Education Center financed under a grant vrom the Carnegie Foundation:
Dr. Douglas F. Libby, Jr. - from f u l l - t i m e to o n e - h a l f time assignment as V i c e
President and Campus Director of the Florissant V a l l e y campus, effective
September 1 , 1965 through June 3 0 , 1966, v/ith salary reduced a c c o r d i n g l y .
Assigned as the Director of the Technical Education Center on a o n e - h a l f time
basis at an annual salary rate of $9,000 per year. This assignment is for the period
from September 1 , 1965 through June 20, 1966, and remuneration w i l l therefore
be based upon ten months w o r k , and pro-rated a c c o r d i n g l y .

Status of the Educational Program for the Fall Semester, 1965
The President of the District, Dr. Cosand, called upon the Vice Presidents and
Campus Directors to report on the status of the educational program for the Fall Semester,

The Technical Programs on the

enrollment of 400-425
students.
The library on the /.icrarnec campus has been enlarged by 25 spaces, giving a
seating capacity of approximately 125 students.
They have also included 20 study carrels
for experimentation to ascertain the student habits of the students.
18 new staff members heve joined the ;/,eramcc staff this F a l l , 14 in instruction.
Dr. Douglas F . Libby, J r . , Campus Director of the Florissant V a l l e y campus,
reported a total of 1,000 returning students, and a total expected enrollment of 2,532 compered to 1,634 last year.
Two-thirds of these are enrolled i n the d a y - t i m e program.
The classroom u t i l i z a t i o n is approximately 75 percent as scheduled, w i t h most of the
openings i n the evening o n l y .
The General Education Program is similar to that offered at the other two campuses.
Their existing technical education programs have a marked increase i n enrollment w i t h
one new program being added - Law Enforcement.
They have also added three new
courses especially dosigned for the adults i n the community: Modern American N o v e l ,
Personal Finance, and Fiction s / r i t i n g .

Dr. Libby also reported that the FVCC campus has moved from three divisional

Status of Construction Projects on all Three Campuses of the JCD
Vice President Robertson reported that the foundation construction for the first

permenent buildings at the Forest Park campus had been started, and that alterations had
been rr.cde on both the M.eramec and Florissant V a l l e y campuses.

that work to be done on the Student Center, which does not directly affect the educa-

WHEREAS, The Junior College District of St. Louis, St. Louis County, Missouri,

is confronted w i t h the necessity of establishing campuses end erecting and equipping buildings

and other f a c i l i t i e s adequate to serve the present and reasonably forseeable future needs of

said District; and

WHEREAS, funds currently available to the District have enabled the District to embark

upon a program for the acquisition of property and the erection and equipping of certain improve-

ments thereon, but such funds are w h o l l y inadequate to carry on such a program to the extent

and as promptly as the necessities ot the District and tne Metropolitan community now require;

WHEREAS, this Board does now f i n d and determine that, in addition to funds currently
9
a v a i l a b l e , the sum of forty-seven m i l l i o n , two hundrec rr.ousand dollars ($47,200,000.00)

is now or shortly w i l l be needed to effectuate the aforescid program; and

WHEREAS, this Board has found and determinea r.nat the additional funds now or shortly

to be required for the aforesaid purposes should be obtoi.-.ea through the issuance of general

obligation bonds of the District as authorized by law, cr,z that an election should be called

and held for the purpose of submitting to the qualified vorers of said District a proposal for

THE JUNIOR COLLEGE DISTRICT OF ST. LOU.S, ST. LOUIS C O U N T Y ,
MISSOURI, AS FOLLOWS:
SECTION 1 .
It is hereby declared to oe the intention of the Board of Trustees
of The Junior College District of St. Louis, St. Louis County, Missouri, to c a l l en e l e c t i o n
to be held w i t h i n said District for the purpose of submitting to the q u a l i f i e d voters thereof
a proposition to issue the general obligation bonds of said District in the amount of forty-seven
m i l l i o n , two hundred thousand dollars ( $ 4 7 , 2 0 0 , 0 0 0 . 0 0 ) to provide funds for the purpose of
purchasing schoolhouse sites, erecting schoolhouses, library buildings, and furnishing same,
and building additions to or repairing old b u i l d i n g s .
SECTION 2 .
It is further declared to be the intenrion of this Board to c a l l the
aforesaid e l e c t i o n to be held on Tuesday, the 16th day of November, 1965, unless, in due
time, a state-wide election be called by competent authority to be held w i t h i n t h i r t y (30)
days before or after the aforesaid date, in which event it would be the desire and intent of
this Board to c a l l the said bond election to be held on the date of such state-wide e l e c t i o n .
SECTION 3 .
This Board hereby expresses its awareness of the expense of c o n -
ducting an election in said Junior College District and further declares its intention to
minimize such expense in any v/ay possible consistent w i t h the o b l i g a t i o n of this Board,
in the public interest, to provide adequate f a c i l i t i e s requisite for the operation of the
community
junior colleges under its jurisdiction and for the provision of such f a c i l i t i e s
at the earliest practicable t i m e .
