TITLE 15E0 - PLANNING
1950.4 - Responsibilities
1950.41 - Forest Supervisor. The Forest Supervisor is responsible for the
complete NEPA process when related to:
-Projects with initial entry roads with a high dollar value
-Terminal transportation facilities
-Projects subject to Regional Forester or Chief approval
-Projects of a controversial nature.
1550.42 - District Ranger. The District Ranger is responsible for
environmental analysis and documentation for all projects except those defined
in 1550.41.
The District Ranger is responsible to:
-Ensure GEC guidelines are followed in the analysis process;
-Determine need for an Environmental Assessment or Categorical Exclusion;
-Coordinate initial public involvement;
-Guide development of the scoping statement;
-Guide development of the issues and concerns for resolution;
-Ensure analysis is in line with goals of higher level plans such
-as the Tcngass Land Management Plan;
-Approve study plans, planning actions and guide problem development;
-Determine the degree of data collection;
-Ensure analysis is in line with scope of the project;
-Determine a range of alternatives;
-Coordinate requests for specialized information;
-Ensure monitoring and mitigation requirements are in line with Forest
-Policy;
-Arbitrate interdisciplinary team problems when requested;
-Request assistance from Forest Supervisor when needed.
1950.43 - Interdisciplinary Team Leader. An interdisciplinary team leader is
responsible for coordination of analysis and documentation for assigned
projects. After receiving direction from a responsible official, an
interdisciplinary team leader will:
-Develop a reasonable checkpoint schedule with the responsible official;
-Prepare a study plan;
-Develop public involvement objectives;
-Coordinate analysis documentation and alternative development process;
-Alert responsible official to arbitration needs;
-Display analysis for a decision by the responsible official;
1550.44 - Individual Team Members. An individual team member is responsible
for analysis and documentation for an assigned project. Individual team
member will:
-Collect and analyze data consistent with the project needs and objectives;
-Document analysis in resource reports;(Resource reports are not to
-contain value judgments on what decision/decisions are to be mace)
-Interact with other team members to develop alternative solutions to
planning problems;
-Provide specific quantified assessments for implementing alternatives;
