Coordinates the assigned human services program(s) and is responsible for effective program delivery. Develops plans for accomplishing program objectives, staffing requirements, and allotment of funds to various program components. Performs recordkeeping, reviews program progress and needs, participates in goal setting and program evaluation. Serves as technical resource to agency staff, clients, and community organizations. Provides case management services. Determines eligibility, conducts assessments, develops plans to provide basic services to meet clients’ needs, and explains available services and programs. Makes referrals to appropriate personnel, department or partnering agencies. Prepares case documentation and required reports. Receives and/or reviews records and reports, such as referrals for programs. Researches information for programs and client needs. Serves as an information and referral source on the affordability, accessibility, availability and quality of child care. Services focus on employment support, self-sufficiency, and strengthening families. Provides consultation services to the community and related agencies; meets with community organizations, private individuals, agency administrators, and professional staff to gain cooperation in achieving program goals; serves as liaison to select community organizations. Assists in evaluating statistical reports in order to determine whether agency goals are being met; compiles information in order to complete reports; proposes new procedures in order to make division more efficient. TYPICAL QUALIFICATIONS: Knowledge, Skills, Abilities Knowledge of social work and/or public administration principles, practices and techniques and their application to specific casework, group work and community programs. Knowledge of governmental, private, and/or nonprofit organizations and resources in the community. Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Knowledge of family and group dynamics and counseling techniques. Knowledge of human behavior and variables affecting behavior, including socioeconomic challenges. Skill in oral and written communication, including developing and delivering presentations and preparing and maintaining accurate records and reports. Skill in gathering and analyzing complex data. Skill in public and interpersonal relations. Ability to interview and assess eligibility status. Ability to operate a variety of office equipment and machinery, such as desktop computer and related software and database applications, telephone, cell phone, calculator, printer, overhead projector, digital camera, copier, laminating machine, etc. Minimum Qualifications Requires any combination of education and experience equivalent to a Bachelor's degree in a human services field, such as social work, counseling or psychology; or a Bachelor’s degree and one year of experience in counseling or in a related human services field that provides experience in techniques of counseling, casework, group work, or community organization.
