1. Open meeting
1.a. Call meeting to order
Chairman Bill Redwine called the meeting to order.
1.b. Pledge of Allegiance
Students from the preschool center led the board and audience in the Pledge of Allegiance while doing sign
language.
1.c. Recognize visitors and guests
1.c.- Recognize B. D. A. art displayed in the board room
Superintendent Moore recognized student art from the Bluegrass Discovery Academy displayed in the board
room for everyone to review. Mike Kash noted that students from the Morehead State University art
department come once a week to work with the B. D. A. students, and they wanted to display their work so
everyone could see what they’ve been doing. Superintendent Moore noted that Mike Kash, Terry, Chin, and
staff members do a great job.
1.c.- School presentation by Rowan County Preschool Center
Students from the preschool center did a presentation on “The Three Little Pigs.” Superintendent Moore and
the board thanked the students and staff for their excellent presentation.
Superintendent Moore noted that today is Jennifer Anderson’s birthday, and the board and audience sang
“Happy Birthday” to Jennifer Anderson.
1.c.- Report on New York trip taken March 23-27, 2014
Kellyn Gussler, Rowan County Senior High School Youth Service Center coordinator; Brandy Carver,
Rowan County Senior High School assistant principal; Alexandria Northcutt, Rowan County Senior High
School student; and Richard Fletcher, Rowan County Senior High School parent, reported on the New York
trip taken by seniors on March 23-27, 2014. They each had complimentary remarks regarding the trip and
noted what a wonderful opportunity it was for students to go on this out-of-state trip and experience the
different culture, food, and shopping. They addressed the different sites they visited while on the trip and
noted how it was an educational experience that the students will never forget. Some of the places visited
were the Empire State Building, Times Square, the Today Show, Rockefeller Center, the Statue of Liberty,
Ellis Island, the 911 Memorial, and the play Wicked at the Gershwin Theater. Kellyn Gussler noted that 55
students and several staff members and parents serving as chaperones attended the trip. She said the
students were well behaved. After reporting on this year’s trip, Kellyn Gussler asked for the board’s
blessing to start planning for next year’s senior trip with the junior class to either go to New York; Chicago;
or Washington, DC.

4. Treasurer's report
Superintendent Moore gave the treasurer’s report reflecting a balance in the general fund of $3,433,018.80.
Bill Redwine noted that the balance is slightly ahead of last year’s balance and attributed it to
Superintendent Moore and Glen Teager watching the budget.
5. Report on Unbridled Learning
Mike Mathews gave a follow up on the superintendent’s evaluation process which was previously discussed
in the fall. He reported that there was no change with the delivery targets; however, each SBDM school
council was required to report to the board in January their CSIP plan and how they planned to increase
student achievement. In regard to the resource and support system update, the board is given monthly
budget updates from Mr. Moore and will be setting a date in May with the board for the budget retreat for
the 2014 - 2015 school year. The next item discussed was the update on the TELL survey facilities and
resources. Mr. Moore reported that the bandwidth for electronic resources will be increased tomorrow,
April 23, 2014, from 50 to 250 which should increase the Internet connections at a faster rate. The
Professional Growth Effectiveness System was also discussed and noted that the Certified Evaluation Plan
was ready for board approval which is next on the agenda item.
Superintendent Moore noted that the superintendent’s evaluation process has to be addressed twice per year
with board members according to the state department.
6. Approve Certified Evaluation Plan
Julie Mays, Mike Mathews, and Allison Mathews reported on the Certified Evaluation Plan. Julie Mays
noted that the Certified Evaluation Plan is a sixty page document, and it is about effective teaching. Allison
Mathews noted that there is a rubric, and specific things are targeted for improvement. Mike Mathews said
there will be some professional development at the end of May and noted that everything is a team effort.

7. Report on Rowan Unite and the Drug Free Communities Grant
Dana Quesinberry reported on Rowan Unite and the Drug Free Communities Grant. She said Rowan Unite
has applied for an additional five years of funding through the Drug Free Communities Support Program.
Rowan Unite will be notified in August 2014 if the coalition will receive another five years of funding.
Dana noted that April is alcohol abuse awareness month; and there was an alcohol town meeting on April
15, 2014, at the Morehead Conference Center which involved high school students. She said a nationally
recognized speaker will be coming to Morehead to speak at the coalition meeting on April 28, 2014, at noon
at the Rowan County Health Center. She said the speaker will also be speaking at the Bluegrass Discovery
Academy and visiting as many places as possible while in Morehead.
8. Approve payment for hotel rooms for the RCSHS speech team to attend the national speech
tournament in Overland Park, Kansas, on June 15-20, 2014
Superintendent Moore noted that Kala Cookendorfer couldn’t be present due to play practice, but Dwayne
Adkins and Ryan Brown were present to address the board. Ryan Brown said the speech team has had a
phenomenal season as they have completed an undefeated season and advanced six entries to the national
tournament to be held in Overland Park, Kansas, on June 15-20, 2014. He noted that only twenty-two
students out of the hundreds of speech entries submitted from around the state qualified to represent
Kentucky at the national level, and six of those students were from Rowan County. He asked for the board’s
help in covering the cost of hotel rooms which will be around $3,200 as well as transportation cost.

