Open meeting 1.a. Call meeting to order Chairman Bill Redwine called the meeting to order. 1.b. Pledge of Allegiance Chairman Bill Redwine led the board and audience in the Pledge of Allegiance. 1.c. Recognize visitors and guests 1.c. - DC trip presentation Superintendent Moore recognized Genny Jenkins to give an overview of the fifth grade Washington, DC, trip. Genny Jenkins said they had great weather, and everything was open this year. She then recognized the following fifth grade students to give a brief report on his/her favorite part of the trip: Autumn Frye from Clearfield Elementary, George Thacker from McBrayer Elementary, Gracie Murphy-Hardin from Rodburn Elementary, and Will Carlisle from Tilden Hogge Elementary. Genny Jenkins said she appreciates the support of the board and all the parents and told the board that she would be back in December to ask for board approval to go to DC again next year. 1.c. - School presentation by RCSHS Ray Ginter recognized Kala Cookendorfer, speech and drama teacher, and Kyle Powers and Lane Hedrick, speech students. He noted that the high school speech team has won twenty-five state championships, and the two speech students presenting at the board meeting are in the top fifty in the nation with one of the students being ranked fourteen. Kyle Powers did a dramatic interpretation speech, and Lane Hedrick did an extemporaneous speech. Ray Ginter said the high school has an incredible speech department. Bill Redwine said seeing results from the DC trip and the speech team is why board members do what they do. He said it was tremendous. Treasurer's report Superintendent Moore gave the treasurer’s report reflecting a balance in the general fund of $1,502,773.91. 5. Report on Unbridled Learning Mike Mathews, Allison Mathews, and Patty Brown shared a PowerPoint presentation and reported on 2014 KPREP data, overall scores, delivery targets, and showed the board how to access the school report cards from the Kentucky Department of Education web site. From the overall scores, Rowan County was classified as a proficient/progressing district. 6. Accept audit for fiscal year ending June 30, 2014 David Knipp from Kelley, Galloway, Smith, and Goolsby reported on the audit for fiscal year ending June 30, 2014. He said in regard to recommendations for improvement, there were nine management points noted; and of those nine, eight related to school activity funds. He thanked Superintendent Moore, Glen Teager, and staff members for their hospitality. Discuss sick leave options for retirement for classified employees (standard or alternate plan) and first reading of Policy No. 03.273 Superintendent Moore addressed the sick leave options for retirement for classified employees. He said this is an incentive for classified employees to accumulate their sick leave; and when retiring, the 30 percent paid for accumulated sick days can be added to the highest paid five years for the purpose of calculating the monthly retirement amount. He said the board appreciates classified employees’ commitment, hard work, and staying with the school district; and this is a small price to pay to provide an incentive for classified employees to accumulate their sick leave. He said classified employees deserve a lot more, but this will let them know how much they are appreciated. The sick leave option for retirement for classified employees will pertain to all classified employees hired before January 1, 2014, as the unused sick leave program is not available to any classified employee employed after that date. Superintendent Moore noted that Policy No. 03.273 has to have two readings and is being presented for a first reading for the board to consider. He said the policy will be presented again at the November board meeting for board action. Bill Redwine said it is much better to have employees on the job, and this is an incentive for attendance which is a win-win all the way around. Jennifer Anderson said classified employees are as involved as certified employees. Brenda Stamm said she was for whatever is best for classified employees to add to their retirement. After some discussion, Bill Redwine said the consensus among the board is that a second reading on Policy No. 03.273 will be presented at the November board meeting for board action. 8. Create position for a certified athletic trainer and approve new classified salary table to include certified athletic trainer Superintendent Moore said Ray Ginter interviewed some quality applicants for the athletic trainer position; and pay for the position will be based on Rank III, zero years of experience, on the pay scale which is $34,332. Bill Redwine said he wanted to reiterate the importance of the athletic trainer position as it is for the safety of students. He said being able to have a certified athletic trainer at athletic events is a benefit for student athletes. He said the athletic trainer will have the final call as to whether or not a student continues to play in a game when there is an injury. Discuss flu shots Superintendent Moore said it is flu shot season, and most of the cost for flu shots is paid for by insurance. Renee Smith said employees have until December 31, 2014, to get flu shots. As in the past, the board is being asked to pay up to $15 per employee for the seasonal flu vaccine for anyone not covered under one of the insurance plans that wants to get a flu shot. Other business There was no other business. 13. Closed session to discuss pending litigation per statute KRS 61.810 (1)(c) There was no need for the board to go into closed session. Elizabeth Reffitt asked if she could address the board. She apologized for missing the meeting regarding taxes and said she had a number of things jotted down on her pad. She then asked the board to consider a couple of questions. She asked how many Kentucky rural schools have a certified athletic trainer on staff. Superintendent Moore said most schools would love to have a certified athletic trainer and noted that Ms. Reffitt could go to the Kentucky Department of Education web site to find out how many schools have this position. He said the school district has to look at the basic welfare for all students as there is not a night that activities aren’t happening. He said the certified athletic trainer will be on site until 10 or 11 p.m. every night. He said for the small amount it will cost the district, he would challenge this with anyone. Elizabeth Reffitt said she doesn’t have children and doesn’t know how things work. She said taxes continue to increase for city, county, and state; and everyone is continuing to have to pay more. She said everyone is having to tighten their belt. She said she was extraordinarily impressed with the students that spoke tonight and urged the board to hire a firm of their choosing to do a productivity study. She said as a taxpayer, she would feel more comfortable if she had more information regarding expenditures. She said the district has to have quality, committed people which she has seen here tonight. She asked the board to consider a productivity study. Superintendent Moore said 80 percent of the budget is for personnel, and 20 percent is for transportation and keeping the buildings open. He said mandates make it tough on the budget, and the purpose of the audit is to review expenditures. Elizabeth Reffitt said a third party or set of eyes could be beneficial to the process. 14.
