COMPUTER CENTRES
Proposals are hereby called for the delivery of mini mobile computer centre’s envisaged for and
linked to the 111 wards in the greater City of Cape Town metropolitan area. The proposals are
required to be complimentary to the City of Cape Town’s Smart Cape Strategy and compliant
with the Outdoor Advertising Policy. The City of Cape Town intends to allow prospective service
providers the opportunity to provide limited free internet services to communities at current
inaccessible sites where the City will identify specific communities and sites as initial pilot
projects. It is important to note that the above mobile units are to be fully self-sustainable with
no or minimal cost to the City. Additional computer-related services, e.g. servicing of computer
equipment, are to be included.
Internet connectivity for mobile computer centres must be linked to satellite, negating the
problems experienced in areas outside of the reach of cellular towers. In addition these units are
to provide broadband internet to subscribers with a 200 to 300 metre radius, subject to certain
provisions.
Service providers are to take cognisance of the following aspects and include the necessary
information in the proposal calls in order to be considered:
• Submission of a detailed business model
• Detailed information of the limited free internet and other related services to be offered
• Cost of these services to the citizens of the communities
• Licensing and spectrum allocations
