Describe when the rate of propagation is highest. Your answer should be in the form of a short essay. Explain your terms, make clear any assumptions you are making, and provide full documentation of your sources. In addition to the clarity of your exposition, you will be evaluated on the accuracy of your model. (However, note that your model needs to be simple enough to be analyzed reasonably.)
