These engagements will be facilitated by the Consultants with City official participation as a part of the Consultants brief. The responsible ward councillor is informed of the project concept and requested to establish (if not already formulated) a ward committee to engage with the professional project team and make collaborative decisions to take the project forward. Once established, the professional team will meet with the ward committee and workshop the project details, considering site specific issues which may benefit, provide opportunity or derail the project. Responsibilities are assigned and accountabilities clarified. The detailed design is presented to the ward committee and vetoed before proceeding to tender stage. Once all supply chain management processes and approvals are in place, the contractor is presented to the ward committee as introduction. Thereafter the community liaison officer (CLO), employed by the contractor, takes on the responsibility of keeping all project participants informed of progress on site. The responsible city official uses the progressive capital expenditure report (PCER) as a means of communicating project progress to sub-council. Further, separate progress reports and/or attendance at sub-council project management meetings are submitted on request.
