1 SOUTH AFRICAN SPORTS COMMISSION PRESENTATION TO THE PORTFOLIO COMMITTEE ON SPORT AND RECREATION 1 APRIL 2003 2 OVERVIEW This presentation sets out to provide an overview of the following: • • • • • • • • Vision Mission Values Strategic Thrusts Flagship projects Services in support of flagship projects Budget Conclusion 3 VISION OF THE SASC To lead South Africa to world-class sporting excellence. 4 MISSION OF THE SASC • In pursuance of the above vision the SA Sports Commission seeks to create a nation of world-class sportsmen and women by improving opportunities for all South Africans to participate in sport and recreation. • We will work in partnership with our stakeholders by striving to meet their human resources and infrastructure needs. 5 MISSION OF THE SASC (CONT) • We will ensure that the management, promotion and co-ordination of our sport and recreation is administered with excellence. 6 VALUES OF THE SASC • Integrity • Innovation • Excellence • Efficiency • Teamwork 7 STRATEGIC THRUST ONE 1.Manage, promote and co-ordinate the provision of sport and recreation. 1.1.Develop and implement a national sports plan and ensure that accessible facilities, participation, competition and club infrastructure exist and are professionally managed. 1.2.Improve the quality of national and international sports events that are hosted by South Africa. 8 FLAGSHIP PROJECTS UNDER THRUST ONE 1. Mass Participation 1.1. Indigenous Games • To revive and promote Indigenous Games in South Africa and beyond. Publish a manual on Indigenous Games that addresses the standardized Indigenous Games, rules of the games and guidelines on how to play the games - 2003. One of the Indigenous Games, Ncuva, is being computerized. 230 Indigenous Games facilitators has been trained in all nine provinces. These facilitators has been empowered to provide further training in the provinces. Establish network on Indigenous Games with Zone VI countries and beyond. Host an Indigenous Games festival – 4 – 6 September 2003. Participate in TAFISA traditional games in Montreal – July 2003. 9 FLAGSHIP PROJECTS UNDER THRUST ONE (cont) 1. Mass Participation 1.2. Recreation • To promote recreation in South Africa and to ensure proper recreation delivery infrastructure. A first meeting took place with provinces on planning for a National Walk (Big Walk) – August 2003. Celebrities will be approached to join in this initiative. Continue and enhance links and cooperation with other government departments, public entities, etc e.g. Correctional Services. An memorandum of understanding will be signed in April 2003 between the SASC, DCS and NF’s to introduce sport and recreation activities in correctional centers. Facilitate the participation of previously disadvantaged participants in World Gymnaestrada that will take place 2003. Aerobics instructors have been trained in three province (NW, EC and Gauteng). After training they will run aerobics classes for the community in the regions. When more funds become available this project will be 10 extended to the other provinces. FLAGSHIP PROJECTS UNDER THRUST ONE (cont) 1. Mass Participation 1.3. Junior Dipapadi • To empower care givers, teachers, community leaders, federations and sport and recreation officers in the area of junior sport as well as to increase the talent identification pool. Junior Dipapadi workshops took place in all provinces where project coordinators were trained to implement programmes in the provinces. The SASC made examples of Junior Dipapadi equipment available to all provinces. The focus in the next financial year will be on introducing sporting activities to children in previously disadvantaged areas in close cooperation with provincial governments. Modified sports festivals took place in three provinces (Mpumalanga, KZN and WC). The sports that have been modified are: volleyball, netball, cricket, rugby, soccer and handball. Because of the success of these festivals it will also be introduced in other provinces. 11 FLAGSHIP PROJECTS UNDER THRUST ONE (cont) 1. Mass Participation 1.4. Women and Sport • To create opportunities for women and girls to be more prominent in sports participation and administration. A Commissioners Committee has been established to address transformation including Women and Sport. The terms of reference of this Committee has been finalized. A policy document on Women and Sport is in its final stages of development. The SASC hosted a successful Women and Sport Workshop on 24 and 25 March 2003 to address the structure and implementation of projects. 12 STRATEGIC THRUST TWO 2.Ensure participation in international and major national events. 2.1.Identify talented athletes to ensure that South African teams are fully representative. 2.2.Provide access to scientific support, training, life skills development services, coaching as well as ensuring a supportive social environment in order to increase the number of medals and test matches won by South Africa. 2.3.Team delivery. 13 FLAGSHIP PROJECTS UNDER THRUST TWO 1. High Performance Programme 1.1. Team Preparation • To facilitate the implementation of scientific, medical and technological support services in order to enhance South Africa’s international sports performance. ( focus for 2003 is the AAG) Build on and improve partnerships and networks with new and established service providers. At present there are 16 accredited service provider institutions providing the following services: sports medicine, sports psychology, sports nutrition, sports vision, sports technology, physiotherapy and physical. 