As part of the Office of Institutional Education Program’s annual staff development conference an adult
administrator meeting was held.
Mike Shaffer distributed information concerning the Assessment Procedures for the National Reporting
System (NRS). ABE has changed the guidelines for our TABE assessments. Read over carefully. A waiver
has been attached and can be used in certain circumstances. Discussion was held and problems were
identified
Demonstration was given on using the Webtop for an adult lead teacher forum. Different types of
information can be posted on this site. You can list comments and problems that affect your facility and
can get feedback from other facilities. This is a great format for online discussions between individuals.
OIEP Administrator’s Hiring Guide was distributed for discussion. Please look over and we need to
revise as needed. Institutional Education Programs Personnel Selection Process was distributed and
may need to be revised, over the next 30 days review and let us know what may need changed. Post
any comments on the revisions of either one of these documents on the Webtop.
We now have a data base set up for personnel action forms and job postings. If you need information
on any certain job posting or personnel action forms just call and ask me or Rhonda, we will be able to
tell you where they are in the process.
Policy 5310 - The law has changed, but not the policy. Follow the current Policy 5310 until it is revised.
Lori Wiggins from certification is heading up a committee concerning this matter. She is coming to our
December principals meeting and will update us on the process.
CTE Training related work performed for customer policy and procedures. If you provide services for
customer, you can only charge 10% above the cost of materials or services. This is state law. We cannot
accept cash payments for services. If they want to pay cash have the customer go and pay for a money
order.
We will be getting in contact with you soon about your part in the next mentorship class. This will be
just in a support capacity. New mentorship class will be starting soon and if you have any new teachers
that have taught less than 5 years or have never been in a mentorship program they are eligible to
participate.
Each principal/lead teacher gave an update on what has been going on in their facility.
Next principals meeting will be December 8-10 at Oglebay.

Lyn Guy and Ron Whetzel were welcomed. Dr. Guy is the new principal at Davis Stuart and Mr. Whetzel
is the new principal at the Burlington/Chick Buckbee.
David Lowenstein gave a presentation and overview of Globaloria. Applications were distributed for
anyone interested in joining the Globaloria program. Please call Dewayne Duncan before you submit a
form to join so he can check and make sure that your facility has the technology capabilities to start a
program.
Monica Bean from the WVDE Office of Instruction gave an informative presentation on the Common
Core/Project Based Learning. If you have any questions about this program, you can call Monica at 304558-5325.
Jacob Green informed the group that when facilities make items for sale that cash is not to be accepted,
money orders or a check is the appropriate payment form. We have a Policy and Procedure dealing with
this.
Dr. Ted Price from WVU discussed the creation of a PLC for OIEP for the purpose of discussion within our
facilities. A draft of a survey that will later be distributed to schools was distributed for input from
principals. If you have comments or additions to this survey, email Dewayne Duncan.
The new GED Option 2 was discussed and what impact it will have on students getting their high school
diploma. If you have any questions about this, contact Fran or Debbie Kimbler. (There will be WVEIS
codes established for courses.)
Title One schools were asked to stay and were given updates on plans, budgets, purchase orders, selfmonitoring, parental involvement and 2010-2011 monitoring which will be in October and November. A
mock audit will be held at Elkins Mountain School on September 23, 2010.
General Information:

Juvenile Surveys – Teacher/Student/Host Agency is due October 15th

OEPA Audit – will be Academy Programs and Barboursville School
(Start preparing immediately for an audit, they could come at any time. They just need to
give you five days notice.) Mock audits are scheduled. At Academy Programs it will be
Tuesday, September 21st and for Barboursville School on Friday, September 24th.
Dewayne distributed the school site review checklist to help with organization prior to an
OEPA audit.

WVEIS – Cleanup information and make sure correct information is entered for the
second month report.

Innovation Zone Application is due December 15th..There are 4 information sessions
planned

September 24th – Clarion – Shepherdstown – 2-4 pm

October 5th – Clay Center – Charleston – 2-4 pm

October 7th – Tamarack – Beckley – 2-4 pm

