DESCRIPTION OF WORK: Employee in this position will work in partnership with agency leadership and staff to
develop/track measures and collect/interpret data in conjunction with the department’s Leading By Results (LBR)
Performance Management System. This includes measures and data identified within the Department’s REAP (Reaching
Excellent and Accountability in Practice) which are sub-unit performance management measures within the LBR system.
Employee will work with agency leadership and staff to develop, track and interpret data relevant to the Department’s
Results Based Performance Appraisal System. Employee will lead the department’s efforts to develop and continuously
improve upon the Department’s data warehouse, databases, and use of big data analytics to evaluate complex data sets and
drive performance to achievement results. Employee will utilize descriptive and diagnostic analytics to help identify root
causes of complex issues. Employee will utilize predictive and prescriptive analytics to assist in the development of new
approaches and strategies driving results based performance. Employee will lead efforts of benchmarking data to effectively
evaluate how CQI (continuous quality improvement) strategies impact and affect LBR/REAP results. Responsibilities include
designing, developing and continuously improving data collection, data systems development, data base development,
processes and structures that contribute significantly to results based decision making.
Employee must possess ability to adapt and communicate information to a wide range of audiences and situations. Ability to
orient agency leadership and staff to data based interpretation and big data analytics. Position requires strong interpersonal
and communication skills. Requires the ability to work effectively in a teamwork setting and maintain a cooperative and
effective working relationship with agency leadership and staff. Must possess and be able to demonstrate excellent skills in
the following software programs: Data Base Programs, Data Related Management Systems, Microsoft Word and Excel.

MINIMUM EDUCATION AND EXPERIENCE: Graduation from high school and three years of experience in the use
of computing and information technology resources; or an equivalent combination of training and experience. (Specific
knowledge of the particular software or systems supported may be required.)
PREFERENCES: Master’s degree from an accredited school of computer science and two years of supervised data
management experience or four year degree in computer science and 4 years of data management experience or a
graduate/four year degree in a data management related discipline with 4 years of data management experience. Prefer
applicant with demonstrated ability to develop and manage data systems including an ability to interpret data for impact to
results and outcomes.
