w o r k s . w h i c h c o u l d b e p u t . i n h a n d i n o r d e r t o m i t i g a t e t h e effects oi
t h e p r o l o n g e d u n e m p l o y m e n t f r o m w h i c h t h e c o u n t r y i s suffering.
A s a r e s u l t of t h e s e c o n f e r e n c e s , a t w h i c h s p e c i a l s t r e s s w a s laid
o n p r o v i d i n g a s m u c h w o r k a s p o s s i b l e f o r t h e c o m i n g winter,
s u b s t a n t i a l c o n c e s s i o n s w e r e m a d e t o l o c a l a u t h o r i t i e s i n regard to
t h e c o n d i t i o n s u n d e r w h i c h G o v e r n m e n t a s s i s t a n c e w o u l d be made
available for local s c h e m e s .
A r r a n g e m e n t s f o r e x p e d i t i n g the
p r e p a r a t i o n , a p p r o v a l a n d e x e c u t i o n of s c h e m e s w e r e discussed
and agreed.
T h e G o v e r n m e n t d e c i d e d a l s o t o i n c r e a s e v e r y l a r g e l y the
T r u n k E o a d p r o g r a m m e a n d t o f a c i l i t a t e t h e e x e c u t i o n of the
F i v e - Y e a r p r o g r a m m e for t h e i m p r o v e m e n t of classified r o a d s and
b r i d g e s ( a n d t h e c o n s t r u c t i o n of n e w r o a d s a n d b r i d g e s likely to
b e classified).
I n a d d i t i o n a V o t e of ^ 5 0 0 , 0 0 0 w a s t a k e n t o p r o v i d e for grants
t o m e e t t h e c o s t of w o r k s i n n e c e s s i t o u s a r e a s . T h e s e g r a n t s are
i n t e n d e d f o r a r e a s w h i c h a r e l e a s t a b l e t o i n c u r c a p i t a l expenditure
c h a r g e a b l e , o n t h e i r o w n r e s o u r c e s a n d a r e i n c o n s e q u e n c e pre­
v e n t e d f r o m a v a i l i n g t h e m s e l v e s of t h e o r d i n a r y m e a s u r e s of
a s s i s t a n c e f r o m t h e U n e m p l o y m e n t G r a n t s C o m m i t t e e , a r e a s where

1 9 3 3 , b u t a l s o p r o v i d e s s p e c i a l a s s i s t a n c e d e s i g n e d t o facilitate and
e x p e d i t e t h e c l e a r a n c e of s l u m s a n d t o p r e v e n t t h e c r e a t i o n of
n e w s l u m s . T h e A c t p r o v i d e s m a c h i n e r y for a s y s t e m a t i c attack
o n b a d h o u s i n g c o n d i t i o n s a n d for a l l n e c e s s a r y r e h o u s i n g . W i t h
