TB2012.64(i) Trust Board Meeting: Thursday 5 July 2012 TB2012.64(i) Title OUH Trust IM&T Strategy 2012-2017 Status Paper for Approval History This strategy replaces the previous IM&T strategy from 2007-2013 and needs to be in place in line with getting approval for Foundation Trust. The strategy has been out to Divisions and other stakeholders for consultation and has been approved by the Health Informatics Committee. Board Lead(s) Key purpose Mr Andrew Stevens, Director of Planning and Information Strategy TB2012.64(i)_OUH Trust IM&T Strategy 2012-2017 Summary Assurance Policy Performance Page 1 of 2 Oxford University Hospitals TB2012.64(i) Summary 1 The strategy outlines the critical importance of a full implementation of EPR across all clinical services to support service transformation and improved, safer clinical care. 2 The critical importance of information to managing care and transforming the way care is provided is stressed. The need for a full information strategy will support the clinical safety agenda, the need for robust performance reporting and support for clinical research informatics. This is in line with the new NHS Informatics strategy. 3 The requirement for there to be a robust technical infrastructure underpins all of the above priorities and continuing investment to ensure that clinical informatics at the bedside can be delivered safely is stressed. 4 Full implementation of EPR including modules such as electronic prescribing, document scanning are a part of the transformational vision included in the strategy. Further business cases will underpin these developments. 5 Information sharing and a whole system approach supporting the patient pathway is critical. In Oxfordshire this includes support for the Oxfordshire Care Summary developments. Underpinning the provision of information across a pathway is a requirement for robust information governance support and policies to protect patient identifiable data 6 Upgrading the Trust’s legacy systems will need to be guided and supported by this strategy. New or replacement systems need to be assessed against the potential for them to be delivered through existing corporate systems such as EPR as well as their conformance to critical NHS, Trust and research standards. Systems have to be able to run safely on the Trust’s infrastructure, deliver to the appropriate standards and be able to interoperate with other systems as needed. Radiology, PACS and pathology systems are some of the sytems that fall in this category. 7 The IM&T strategy is an important document framing the way the IM&T strategy fits in the overall strategic developments for the Trust. 8 Recommendation The recommendation is that the Trust approves this strategy.
