THE NATIONAL ARCHIVES’
RECORDS DECISION PANEL, 22 MARCH 2016
Foreign and Commonwealth Office (FCO) Non–departmental record
series The Panel made the following selection decisions:
British Government Dubai Records
(9 boxes of files, loose papers, map files and bound volumes – 1938 to 1971)
These records cover the period when the United Kingdom managed and
administered the Trucial States, and developments leading up to the
formation of the United Arab Emirates in 1971. The subjects covered include
constitution, legislation, treaties, oil concessions and the tribes of the Gulf.
The Panel agreed that the entire collection should be selected as it would
complement records already held at The National Archives.
FCO Crown Agents; loan agreements with sovereign states
(5 boxes of files covering the period from 1962-1974 and one loose document
from 1998)
These files were maintained by the FCO Crown Agents and cover a variety of
financial loan issues to Ghana, Malaysia, Guyana, Singapore, Anguilla, Kenya
and South Yemen. A loose ‘outstanding loans’ list, complied by the FCO
Finance Department in 1998, had also been included in this collection.
The Panel agreed that all the files should be selected as they demonstrated
how the United Kingdom financially supported ex-colonies postindependence.
The Panel also agreed that the 1998 list of outstanding files could be
disposed of as it did not add value to the other records.
Colonial Office Intelligence and Security Records
(21 boxes (2.84 metres) of files covering 1936 to 1952)
These records were created by the Defence Department of the General
Division of the Colonial Office to record its liaison with the United Kingdom
security and intelligence agencies, and correspondence with Colonial
governments on sensitive intelligence and security matters. The Panel
agreed that these files should be selected as they were of definite historical
value, covering World War II and the beginning of the decolonisation period,
in particular the end of the Palestine Mandate.
The Panel also noted the following selection decisions:
Defence Review Malta; British High Commission Valletta file
(One file from 1966)
This file has been selected and will be accessioned into DO202. This record
covers a review of the defence of Malta, including the dockyard.

BERLIN BOOK (The Legal Status of Berlin by Hendry and Wood (FCO)
(4 boxes of paper copies from 1987)
These papers are to be disposed of as they are copies of a published
manuscript. There are no annotations on the copies.
A copy of the published book is held at the British Library and the book is also
available through Cambridge University Press.
