Day One – December 12, 2007 – Adult Principals
Fran Warsing welcomed everyone and introduced Karen Boone as the new principal at Pruntytown.
Kari Rice presented a session on federal bonding which is a $5000 fidelity bond for someone at high risk.
Allen Galloway is the local contact in Charleston and his office is located in the Work Force WV location.
The 2007 edition of the Work Opportunity Tax Credit is now available. If you do not have this edition, email
Fran for more information. This comes in Spanish also.
Kari also presented on the Dress for Success River Cities Program. This is a program that OIEP will
partner with and will pilot at Lakin Correctional Center. This program provides clothes, shoes, handbags,
etc. along with a network of support for women being released and entering the job market. The WV
Department of Education legal department has approved our involvement and more information can be
obtained at rivercites@dressforsuccess.org. Donations of women’s suits, shoes, etc can also be made if
you are close to the facility in Cabell County.
Fran Warsing presented on DOC Assessment/Intake. DOC will be giving TABE as soon as other materials
they have are used. It is less expensive than what they are using now. This should start in 3-4 months. If
you have problems setting up new groups to score contact Gary Wingrove or Duane Maxey. As test is
being given at your location, check in to be sure that it is being timed.
Fran also suggested that we closely watch the Second Chance Act that has passed the House. This act
will provide grants for juvenile and adult facilities in providing transition programs.
Bill Monterosso and Jill Beale from Workforce WV Region IV and V presented a program dealing with the
vast array of services that Workforce can provide to our facilities.
Fran Warsing and Patricia Lucas gave a presentation on GED/Testing Accommodations. Handouts were
given out on sections of Policy 2419 that pertains to our population and procedures to follow when dealing
with special education students. More information can be obtained on the OIEP website.
Judy Burkle gave an update on Transforming Lives Network (TLN).
Jeanette Donohew discussed CEA accreditation. Lakin, Denmar and St. Marys are scheduled for the
coming year.
Duane Maxey gave budget updates. Budget information on each facility was passed out. If you have any
special projects coming up, send the PO by the end of March. If you have something coming up that is
over $25,000, submit ASAP.

Mr. Kittle welcomed everyone and made the introductions of new personnel. Fran Warsing will be the CTE
director for all facilities. Patricia Lucas is the new coordinator for Homeless, Attendance and Student
Placement. Until her replacement is hired, she is also continuing to handle special education. Bobby
Buckland has been chosen as the new principal at the Beckley Center and Gene Spadaro Juvenile Center.
Abby Averill is taking another position in Summers County. She was recognized by OIEP and presented a
gift. Jeanette Donohew presented everyone with an ornament and tablet that were made at her facility.
Kari Rice updated everyone on the data tracking system which is in the process of being implemented at
Denmar, Lakin, West Virginia Industrial Home for Youth and St. Marys.
Dewayne Duncan instructed everyone to fax or email him a copy of each facilities agenda for their ISE day.
He will also assist anyone if you need suggestions or technical assistance in any way. If for some reason
you need your ISE day to be moved, contact central office for approval and also include updated calendar.
A copy of a new Policy and Procedure dealing with ISE days and Curriculum “Testing Out” were distributed
and will be out for comment until January 18, 2008. Dewayne also needs a list of your approved
curriculum by January 18, 2008.
Scott Stoddart, National Director for Workforce Initiatives for Certiport presented a program on Microsoft
certifications and how it can be administered by our facilities and the benefits to potential job seekers.
Information concerning this program has been posted to the OIEP website by Gary Wingrove.
Fran Warsing updated everyone on EDGE credit and end of course testing. A form was distributed that will
need to be filled out and sent to her concerning these requests. Copies of several new and revised Policy
and Procedures were distributed and will be out for comment until January 18, 2008. These are Education
for Restricted or Suspended Juveniles, CTE Training Related Work Performed for Customers, Institutional
Education Programs Personnel Selection Process, and West Virginia Education Information System
(WVEIS) Requirements for Institutional Education Programs. Please look over these and fax or email your
comments to Rhonda.
Jacob Green informed the group that around the end of January the handbook revision committee will be
meeting to update the handbook in two important areas. The sections on personal leave of absence and
critical need policy will be addressed. More information will follow.
Jacob Green led a workshop on the book “Teaching for Tomorrow” along with Julia Smith from the WV
Industrial Home for Youth and Carl Carpenter from Pressley Ridge @ White Oak. Everyone was divided
into groups to work on activities involving new teaching strategies for the 21st Century. Copies of updated
timesheet forms were distributed and will need to be used as of January 2, 2008. He reported that the
online leave system should be operational in approximately six months. This system will streamline the
leave request process.
Duane Maxey updated everyone on Ewalk and MVal, where we are in the process and when it will be up
and running. Each principal/lead teacher will be the administrator of their individual facility.

Jason Perdue, Coordinator, Office of Assessment and Accountability, presented a session on Test Mate
Clarity and the benefits the test results and data gives facilities. Materials were distributed which will help
access this information and how to put it to use in evaluating students performance.
Patricia Lucas announced that the Writing Assessment will not be done this year and advised everyone to
be sure that the race/ethnicity section is filled in when entering data on WVEIS.
OEPA will be doing a mock on site at Pressley Ridge @ White Oak. There will be three more done in the
near future, dates will be announced at a later date and notice will be given to those involved.
Vicki Buell discussed school site reviews and distributed a checklist that she uses when visiting juvenile
facilities. She also presented on the need for Student Assistance Teams and and documentation that
needs to be in student files.
Duane Maxey distributed budget sheets for each facility which showed balance of money that is still
unencumbered. If you have any questions, please call him.
Dewayne Duncan gave a brief presentation on TEACH 21. This is also on the OIEP website. This has
CSO’s and information that can be accessed from one location. This would be a good item to include on
an ISE day.
