The Fund for Public Health in New York, Inc. (FPHNY) is a 501(c)3 non-profit organization that is dedicated to the
advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City
Department of Health and Mental Hygiene (DOHMH), FPHNY implements programs to address pressing public
health needs, fosters private sector support to enhance health and health care, and helps educate the public
regarding the protection of individual, family and community health.
PROGRAM OVERVIEW
The Division of Mental Hygiene (DMH), a Bureau within the New York City Department of Health and Mental
Hygiene (DOHMH), headed by the Executive Deputy Commissioner, is responsible for overseeing programs and
services regarding mental health, substance use, and developmental delays and disabilities. We work with
approximately 1,000 community programs to advance policies that benefit the people we serve and collaborate with
City and State partners to prevent, reduce burden, and promote recovery and health.
POSITION OVERVIEW:
In anticipation of future changes in behavioral health care due to Medicaid reform and emerging models of care
coordination and integration, New York State has identified the critical need for behavioral health providers to
obtain the capacity to electronically bill for Medicaid eligible services. New York State and DOHMH are joining
efforts in a 2-year funded project to deliver technical assistance for the adoption, implementation, and use of
electronic solutions for approximately 50 behavioral health organizations that currently do not have access to
electronic solution systems.
The Office of the Executive Deputy Commissioner of DMH, is seeking a Project Director who will be responsible
for overseeing all aspects of the project. The Project Director will work in close collaboration with the Primary
Care Information Project (PCIP) Director of Implementation, City and State stakeholders, and State behavioral
health agencies.
RESPONSIBILITIES:
 Oversee all aspects of project management including budgeting, grants management, and reporting:
o Develop policies and procedures to help the team operate most effectively
o Ensure that project rollout, implementation, and completion activities are on target and meet grant
deliverable requirements
o Identify and anticipate project delays and create remediation plans for escalating issues as
appropriate to ensure the project’s success.
o Create contract scopes and oversee procurement and vendor and sub-recipient contracts and MOUs
o Review and approve contract payments, reimbursements, and expenditure requests
o Serve as the primary liaison with FPHNY in grant management and reporting

Lead project implementation and manage relationships with diverse stakeholders
o
Directly supervise 3 Mental Hygiene staff and coordinate project management with the PCIP
Director of Implementation, who will oversee 6 highly skilled IT professionals
o Coordinate the activities, foster relationships and lead meetings with a wide variety of project
stakeholders including developers, clinicians, and advocacy organizations, participating DOHMH
bureaus, community stakeholders, and State and local executives
o Oversee development of processes to improve behavioral health care within practices through use
of electronic solutions
o Innovate, train, and communicate effectively with professionals from a variety of agencies and
organizations
o Interpret and evaluate complex information and use understanding of current state models of health
information technology and exchange to problem solve and guide decision making
o Identify key measures to be used as future indicators to track behavioral quality improvement
o Manage and provide outreach to provider participants and to other stakeholders to understand and
address needs
QUALIFICATIONS:








Master’s degree in related healthcare field (e.g., MPH, MPA, MPP).
Intimate knowledge of behavioral health organizations through experience working in a non-profit
or public sector behavioral health facility
Four to six years of project management; administrative or grant management experience in a nonprofit environment; knowledge of contracts and procurement processes
Knowledge of quality improvement and experience developing systems to measure and track
performance
Expertise in clinical, technical, operational, and process improvement methodologies and tools
Experience working with Electronic Health Records
Excellent time management, interpersonal, verbal, and writing skills
Willing to travel within the 5 boroughs of NYC