36 NF’s are being provided with these services and 250 athletes were assisted in 2002/ 2003. An amount of R 200 000 has been allocated for 2003/ 2004 which is only sufficient to assist approximately 25 athletes despite applications from NF’s for more than 1000 athletes. 14 FLAGSHIP PROJECTS UNDER THRUST TWO (cont) 1. High Performance Programme 1.1. Team Preparation Re-structure the services and financial allocations to elite athletes. Monitor the services rendered by service providers to athletes and NF’s. Direct and evaluate implementation of the HPP. Establish a life skills infrastructure to address the general welfare of SA elite athletes and their support team. Facilitators trained by the SASC will implement this project in the Provincial Academies of Sport. The modules for this project will be developed by the SASC and will amongst other cover: financial skills, HIV/ AIDS, touring skills, legal contracts and conflict resolution. Finalize, update and maintain high performance programme database. 15 Revise and update HPP web page. FLAGSHIP PROJECTS UNDER THRUST TWO (cont) 1. High Performance Programme 1.1. Team Preparation Empower SA athletes with leading edge sports technology. Establish a multi-coded national coaches association – to be in place April 2004. Establish a multi-coded athletes association – to be in place April 2004. Improve the performance of elite athletes through the application of relevant research. Assist SASSU with the scientific preparation of athletes who will be competing in the World Student Games taking place in August 2003 in Korea. 16 FLAGSHIP PROJECTS UNDER THRUST TWO (cont) 1. Sports Academies • To establish, monitor and mentor a sports academy infrastructure that is resourced to identify and support athletes in an effort to improve their sporting performance. Team Presentation • To deliver Team South Africa to major multi-coded event, All Africa Games, ensuring a high level of performance by SA athletes. Co-ordinate, manage and provide effective systems ensuring efficient delivery of Team SA to the All Africa Games 2003. October 2003 in Abuja, Nigeria. 22 Sporting codes. Team Presentation • To deliver Team South Africa to major multi-coded event, Zone VI Games, ensuring a high level of performance by SA athletes. Co-ordinate, manage and provide effective systems ensuring efficient delivery of Team SA to the Zone VI Games 2003. The 2003 Zone VI Games have been cancelled by Malawi, the host due to financial constraints. We are awaiting decision by either Botswana or Mozambique to host the Games in 2005. 20 FLAGSHIP PROJECTS UNDER THRUST TWO (cont) 4. SA Games 4.1. Talent identification and development • To increase SA youth sporting excellence and promote national unity through a multi-sport event. Co-ordinate, facilitate and monitor preparations for the 2004 SA Games. Next Games April 2004. Host: Eastern Cape Province, Buffalo City Municipality. Approximately 4500 participants expected. Approximately 13 sporting codes including disabled sport. Closely linked to academies. These two programmes i.e. SA Games and Academies are our major transformation tools. 21 STRATEGIC THRUST THREE 3.Ensure the provision of resources. 3. 1.To provide information, financial and logistical resources for the development of athletes (participants/ recreation practitioners). 22 STRATEGIC THRUST FOUR 4.Policy development and implementation. 23 SERVICES IN SUPPORT OF FLAGSHIP PROJECTS 1. Client Services 1.1. Monitoring of Federations • To facilitate the establishment and maintenance of structures that enhance the development, capacity building and efficient management of sport at all levels. Provide policy documents for the regulation of sports (awarding of national colours, recognition criteria, procedures for dispute resolution, etc.). Monitor NF’s on structural (clubs, composition of EXCO/ technical officials/ players, transformation and unity) and organizational issues (good governance, development plans, business plans, strategic plans and programmes/ projects). Award national colours to deserving athletes and managers. 24 SERVICES IN SUPPORT OF FLAGSHIP PROJECTS (cont) 1. Client Services 1.2. Sports Management and Liaison • To assist NF’s with development, strategic planning and financial management. Assist NF’s with development plans. Develop a guide for strategic planning for use by NF’s. Present nine provincial workshops on strategic planning and development plans. Bidding and Hosting • To assist clients in effectively bidding for and hosting of national and international events of major importance. Facilitate and develop an integrated national strategy for bidding and hosting of national and international events of major importance. Develop and monitor the implementation of policies that guide and control the bidding and hosting of both national and international events. Assist those federations and organizations that have been granted permission to host events of major national importance in co-coordinating/ managing the event. 