Army Regulation 381-10, “US Army Intelligence Activities,” 1 August 1984. b. JP 2.0, “Doctrine for Intelligence Support to Joint Operations,” 5 May 1995. c. DCID 5/1, “Espionage and Counterintelligence Activities Abroad,” 19 Dec. 1984. 1. PURPOSE. To coordinate HUMINT operations in JOA. Upon execution of this OPLAN, HUMINT organizations and units will conduct collection activities to satisfy intelligence needs of CJTF. Reporting channels and procedures will be based on CFC and component command directives. 2. HUMINT OPERATIONS CELL (HOC) RESPONSIBILITIES. A JTF Korea J2X section l be formed. The J2X will perform the following services of common concern for the HOC, TFCICA, and any third agencies participating in the arrangement: (a) Establish with the TFCICA a single local source registry to enable all collectors in the JTF Korea JOA to deconflict the use of sources. (b) Establish and maintain a requirements and reports element to manage requirements for tasking on collectors in the JTF Korea JOA; and expedite preparation and dissemination of intelligence information reports to consumers at all appropriate levels. (c) Maintain liaison with: (1) National Intelligence Support Team (NIST). (2) USDAOs, other DOD HUMINT activities, and non-DOD HUMINT elements in the JTF Korea JOA. (3) Coalition/allied military HUMINT elements in the JTF Korea JOA to deconflict HUMINT activities and, if in the national interest, establish bilateral operations. (4) Coordinate JTF Korea HUMINT support to DOCEX and foreign material exploitation activities with the JTF Korea JCMEC. 3. HOC COMPOSITION AND ORGANIZATION B-5-A-1 SECRET FOR TRAINING ONLY SECRET FOR TRAINING ONLY a. COMJTF Korea will appoint individual to serve as the chief, HUMINT operations cell (HOC). He may request through theater collection managers that the HOC be augmented or staffed entirely by Department of Human Services (DHS) personnel. b. All HUMINT operations conducted in the JTF Korea’s area or by JTF Korea personnel will be directed and coordinated by the CFC Chief, HOC. c. Miscellaneous. COMJTF Korea will manage intelligence contingency funds (ICF) to support HUMINT collection activities IAW applicable service regulations. d. HUMINT includes, but is not limited to, the gathering of foreign intelligence information through observation, elicitation, exploitation, or the acquisition of material and documents. e. All HUMINT operations conducted in JTF Korea area or by JTF Korea personnel will be directed and coordinated by the CFC Chief, HOC. 3. ORGANIZATION a. The 800th Military Intelligence Brigade will function as the primary HUMINT element in support of this OPLAN. Other HUMINT may be added as reflected in the USCINCKorea Time-Phased Force and Deployment List (TPFDL). b. Specific language qualifications and technical skills will be identified and stated.
