2014 Energy Conservation Construction Code of New York State Update Joseph Hill, R.A., Registered Architect, New York State Division of Building Standards and Codes Michael Burnetter, P.E., Licensed Professional Engineer, New York State Division of Building Standards and Codes ABSTRACT The program is a detailed study on the upcoming 2014 update provisions of Energy Conservation Construction Code of New York State. Topics include; requirements for Building Envelope, HVAC Systems, Service Water systems, Lighting/lighting controls, and HVAC Commissioning. The program is divided into two one hour segments; one hour on Residential Building Requirements, one hour on Commercial Building requirements. The Residential program will introduce basic elements of Building Science, i.e. vapor movement and migration, discussion of vapor barriers, vs, vapor retarders, and the benefits of a "tight" building envelope. BIOGRAPHIES Michael Burnetter is a senior energy engineer and was appointed to be Chairman of the Green Construction Code of New York State Technical Subcommittee during 2012 in addition to working full time in the Energy Services Unit of the Codes Division. He was elected to serve five years on the International Energy Conservation Code Development Committee from 2000 - 2005 and the New York Energy Technical Subcommittee from 1999 - 2012 to synergize a model code with New York’s transition to a most advanced Energy Conservation Construction Code today in the nation. Developed numerous policy initiatives within the Energy Services Unit of the Division of Code Enforcement and Administration since the Energy Services Unit became responsible for administering the New York State Energy Conservation Construction Code. Currently providing extensive outreach and support to customers, consumers, code officials, and all building professionals on key details of energy systems and savings. Joseph Hill, RA, is the Assistant Director for Energy Services for the New York State Department of State Building Standards and Codes Division. Joe has three decades of experience in the fields of construction management, design and design review in Architecture /Engineering in both the public and private sector. He has a wide diversity of professional design and design review experience in architectural, structural and HVAC systems. Joe has been with the Department of State Codes Division Technical Services Unit from 1999, through early 2007, has served on the Technical Subcommittee for the Residential Code of New York State (2007). Joe was appointed as the Administrator of the Energy Services Unit in February of 2007, and also as the Chair of the Energy Technical Subcommittee for the Energy Conservation Construction Code of New York State 2009, and again for 2012 . Joe is a registered architect and a certified code enforcement official.
