SUMMARY OF ISSUES RAISED BY I&APS IN RESPONSE TO THE LFTEA ADVERTISEMENT
Summary of Issues: Van Schoorsdrift
Impacts on tourism and businesses
•
Impacts on tourism and local businesses, current and future, due to crime and safety concerns
•
Increase in prostitution in the area, making the area less desirable for tourists
•
Difficulty of alternative access to the area if there are protests in the area that lead to roads being closed
Impacts on health and safety
•
Threat to personal safety, particularly with regard to horseriding activities: Particular concerns with regard to vulnerability of women and children.
•
Impacts from rubble and litter, particularly on horses and riders
•
Potential for increased crime, including violent crime and theft of or damage to horses as well as other farm animals
•
Inadequate law enforcement in the area: Need for upgrade of and increased staff at Philadelphia police station
•
Expense to local residents of having to increase security measures
•
Lack of access to electricity leading to increased potential for fires and the characteristics of the site (limited single access and presence of trees and
leaves) increasing risk of loss of life (human and animal) and property
•
Poor water supply to the area resulting in increased risk of severe damage from fires
•
Increased traffic on poor roads leading to Increased road accidents, particularly affecting children and animals
•
Lack of sanitation leading to increased risk of disease
•
Lack of access to and availability of schools in the area and in particular the need for children to cross the N7: Need for people who work in the area
to cross N7 as well: increased risk of accidents. Concerns that taxi’s will also cause accidents.
•
Hazard to horses, riders as well as farm animals from dogs owned by the Vissershok residents

Impacts associated with pollution
•
Lack of hygiene in informal settlement areas and associated threats to health of horses with resulting increase in veterinary bills
•
Contamination of the soil (and potentially the Diep river system) from contaminated stormwater runoff
Impacts on infrastructure or impacts associated with the lack of infrastructure
•
Need for upgrading of Old Malmesbury road with associated costs
•
High costs of maintaining the site at a suitable standard (e.g. gravel roads affected by winter rains) – diverting City resources from elsewhere
•
High cost of providing and maintaining rudimentary services to the site as it is located away from existing depot facilities
•
Difficulty and cost of upgrading bulk services to site due to its remote location and lack of bulk services in the area
Impacts on the natural environment and heritage
•
Impacts on trees and associated ecosystem (plants and animals) and overall biodiversity and rural environment
Impacts on city planning, development and resource allocation
•
Impacts of developing an area outside the urban edge and away from the designated growth path of the city.
•
Impacts associated with going against City policy and planning as well as the Provincial Spatial Development Framework which discourage
developing outside the urban edge
•
Potential for the presence of the TRA to affect the proposed future R300 Route 2 northern alignment
•
No potential for the Integrated Rapid Transit (IRT) system to serve the site as the IRT is west of the N7
•
Site is negatively impacted by the 800m buffer zone applicable to the Vissershok North West Disposal Site which may hinder future expansion of
the site
Public involvement process
•
Insufficient notification of adjoining property owners of proposed rezoning.