9. Approve workers' compensation insurance coverage with Jack Roe Insurance Agency and
Kentucky Employers Mutual Insurance
Superintendent Moore noted that workers’ compensation insurance coverage with Jack Roe Insurance
Agency and Kentucky Employers Mutual Insurance is $2,000 less than the cost paid last year.

Superintendent Moore noted that Bob Roberts Insurance does a great job providing student insurance
coverage for all students.

12. Amend the 2013 - 2014 school calendar to set the last day of school for students on Friday, May 23,
2014; closing day for teachers on Tuesday, June 3, 2014; and high school graduation on Friday, May
23, 2014, at 8 p.m. at the M. S. U. Academic-Athletic Center building
Superintendent Moore noted that Rowan County has missed twenty-one days of school; and by attending
school on the five days of spring break, changing two work days to instructional days, attending school on
Election Day, and utilizing three days built into the calendar, Rowan County Schools will be able to get out
of school on May 23, 2014. Ray Ginter noted that seniors were surveyed regarding graduation; and 62
percent of the seniors wanted graduation to be held on Friday night, May 23, 2014.

Superintendent Moore noted that he has been spending a lot of time with the principals discussing the budget
and staffing.

14. Superintendent's report
Superintendent Moore reported the following:

The Rowan County Middle School promotion ceremony will be on Thursday, May 22, 2014, at 7 p.m. at
the M. S. U. Academic-Athletic Center.

Kindergarten registration is scheduled for May 2, 2014, from 8 a.m. to 4:30 p.m. at the Rowan County
Board of Education. Make-up registration will be on Friday, June 6, 2014, from 12 p.m. to 4:30 p.m. at
the Rowan County Board of Education.

The K-Prep (Kentucky Performance Rating for Educational Progress) test will be given to elementary,
middle, and high school students on the following dates:
Elementary schools – May 7, 8, 9, 12, and 13, 2014
RCMS – May 6 – 12, 2014
RCSHS – May 9 – 15, 2014
Make-up test will be during and after.

The end-of-course/quality core testing will take place at Rowan County Senior High School on May 13
– 15, 2014.

Awards day for seniors will be on May 19, 2014, at 6 p.m. at the Rowan County Senior High School
Performing Arts Center. Underclass awards will be given on May 23, 2014, at 9 a.m. at the Rowan
County Senior High School Performing Arts Center.

Summer school will be held on June 2 – 20, 2014, at Rowan County Senior High School.

The following students were accepted for the 2014 Governor’s Scholars Program: Ryan Jeffery
Anderson, Samantha Annette Bradley, Sonata Therese Caric, Sonny Edward Ernst, Lillian M. Fouch,
Abigail Sarah Hammons, Onyinyechukwu Rosemary Ibekwe, Bridget Dana Kim, Emma Nikisha Lewis,
Olivia Paige Nickell, Bailee Renee Pennington, Sadie Mae Rogers, and Evan Fan Yang.

The RCMS speech team will be attending the National Junior Forensics League Tournament on June 1521, 2014, in Downtown Overland Park, Kansas, at the Sheraton Hotel.

Superintendent Moore noted that there will be a leadership meeting at the central office on Tuesday,
April 29, 2014.
15. Other business
15.a. Report on Early College Academy for Rowan County Schools
Ray Ginter said the Early College Academy provides a great opportunity for gifted students to take dual
credit classes and graduate from high school with an associate’s degree. He said students will take the ACT
test as a sophomore, and they can still participate in high school activities. Superintendent Moore noted
there would be some cost associated with the Early College Academy, but there may be some grants to help
with the cost. Bill Redwine said there may be ways the board can maximize the program with minimal cost
such as getting high school teachers approved to teach some of the classes. Superintendent Moore said this
will be brought back to the board next month for approval if everything is ready to present to the board.