26 SERVICES IN SUPPORT OF FLAGSHIP PROJECTS (cont) 3. Education and Training 3.1. Sport and Recreation Administration and Management • To empower administrators and managers and to improve the standard of sport and recreation administration and management in SA. Complete education and training programmes and modules to enhance basic and advanced S&R administration and management in compliance with the NQF (level 4 and 5). Facilitate the development of facilitators packs for basic and advanced team management. Facilitate the development of training programmes for Events Management. Facilitate the development of a database on trainers, administrators and managers trained. 27 SERVICES IN SUPPORT OF FLAGSHIP PROJECTS (cont) 3. Education and Training 3.1. Sport and Recreation Administration and Management • To empower administrators and managers and to improve the standard of sport and recreation administration and management in SA. Facilitate the training of Team Managers of the SA team to the World Police and Fire Games that will take place in Barcelona during July and August 2003. Facilitate the training of SASSU Team Managers of the SA team to the World Students Games that will take place in Korea during August 2003. 28 SERVICES IN SUPPORT OF FLAGSHIP PROJECTS (cont) 3. Education and Training 3.2. Facilities Management Skills Development • To develop the human resources responsible for the management of sport and recreation facilities. Monitor and facilitate the capacity building of facility managers in the Advanced Facility Management training programme at NQF level 5. Develop a framework for a National Facilities Plan. Encourage and support provinces to deliver community-based approach workshops. Complete the translation of community-based approach to Facility Management booklets into other SA languages. Establish a database on trainers in Facility Management. 29 SERVICES IN SUPPORT OF FLAGSHIP PROJECTS (cont) 3. Education and Training 3.3. Generic Coaching Skills and Technical Officiating Programmes • To increase the number and uplift the standard of coaching and technical officiating in sport. Facilitate the development of a Generic Coaching Skills and Technical Officiating Programmes at NQF level 5. Facilitate the pilot training of Generic Coaching Skills. Facilitate the development of a facilitators pack for Generic Coaching Skills and Technical Officiating. Facilitate the accreditation of course material in conjunction with THETA. Facilitate the layout, illustration and printing of the Generic Coaching Skills and Technical Officiating Programmes. 30 SERVICES IN SUPPORT OF FLAGSHIP PROJECTS (cont) 3. Education and Training 3.4. Course Presentation and Facilitation Skills in Sport and Recreation • To empower sport and recreation officials to become presenters and facilitators. Facilitate the completion of the development of the S & R Facilitation Skills Programme for presenters and facilitators to comply with NQF level 5. Facilitate the pilot training of Facilitation Skills in S & R. Facilitate the development of a facilitators pack for Facilitation Skills for S & R. Facilitate the layout, illustration and printing of the Facilitation Skills in S & R training programme. Facilitate the accreditation of the course material in conjunction with THETA. 31 SERVICES IN SUPPORT OF FLAGSHIP PROJECTS (cont) 4. Provision of Resources 4.1.Information and Research • To acquire, manage and disseminate sports and recreation information to create a knowledge base. Maintenance, hosting and expansion of the Commission’s website . Finalizing and selling mega-event website product (with specific reference to AAG 2003). Providing website for AAG. Construction and support of in-house databases including contact, events, volunteers, as well as ongoing developments of mega-events management database. Collection, collation and storage of unique sport information publications for public use. Publication and distribution of YOUR SPORT magazine, including mailing list and postage. Production and distribution of Sport Management Toolkit CD. Obtain and disseminate information on statistical data that will enable the sporting community to plan better for sport. 32 SERVICES IN SUPPORT OF FLAGSHIP PROJECTS (cont) 4. Provision of Resources 4.2. Funding and Resourcing • To provide financial and logistical support for the Commission and its clients. Procure and establish a pool of resources which will be used for programmes of the SASC and its clients e.g. donors, business, lottery, etc. Provide systematic support to NF’s which have a growth potential, but lack the infrastructure. Assist NF’s in benefiting from drawing the expertise of their counterparts internationally. 33 SERVICES IN SUPPORT OF FLAGSHIP PROJECTS (cont) 4. Provision of Resources 4.3. Sports Museum • To unify the nation and build national pride through the revival of our national sporting heritage. Implement the findings of a feasibility study for a Sports Museum. Legislative Drafting • To use statutory powers to regulate sport and recreation in terms of the Acts. Advice on the draft and amending of. Drafting of regulations as envisaged by Act 109 and 110 of 1989 as amended. 35 SERVICES IN SUPPORT OF FLAGSHIP PROJECTS (cont) 5. Legal and Policy 5.2. Contract Drafting and Advice • To ensure that all transactions entered into by the SASC are legally valid and the protection of the interest of the SASC. Intellectual Property Management • To register and protect SASC intellectual property and monitor licensing programmes. Recognition criteria development • To ensure a regulatory framework that guides the recognition of SASC clients. Develop a national colours framework and a monitoring mechanism for the use of those colours.
