'* RESOLVED, That the following employee be reclassified in accordance with the new salary schedule, retroactive January 4 , 1965: Miss Deris Stolberg - from I - 2 (old schedule) to IV - I (new schedule) FURTHEH RESOLVED, That the President of the Board be and is hereby authorized to execute a Supplement to the Instructor's Contract previously submitted, with the above full-time certificated employee, which said Supplement is to be filed with the records of the District. 2.3 Classified Personnel In accordance with President Cosand's recommendation, after due discussion, and on motion by Mr. G e i l , seconded by M r . Ruffin, it was unanimously RESOLVED, That the following classified personnel be employed by the District in the classification and at the salary indicated: Mrs. Nola Granberry - Typist-transcriber - FVCC - Range 9A - Eff. 2/24/65 2.4 Classified Personnel - Reclassification In accordance with President Cosand's recommendation, after due discussion, and on motion by M r . G e i l , seconded by M r , Ruffin, it was unanimously RESOLVED, That the classification of the following classified personnel be charged as indicated: Mr. F. N . McYVilliams - Business Manager - MCC - from Step 2 to Step 3 of the Bcsrc Salary Schedule for Administration - Effective 3/1/65 Mrs. Doris Burns from 13 - C to 15 - C - Effective 3/1/65 - with the new title of Executive Secretary 2.5 Classified Salary Schedule The President of the College, Dr. Cosond, recommended that the salary schedule for Classified employees of the Junior College District be approved. This schedule is in line with nSe salaries paid for similar positions in the St. Louts area. Dr. Cosand 2/23/65 - 4 - *4 MI ' d ' r - < pointed out that many of the positions listed are not filled at the present time, however, i t permits the opportunity for proper placement of incoming personnel when needed and justified. Whereupon, on motion by Mr. G e i l , seconded by Mr. Ruffin, and upon the unanimous aye vote of all members of the Board who were present, i t was RESOLVED, That the Salary Schedule for the Classified employees of the Junior College District of St. Louis - St. Louis County, Missouri, as outlined in the addendum attached to these Minutes, be adopted; said Salary Schedule to be effective immediately, and to replace the previous Salary Schedule for Classified employees which had been adopted by the Board. ^•° Administrative Personnel In accordance v/ith President Cosand's recommendation, after due discussion, and on motion by Mr. Ruffin, seconded by Mr. G e i l , it was unanimously RESOLVED, That the following administrative personnel be employed by the District in the classification and at the salary indicated: M r . William H. Coleman - Coordinator, Institutional Development - Step 5 Effective March 1, 1965 3. CURRICULUM AND INSTRUCTION 3.1 Initiation of General Education Program - Forest Park campus The President of the College recommended that the initiation of a general education program designed to assist those entering students who appear to be unable to achieve in either Transfer or technical programs, Jbe developed on an experimental basis at the Forest Park Community College campus. help these students to 2/23/65 This program,is designed to become qualified - or to identify those who appear to be - 5 - H H incapable of benefitting from any of the J . Whereupon, on motion by Mr. Ruffin, seconded by M r . Geil, and with the unanimous eye vote of all members of the Board who were present, it was fipilffS RESOLVED, That the Board authorize the development of a general education BMHH| program to be designed to assist those students who appear unable to achieve in either a transfer or technical program; said program to be tried on an experimental basis for one year (two semesters) commencing with the Fall p H H M H H H H||j|B BHffil FURTHER RESOLVED, That the curriculum developed and the experiences obtained from this experimental program be communicated from time to time by reports to the Board. Whereupon, on morion by Mr. Ruffin, seconded by Mr. McCalpin, and with the following votes: Mr. Ruffin (yes), Mr'. \. 4? McCalpin (yes), Mrs. Bastion (yes), Mr. Geil (no), it was RESOLVED, That the College Calendar for the 1965-66, 1966-67 coll ge year be adopted, as outlined in the addendum attached to these Minutes. This Calendar v/ill provide for year-round operation on the basis of two 18-week sessions and two summer sessions. 4 « PHYSICAL FACILITIES 4.1 Report on Campus Building Facilities for the J . C . D . The President of the College, Dr. Cosand, reported that the county campuses have established building committees to assist the architects in completing the preliminary drawings for Meramec and Florissant Valley campuses. These committees have been notified that it is the desire of the staff and Board to complete the preliminary and working drawings within a period of 12 months, so that construction can begin in the early Spring 1966, if funds become available. Dr. Cosand also reported that the building plans for the city campus - Forest Park - are progressing from the preliminary drawings into the working drawing stage. Dr. Cosand further stated that replies which have been received in response to the Fox Report on building needs and plans for the Junior College District have approved the Board's present procedures of proceeding with the development of plans for permanent buildings. 5. BUSINESS AND FINANCE. 5.1 N . D . E . Education has informed the Junior College District that N . D . E . A . , Title III financial eligibility in the amount of $72,954.42, has been granted to the J . C D . for the fiscal year 1965. These funds must be matched by the Junior College District funds on a 50 50 basis, in order to be used. He further stated that most of these funds are for the purchase of science equipment. 