Accountability
The Chief Officer is responsible to the Executive Committee and will be line
managed by the Chair.
Purpose of the Post
Responsible for:
 Providing effective leadership to Burnley, Pendle and Rossendale Council for
Voluntary Service (BPRCVS) and its overall management, direction and
development within the strategic and governance frameworks established by
the Executive Committee.
 BPR CVS delivery of a range of high quality services to build the capacity of
the voluntary, community and faith sector in Lancashire, especially in the
boroughs of Burnley, Pendle and Rossendale.
 The effective promotion of volunteering, community action and active
citizenship in the county.
 Ensuring a strong voice for BPRCVS and the wider voluntary, community and
faith (VCF) sector in Lancashire.
 Developing the sustainability of local infrastructure services support through
effective and positive partnership and public relations.
 Developing and sustaining other service delivery offered by BPRCVS in
accordance with its mission.
Main Duties and Responsibilities
 To support the Chair and the Executive Committee:
o by advising them on all policy matters relating to the operations of
BPRCVS and its development;
o in the forming and monitoring of strategic plans and targets;
o in meeting their obligations including compliance with its constitution,
company, charity law and other legal areas and risk management;
o acting as Company Secretary.
 To be responsible for all aspects of the day to day management of BPRCVS
including the development and implementation of relevant policies and
procedures.

To be responsible, in co-operation with the Executive Committee, for the
overall financial management of the organisation including developing
budgets, maintaining effective financial controls and ensuring that BPRCVS
meets all legal and external funding requirements.
To ensure the financial sustainability of the organisation through developing a
range of funding streams, service delivery and income generation activities.
To prepare regular reports for the CVS Executive Committee and ensure that
monitoring information is provided for partners and funding in accordance with
the service level agreements and contracts.
To manage the staff team and ensure regular support, supervision, appraisal
and personal development systems are in place and adhered to.
To maintain and enhance BPRCVS position as a leader in providing effective
and innovative infrastructure support, volunteering and other services.
To ensure BPRCVS provides a range of high quality support, advice and
information to build the capacity of the local VCF sector.
To represent and advocate for BPRCVS and the local voluntary sector on
partnerships with the public, private and VCF sector at local, county, regional
and national level and to encourage partnership and consortium working in
response to local and county needs.
To promote and publicise the work of BPRCVS and the VCF sector by
establishing and maintaining close links with members and senior officers in
the public, private and VCF sector.
To build and maintain effective systems of engagement with local VCF
organisations and to provide leadership and representation.
To negotiate with statutory and other funding agencies to ensure resources
for BPRCVS and the wider sector in order to improve efficiency and
effectiveness and involvement from the sector.
To participate in county wide partnerships to influence the design of public
services and seek to develop partnerships and consortia from the sector to
deliver those services.
To work collaboratively with other infrastructure providers including as a
member of Lancashire Association of CVS and ONE Lancashire.
To support the overall ethos, principles and practices of BPRCVS.
To undertake any other duties which may from time to time be required and
which are consistent with the duties and responsibilities of the post.
There will be a three month probationary period. The post will involve some evening
and weekend work for which time off in lieu is given.
Holiday entitlement is 23 days plus 8 statutory days per annum.

















Proven senior management and leadership experience including managing
people and finances and working at a strategic level. ESSENTIAL
Management experience within the VCF Sector. DESIRABLE
An understanding of the legal and regulatory frameworks for managing a
voluntary organisation. ESSENTIAL
Ability to work effectively with a Board or management committee within the
VCF Sector. ESSENTIAL
Proven track record of securing funding in a tough financial climate from
multiple funding streams. ESSENTIAL
Excellent networking skills. ESSENTIAL
A strong track record of building and maintaining partnerships within and
across organisations and sectors. ESSENTIAL
First class communication skills, able to motivate teams at all levels and build
effective working relationships with colleagues and partners. ESSENTIAL

An understanding of the VCF sector and the strategic, policy and funding
environment in which it operates. ESSENTIAL
An understanding of the VCF Sector in Lancashire and the partnership
environment in which it operates. DESIRABLE
An understanding of the role of local infrastructure organisations in relation to
supporting organisations and volunteering. ESSENTIAL

Wide experience of working with communities and their organisations to
