Keogh Review into the Quality of Care and Treatment Provided by 14 Hospital Trusts
in England
Administrative and Organisational Support
Administrative and organisational support for the Keogh Review is being provided by
PriceWaterhouseCoopers LLP (PwC). This additional support has been commissioned in
order that sufficient resources are available to carry out this vital, yet one-off, piece of work.
PwC provides audit services to four of the trusts and its forensics and consultancy teams
have worked extensively across the NHS, including with a number of those hospital trusts
that are the subject of the Keogh Review.
In its work on the Keogh Review, PwC’s core team is placed behind an ‘ethical wall’,
separating it from the rest of the organisation, for the duration of the project.
The main elements of this ‘ethical wall’ policy are:






The core team that works on the review is located on site with NHS England,
separate from any teams that are working on projects for individual trusts.
Documents and working papers are kept securely and are not accessible to any
member of PwC outside than the core review team.
PwC staff working regionally to support clinicians in their Rapid Responsive Review
work are not allowed to work with a trust if they have undertaken quality review work
for that organisation before.
All PwC staff working on the Keogh Review are required to declare previous or
ongoing involvement with hospital trusts to identify any potential conflicts of interest.
No member of PwC staff who has previously been involved in work with a trust under
review will take any role in regions where they have previously worked with a Trust
under review.
PwC’s Engagement Partner is accountable for the oversight of PwC-related conflicts
of interest and is responsible for informing NHS England’s Contract Manager of any
issues as appropriate.
