MARKET THEATRE FOUNDATION - POSITION: CHIEF EXECUTIVE OFFICER MAIN PURPOSE OF JOB The Chief Executive Officer will fulfil the duties described in the job description as follows (the job description will be reviewed annually as part of an annual performance review process): Provide leadership of the Market Theatre Foundation and be accountable to Council for its operational performance. Convene the senior management team and work closely with its other members – the CFO and the AD in developing, implementing and monitoring the Foundation’s strategic plan. Act as the Chief Accounting Officer to the Council of the Market Theatre Foundation and as CEO under the terms of the PFMA as it relates to Cultural Institutions. Be responsible for the continued enhancement of the Market Theatre Foundation’s local, national and international profile and reputation and the growth of audiences within a framework of artistic excellence, social responsibility, business efficiency, financial prudence and public accountability. Implement the Strategic goals and objectives of the Market Theatre Foundation. To give direction and leadership towards the achievement of the Market Theatre Foundation’s mission, strategy and annual goals and objectives. JOB OBJECTIVES 1. Provide overall strategic leadership for the Market Theatre Foundation as South Africa’s premier producing theatre company and the operator of the internationally renowned Market Photo Workshop and Laboratory. 2. Report to Council on governance matters relating to the strategic plan, HR transformation, artistic programming, financial management and risk management. 3. Supervise the work of senior management and take responsibility for the operational efficiency of the MTF in accordance with the PFMA and the Cultural Institutions Act. 4. Ensure coherence between artistic vision and business plan by overseeing the artistic programming of the Theatre, Laboratory and Photo Workshop. 5. Facilitate the development of a fundraising and marketing strategy. 6. Communicate with the media on strategic operational matters in order to enhance the image of the organisation. 7. Ensure accountability and compliance with all the applicable legislation including the Occupational Health and Safety Act. 8. Ensure that financial management and reporting are done in accordance with the PFMA (reporting to the Board and Department of Arts and Culture). 9. Ensure that the organisation maintains its going concern status and that good corporate governance is enhanced. 10. Drive the implementation of the Risk Management Framework and ensure that policies and procedures are adhered to. 11. Enhance the MTF’s reputation within a framework of artistic excellence, social responsibility, business efficiency, financial prudence and public accountability by attending to stakeholder needs in a professional manner. 12. Facilitate the development of standard operational procedures for all departments and ensure that these are followed. 13. Drive the Human Resources Strategy of the Market Theatre Foundation in line with Employment Equity Act and the HR Plan 14. Ensure the strategic plan is regularly reviewed and report on key objectives within specified timeframes. 15. Drive the implementation of the staff performance management system, in line with the overall performance strategy of the MTF. 16. Maintain and develop national and international partnerships. 17. Perform any other duties as required by the Council of the Market Theatre Foundation. 18. In association with the Artistic Director, serves as the primary representative of Market Theatre Foundation in public forums with government and international representatives on organisations such as embassies and foundations. KEY RESULT AREAS: Stakeholders To drive the annual strategic planning and ensure timeous and effective reporting to Council, DAC and other stakeholders. To provide resources for the development of a fundraising and marketing strategy. Internal Processes Drive the development of standard operational procedures for all departments and ensure that these are reviewed quarterly. Ensure compliance with the Public Finance Management Act, Cultural Institutions Act and other relevant legislation. Drive Human Resources strategy of the Market Theatre Foundation in line with Employment Equity Act and the HR Plan. Growth and Learning Implement and drive an effective performance management and review system, in line with the overall performance strategy of the Market Theatre Foundation. Develop and implement a policy that will ensure a culture of discipline, customer care, good service delivery and mutual respect. Financial Ensure that a 3 year budget forecast is done in October and February and that expenditure is in line with the budgeted income. Manage risks and devise ongoing strategies and systems to prevent fraud and corruption by ensuring that financial policies and procedures are adhered to and be available to support the CFO. PREFERRED SKILLS AND COMPETENCIES: Tertiary qualification, minimum BA in the Arts and humanities, social sciences or management. Experience in a non-profit organisation or school would be an advantage. SA resident and BEE candidate. Demonstrated Leadership experience across cultural barriers. Self motivated, confident has impact, persuasive and assertive. Excellent report writing capabilities Thorough understanding of financial reporting and budgeting in line with the PFMA. Proven ability to develop and implement policies. Experience of competitive fundraising and marketing within arts and culture fields. Experience in working with HR transformation matters.