5*2 Gutman's 7508 Forsyth Building and JCD contract revision The President of the College recommended that the contract between the Junior College District and Gutman's 7508 Forsyth Building be revised. Vice President Hobson pointed out that when the contract was signed for rental of the office space at 7508 Forsyth, the owner requested that that the standard form be used. On page 4 of the existing agreement, under paragraph V I , the owner is to provide public liability and boiler/heating plant explosion insurance for both parties which would cost him an additional $200 for liability coverage which is not need d. Whereupon, on motion by Mr. G e i l , seconded by Mr. McCalpin, and with the unanimous aye vote of all members of the Board who were present, it was i RESOLVED, That the contract agreement between the Junior College District and Gutman's 7508 Forsyth Building be revised as follows: Page 4 , paragraph V I , delete "Such public liability and boiler/heating plant explosion insurance shall provide for the protection of both Lessor and Lessee in proportion to their respective interests." 5.3 Ratification of amendment to C.W. Spann contract The President of the College, Dr. Cosand, recommended the ratification of the amendment to the existing C . Whereupon, on moMon by Mr. Ruffin, seconded by Mr. McCalpIn, and with the unanimous aye vote of all members of the Board who were present, it was RESOLVED, That the Board of Trustees approve the amendment to the maintenance agreement with the Spann Building Maintenance Company for custodial services at 3185 Gravois to increase the monthly cost from $235.00 to $270.00, necessitated due to the increased personnel and facilities pr sent on the premises. FURTHER RESOLVED, That the President of the Board of Trustees be, and hereby }s, authorized to execute an appropriate letter agreeing to such increase. 5.4 Ratification of Investments The President of the College requested ratification of the investments made by the Treasurer of the College for ther period February 8th through February 23rd. A general discussion followed. Ratification of the purchases made on- : February 11th were deferred until the next meeting of the Board of Trustees. Whereupon, on motion by Mr. McCalpin, seconded by Mr. G e i l , and with the unanimous aye vote of all members of the Board who were present, it was RESOLVED, That the following investments made by the Treasurer of the Junior College District of St. Louis - St. Louis County, Missouri - be ratified, approved, and adopted by the Board of Trustees: $100,000 in U. S. Modification of Agreement with U.S. Army Support Center The President of the College recommended the modification of the agreement between the Junior College District and the U.S. Army Support Center. This agree- ment would supplement the basic agreement. After some discussion, the Board decided to defer this until the next meeting of the Board of Trustees. 5.6 Approval and Adoption of Tax-she I tered Annuity Program The President of the College, Dr. Cosand, recommended that the Board of Trustees approve the adoption of a voluntary tax-sheltered annuity program to be offered to the faculty and staff of the District. ^p Vice President Hobson pointed out that the only cost to the District would be the administrative cost involved in the payroll deductions and forwarding of the premiums to the insurance carriers. A general discussion followed. Whereupon, on motion by Mr. G e i l , seconded by Mr. McCalpin, and with the unanimous aye vote of all members of the Board who were present, it was RESOLVED, That the Board of Trustees approve the adoption of a voluntary "tax-sheltered" annuity program for the faculty and staff of the District, said program to be at no cost to the District, other than the cost of administration. FURTHER RESOLVED, That the President of the Board of Trustees be, and hereby is, authorized to enter into agreements with Great West Life Assurance Company and Teacher Insurance and Annuity Association of Winnipeg, Canada, to implement this program. 2/23/65 - 10 - Jlil 6. STUDENT PERSONNEL SERVICES - 6.1 ' Visit from Dr. Jane Mohan, authority in Student Personnel work Dr. Cosand announced to the Board members that Dr. Jane Matson, a recognized authority in the field of Student Personnel work, will meet with members of our counseling and guidance staff, and Dedns of Student Personnel Services, on Thursday, February 25th. Dr. Matson is conducting a nationwide survey in person, and by correspondence, concerning how best universities can develop training programs for the preparation of Student Personnel people at the junior college level. For several years she has conducted summer workshops for Student Personnel people at the Los Angeles State College in Los Angeles, California. 6.2 Recruitment Trips Dr. Cosand called upon the Campus Directors to report on their recent recruitment trips. Dr. Douglas F. Libby, Jr., Campus Director of Florissant Valley, reported that in general, due to the competitive salary schedules in Philadelphia, New York, and the Boston area, the Junior College District didn't seem to attract too many graduates. Dr. Libby also mentioned that it is difficult to get the young people to move out of the Northeast to come to the Middle West. He, however, did talk to some older, qualified candidates who were interested and had experience. Dr. Glynn E. Clark, Campus Director at Meramec, had just returned from a trip to the University of Minnesota, and the University of Wisconsin. He talked to a number of qualified candidates whom, he thought, would be interested if offered a contract to the J . C D . 2/23/65 - 11 - Dr. R. William Graham, Campus Director of the Forest Park Campus, had not returned from his trip to the West. 9. ADJOURNMENT Board President Bastian asked if there were any further business to come before the Board. There was not, and Mr, McCalpin moved that the meeting be adjourned.
