Recognize visitors and guests Superintendent Moore noted that no one had requested to be recognized. Bill Redwine noted that Jennifer Anderson was absent but probably got delayed at work. 2. Approve regular business items Chairman Bill Redwine requested that the personnel items be separated out from the regular business items. Superintendent Moore noted that Larry Tapp had a severe stroke back in January, and he has made a lot of progress but is still going through rehab and feels like he needs more time to recover. He said he hopes he is a able to come back next year, and a leave of absence will give him a year to evaluate what he needs to do. He noted that Misty Litton will be covering Larry Tapp’s duties as assistant principal at the high school while Larry is out, and Eric Morris will be covering for Misty Litton’s class. Treasurer's report Superintendent Moore gave the treasurer’s report reflecting a balance in the general fund of $1,574,887.84. He noted that there were four payrolls this month, and this was the reason the expenditures were so large. 5. Report from Harshaw Trane Jon Lehr from Harshaw Trane gave an intelligent services update on McBrayer Elementary, Rowan County Senior High School, and Tilden Hogge Elementary. He reported that the performance contract update for March 2011 to April 2014 showed a savings of $423,877 which is an excess savings of $93,127 over the guaranteed savings amount of $330,750. He noted the goals for moving forward as being to continue to drive sustainability through Intelligent Services, to implement identified savings opportunities at Tilden Hogge and McBrayer Elementary, and to focus on improving energy intensity at the high school. He noted that this is year three of a twenty-year agreement. Superintendent Moore said the savings is money that can be put back in the classroom. 6. Report on Unbridled Learning Allison Mathews gave a report on Unbridled Learning which focused on college and career ready for all. 7. Report on Rowan Unite Dana Quesinberry reported on Rowan UNITE and addressed community readiness assessment findings. She noted that community readiness is the degree to which a community is ready and willing to act on an issue. She then spoke about heroine, naloxone, E-cigarettes, powdered alcohol, suboxone, and drug paraphernalia ordinances. She said Rowan UNITE recently had a community readiness assessment performed to determine the level of readiness in the community to address substance abuse and noted that the assessment will allow the coalition to match strategies with the stage of readiness to have more impact. There are nine stages of readiness which is Stage 1 — no awareness, Stage 2 - denial/resistance, Stage 3 — vague awareness, Stage 4 — preplanning, Stage 5 — preparation, Stage 6 — initiation, Stage 7 – stabilization, Stage 8 — confirmation/expansion, and Stage 9 — high level of community ownership. The overall community readiness score was 5.56 which placed the community at Stage 5 – preparation level. Dana Quesinberry noted that the Rowan Unite grant officially ends on September 29, 2014, unless the five-year grant is received. She said she will know by September 1, 2014, if the grant has been renewed and will plan for the best and worst case scenario. She said if the grant is not funded, community support will have to be encouraged. She said there will still be coalition members, but there will not be money to pay staff. 8. Approve billing contract for the 2014 - 2015 school year pending Gateway District Health Department approval Superintendent Moore said he has met with Gateway District Health Department staff members several times regarding nurses, and a contract has finally been put together. He said registered nurses have to be in placed in the schools to provide services in order to meet Gateway’s requirements for billing. He said with the money that is budgeted, the commitment from the county health board, and if the board can get services through Medicaid, the board can break even. He noted that this is a one-year commitment on everyone’s part that will have to be reevaluated. He said some districts are using LPN’s and not billing; but with registered nurses, the district will be able to do billing. Superintendent's report Superintendent Moore reported the following: Breakfast for all staff will be on Tuesday, August 5, 2014, at 8 a.m. at the Morehead Conference Center. Students will start back to school on Thursday, August 7, 2014. The schools are in great shape, and the cleaning staff members have done an outstanding job. The exterior of the preschool center is being painted also. The first day for preschool students will be Wednesday, August 20, 2014. The Readifest will be held on Friday, August 1, 2014, from 9 a.m. – 11 a.m. at the Rowan County Senior High School gym. Rowan County Schools received $7,565 from the Community Early Childhood Councils (CECCs) to promote school readiness for children. 17. Other business Superintendent Moore said he didn’t have any items for other business. Bill Redwine said for the past several months he has said he was not going to seek re-election as a board member, but he has changed his mind. He said as of last Tuesday, July 8, 2014, he filed for re-election; and the reason he did so was because there is some unfinished business and some projects he wants to be involved in. He said the district has tremendous leadership, and he wants to pledge 110 percent support to the kids and the district as it continues to move forward. He said it is official that he is a candidate for re-election. Danny Mabry said he is also a candidate for re-election. 18.
