Post: Finance Manager Delegated Authority Level 4 Team: Financial Management Responsible to: Director of Finance Responsible for: Finance Officer Job Purpose The Finance Manager is a key business partner for SHP’s managers. He/she is responsible for leading the Financial Management function ensuring that high quality financial and management information is provided for SHP, and is used pro-actively by managers. The Finance Manager produces accurate and timely reports and returns, including statutory accounts. He/she is responsible for procuring some of SHP’s core services, delivers excellent customer service to the organisation, and deputises for the Director of Finance when needed. Key Accountabilities 1. Financial management and reporting 1.1 Produce accurate, relevant and timely management accounts and reports for SHP’s management monthly and quarterly. Ensure income and expenditure are monitored throughout the year; investigate variances with managers and report on these recommending appropriate action. Work closely with the Rent Income Manager to ensure that rents and service charges are reflected accurately. 1.2 Assist the Director of Finance with the annual budget preparation, working closely with budget holders to set their budgets for the coming year. 1.3 Work closely with the Director of Finance and Managers to produce budget reforecasts to provide an up to date prediction of the out-turn for the year, and provide a basis from which to set next year’s budget and service charges. 1.4 Ensure quarterly and annual returns to funders and statutory authorities are co- ordinated and prepared and that they are sent within the required time limit. 1.5 Produce cash flow forecasts and monitor SHP’s cash balances in order to ensure funds are available when needed, and inform investment decisions. Monitor the organisation’s cash inflows/outflows against forecast, and report any financial irregularities to the Director of Finance. 1.6 Ensure that all major balance sheet accounts are reconciled regularly, including all bank accounts. 1.7 Work with the Director of Finance to prepare year end statutory accounts. Liaise with, and provide information and assistance to, the external auditors. 2 People management 2.1 Manage and develop the Finance Officer in line with all SHP people management policies, including probation, supervision, appraisal and training. Ensure that they perform their role efficiently and effectively, individually and as part of the Finance team, to provide excellent service to their internal and external customers. 2.2 Work closely with the Director of Finance and Rent Income Manager to ensure that the Finance team delivers a co-ordinated and responsive service to the organisation. 3 Financial policies and procedures 3.1 Develop and maintain financial policies and procedures ensuring that these keep abreast of SHP’s business needs. 3.2 Comply with financial policies and procedures and ensure that all other staff in the organisation understand and adhere to them. 4 Internal and external communications 4.1 Deal effectively and efficiently with queries from staff, and external enquirers. 4.2 Provide clear written reports, guidance and correspondence when needed. 4.3 Communicate regularly with budget holders regarding the provision of information, to ensure that they are pro-active in managing their budgets and using the resources available to them effectively and efficiently in delivering services to clients. 4.4 Provide induction and training for non-finance staff. 5 System development and process improvement 5.1 Work closely with senior managers to understand the nature of new business and services. Ensure that financial systems and processes are in place to support them. 5.2 Ensure the accounting system, currently held on TAS Books, is adequately maintained and developed to meet users’ current needs. 5.3 Ensure that any system changes (eg changes to the chart of accounts) are effectively implemented and communicated to users of the accounting system. 5.4 Develop and maintain systems and processes to enable all activities under the postholder’s responsibility to be carried out efficiently. 5.5 Participate as an occasional auditor of ISO audits of SHP services. Page 2 of 6 August 2014 Job Profile : FM Approved by: VG 6 Procurement 6.1 Procure and manage utilities for SHP’s offices and residential accommodation, ensuring SHP receives value for money and that bills are paid on time. 6.2 Assist the Director of Finance and Chief Executive in the annual insurance renewal. Manage the insurance claims process and ensure that records are maintained. 6.3 Manage rent payments on SHP’s offices, ensuring that rents and service charges are paid on time. Work with the Director of Finance and the Facilities Manager to ensure that action is taken to renew or replace leases well in advance of their end dates. Technical and professional know-how required for effective performance Professionally qualified accountant (CCAB) Ability to work and communicate well with colleagues in other disciplines, at all levels, and with suppliers and professional advisors. Experience of managing staff. Experience of producing management accounts, and of analysing and explaining variances. Experience of preparing year-end accounts from trial balance to balance sheet Experience of preparing cash flow forecasts. A good working knowledge of using spreadsheets to perform complex tasks Knowledge of the accounting principles and current accounting issues in the sector Experience of procuring goods and services Experience of producing clear and concise written reports, including statistical and financial information. Ability to plan and organise work in order to meet tight deadlines. Good record keeping and organising skills.
