pm on Wednesday
1 April 2015 in the Sir George Lush Room, Ground Floor Building 3a, Clayton Campus.

There were present:

Arrangement of Agenda and Starring of Items
Members were advised that:
1. Late papers (item 5.3 CPEG ToRs and the Major Course Amendment documents relating to the
Diploma of Higher Education under item 7.2) were sent to members on Monday 30 March. The
documents for the Diploma of Higher Education and are available on the OVPLT Accreditation
Site.
2. It was noted that under Item 7.3 the Bachelor of Arts (Global) was withdrawn from the list of
courses for disestablishment as it is currently awaiting approval for disestablishment from the
Malaysia campus.
3. Item 8.2 Course Review Procedures (interim) was withdrawn following the distribution of the
agenda.
4. It was noted that there was an error in Item 10.1 Annual VTAC Selection Report. Under the table
titled “Performance against targets” the figure in the actual returning load column should read
910.4 (rather than 10.4).
Item 7.2 major amendment of coursework courses was starred.
The Committee agreed that all items on the agenda not starred be adopted without discussion, and that
the actions recommended be taken or the information therein noted.

Minutes
3.1 The Minutes of Meeting 1/2015 of the Coursework Admissions and Programs Committee, held on 4
February 2015, were confirmed.
3.2 CAPC Meeting 8/2014 – correction to item 7.6
The Committee approved the amendment to the Minutes of Meeting 8/2014 to be noted by Academic
Board.

Matters arising from the minutes of previous meeting
4.1 The Committee noted the updated schedule of action items.
4.2 The Committee noted the Master of Financial Mathematics Report of Resolution of 17 February
2015. The Chair advised that this paper was not delayed by the Faculty of Science, but due to a
mix-up with the documentation.

Chair’s Business
5.1 Committee Review

As per the action item from meeting 1/2015, Professor Canny convened a small working party
consisting of Professors Ben Canny, Wayne Hodgson, Zlatko Skribis, Ms Samantha Lipscombe and Ms
Rhonda Hinds. The role of the working party was to define the responsibilities of CAPC members.
Members discussed the importance appropriate Academic representation on the CAPC committee.
Comment was made that the Terms of Reference should include “The Chair may invite other
members of the academic community to attend, from time to time”.
It was suggested that in the Terms of Reference document, first paragraph under the title
“Membership”, that the word “Enterprise-wide” be replaced with “University-wide”.
The Committee endorsed the revised Terms of Reference and membership of the Coursework
Admissions and Programs Committee (subject to the above amendments) for transmission to
Academic Board.

5.2 Coursework Course Architecture (CA)
The Committee noted that:

No changes are required to the actual courses listed.
Courses listed under item 5.2.1 have been previously approved and transitioned to Course
Architecture, but must be registered with a common commencement date in 2015, and written in
the CA style structure.
Registering that the courses under item 5.2.2 so that they are compliant. These courses require a
course architecture code.
Item 5.2.3 Master of Interpreting and Translation Studies (Double Masters International)
(4091/4112; 4119/4120; 4111/4102) is currently not fully CA compliant. This course is in
partnership with another university. The Monash University component is CA compliant but the
partnership element requires a 2015 course code. The University will need to apply the same
process for courses partnered with SEU.
Courses need to be in the handbook so that awards can be awarded.
The Committee then recommended to Academic Board that it:
1. Approve the transition of existing courses to CA (and note the Academic course descriptions as
the basis of a common starting date).

2. Note the Academic course descriptions as the basis of a common starting date.
3. Endorse the transition to CA of the Bachelor of Engineering (Honours) and Bachelor of
Architectural Design.

Major amendment of coursework courses
The Chair advised that for future CAPC meetings, this item should be changed as there are no
longer major or minor amendments. It was suggested calling the new title “New Endeavours”,
which may relate to infrastructure, staffing etc.
Ms Glenda Key suggested wording changes to the AHEGS statement for the Master of Advanced
Engineering. Following the meeting, Ms Key amended the document.
The Committee endorsed for transmission to Academic Board the proposals for major amendment of
the following courses to ensure compliance with the Course Architecture Framework:

Implementation of the new Master of International Business (MIB) structure
The Committee endorsed for transmission to Academic Board the request to defer
implementation of the new MIB structure at Monash University Malaysia from Semester 2,
2015 to Semester 1, 2016.
Policies and Procedures
8.1
Coursework Course and Unit Accreditation Procedures
The following was discussed:

Resources including the approval process will be available at a new accreditation website
(currently under development).
Professor Zlatko Skrbis would like to conduct an annual health check of courses.
It was suggested that item 11.8 of the Coursework Course and Unit Accreditation
Procedures to add a sentence “Managing Faculty should liaise with the Chair of the
committee prior to submission to the committee.”
When a single degree is reviewed, the associated double degree will also be reviewed.
The review will take into account what implications the single degree has on the
associated double degree.
Question - How we should handle the reaccreditation of double degrees? Currently
working on process for double degrees.
Course reviews could be aligned with Monash Malaysia, but it depends on the Australian
timeline of the course review. Australian courses need to be reviewed every 5 - 7 Years
whereas Malaysian courses must be reviewed every 5 years. The Policy unit is aiming to
have a reminder system that will remind send a reminder to Faculties 2 years before
accreditation of a course is due.
Professor Willis acknowledged Ms Madeleine Soederberg and Ms Natalie Mitchell for
developing clear accreditation procedures.
The Committee approved for transmission to Academic Board the revised Coursework Course
and Unit Accreditation Procedures.

Access Schemes 2016 entry
9.1

SEAS Bonus Scheme
It was proposed to replace the school indicator in the SEAS Bonus Scheme with a geographical
indicator.
The SEAS bonus also takes into account income, disability, rural or isolated, personal
circumstances.
The Committee endorsed for submission to Academic Board that the SEAS bonus points on
the aggregate study score be varied to:
1. Introduce bonus points based on students’ home location by applying SEIFA IEO ranking to

ABS Statistical Area 1 data as follows:
1-25th percentile rank – 10 points
26-50th percentile rank – 8 points
2. Remove Monash listed under-represented schools from the SEAS bonus.
9.2
Eligibility for Monash Guarantee
Professor Sue Willis spoke to the attached presentation.

Monash Guarantee is more generous than SEAS. Overall it will cover more students.

The committee noted that there was an error on the guarantee for the Bachelor of Arts, on
page 35 of the agenda papers. The proposed 2016 MG should read as 75 (not 76). A revised
version of this document is attached for information.
The committee noted the proposed ATARs for entry to undergraduate courses in 2016 under the
Monash Guarantee.
10 Admission Pathways Experts Advisory Group
Members noted that there was no APEAG report to this meeting. At the next meeting of CAPC, the
Chair will lead discussion on management of standards for different entry groups.
10.1 Annual VTAC Selection Reports
The Committee received and noted the annual VTAC Selection Reports.
11 Scholarships and Prizes
The Committee:
1. Noted the Peter Beaumont Scholarship, QTEM Scholarship, MBA Social Business Scholarship,
Information Technology Indigenous Scholarship for Equity, School of Nursing and Midwifery
Honours Scholarship, Monash Law Faculty International Study Scholarship, Nicholas Auden
International Study Scholarship, Clive Weeks Leadership Scholarship, Dr CM Tay Leadership
Scholarship, Austrade Craig Senger Scholarship, Beca Leadership Scholarship, GHD Scholarship
and Wilson Transformer Company Scholarship proposals.
2. Approved the scholarships for administration by the Coursework Scholarships Unit.
