CHAPTER 7 - COLLECTION AND USE OF DEPOSITS FOR SALE AREA IMPROVEMENT
7.0 - Kinds of Work Authorized. Work done with K-V funds inside sale area boundaries will be
undertaken only when it is supportive of the land management goals planned for the area. K-V
activities must be supported by the timber sale environmental analysis and must be included on
an approved SAI plan.
1. Site Preparation is often accomplished when fuels are treated following timber harvest.
Additional work needed may be financed with K-V funds. Necessary site preparation costs to be
funded with K-V will be included in base rate adjustments as described in FSH 2409.22, section
80.1.
2. Seed Procurement may be financed with K-V funds in good cone years when WCF
funds are limited. This should be an exception rather than the rule. Regional Office approval is
needed prior to financing seed procurement with K-V funds.
For habitat improvement or erosion control projects, K-V funds may be used for collection of
seed, cuttings, or planting stock of species indicated in the project plan.
3. Surveys may be financed with K-V for treatment evaluations. The number of surveys is
limited to those needed to determine if project objectives have been met or to continue planned
work. Surveys acceptable for financing include:
a. Preplanting examinations conducted following timber harvest.
b. Reforestation stocking examinations up to the point of stand establishment, including
stake row surveys and examinations leading to certification of reforestation. See FSH
2409.26b, section 233.2, for number of surveys to plan.
c. Pretreatment surveys of areas prescribed for thinning that are examinations to determine
condition of the residual stand following harvest of overstory trees.
d. Examinations made to monitor or evaluate treatments that improve, protect, or maintain
resources within the sale area.
4. Timber Stand Improvement treatments for existing stands within the sale area may be
financed with K-V funds.
5. Development of Project Specifications including such work as final design of
prescribed stream habitat improvement structures may be financed with K-V funds.
6. Protecting and Improving Resources other than Timber. Direction for appropriate
projects may be found in FSH 2409.19.
