DEPARTMENT OF MANAGEMENT SERVICES For Reference Only CLASS CODE: 8011 PAY GRADE: 502 CLASS TITLE: CORRECTIONAL OFFICER LIEUTENANT ALLOCATION FACTOR(S) This is work supervising Correctional Officers and Sergeants; or supervising all security activities on an assigned shift at a small or medium-sized institution. The primary duty of the employee(s) in the position(s) allocated to this class is to spend the majority of time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions. Examples of work performed are not to be used for allocation purposes.) Motivates employees to improve the quality and quantity of work performed. Plans work loads, work flows, deadlines, work objectives and time utilization with employees. Evaluates employees through establishing evaluation criteria and responsibilities and meeting regularly with employees to ensure the established criteria are met. Trains employees in methods for performing an effective and efficient job. Communicates on a regular basis with employees both individually and in staff meetings. Directs the work of employees to ensure best use of time and resources. Directs the security of the institution and the custody and care of inmates on an assigned shift. Assists in directing all operations of a facility. Inspects security measures of housing and gate officers, work details, and the movement of inmates. Prepares reports of disturbances and activities occurring during an assigned shift. Makes inspection of buildings and grounds for security, safety, fire hazards, and contraband. Disposes of inmate disciplinary reports and determines whether inmates will be confined pending disciplinary hearing. Assists in directing all security operations of an institution. 8011-CORRECTIONAL OFFICER LIEUTENANT-CS Supervises the daily routine of the security section and is responsible for the orderly operation of security activities. Informs subordinate shift personnel of the changes in policies and operational procedures. Reviews the shift roster to ensure the proper utilization of assigned personnel. Assists in planning and administering the in-service and on-the-job training for the security staff. Sits on selection boards for promotions and reviews disciplinary reports for security staff. Serves as a member of the various inmate committees and recommends policies and procedural changes for custody and control activities. Attempts to bring about changes in inmate attitudes, behavior and habit patterns through counseling, personal example and by encouraging inmates to participate in worthwhile activities. Performs related work as required. KNOWLEDGE, SKILLS AND ABILITIES: (Note: The knowledge, skills and abilities (KSA's) identified in this class specification represent those needed to perform the duties of this class. Additional knowledge, skills and abilities may be applicable for individual positions in the employing agency.) Knowledge of the operations of a correctional institution or facility. Knowledge of the procedures for the custody, security and counseling of inmates. Knowledge of riot and crowd control procedures. Knowledge of inmate behavior patterns. Skill in the use of restraining devices and firearms. Ability to supervise and train people. Ability to counsel, advise and direct the activities of inmates. Ability to work under dangerous and stressful conditions. Ability to describe facts and events accurately. Ability to prepare a variety of reports. Ability to deal with individuals and critical situations in an effective manner. Ability to take charge in emergency situations and make fast, rational decisions. Ability to determine work priorities, assign work and ensure proper completion of work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to understand and apply applicable rules, regulations, policies and procedures. MINIMUM QUALIFICATIONS Two years of experience providing custody and/or care of inmates. In addition to the above, Florida Statute 943 requires that any person employed in this class must: (1) Be at least 19 years of age. (2)Be a citizen of the United States notwithstanding any laws of the State to the contrary. (3)Be a high school graduate or its "equivalent" as the term may be determined by the Criminal Justice Standards and Training Commission. (4)Not have been convicted of any felony or of a misdemeanor involving perjury or a false statement, nor have received a dishonorable or undesirable discharge from any of the Armed Forces of the United States. Any person who, after July 1, 1981, pleads guilty or nolo contendere or is found guilty of a felony or of a misdemeanor involving perjury or a false statement shall not be eligible for employment or appointment as an officer, notwithstanding suspension of sentence or withholding of adjudication. (5)Have his/her processed fingerprints on file with the employing agency. (6)Have passed a physical examination by a licensed physician based on specifications established by the Commission. (7)Have a good moral character as determined by a background investigation under procedures established by the Commission. (8)Have completed the basic recruit training course for Correctional Officers and be eligible for, or possess a current employment certificate of compliance for Correctional Officers issued by the Criminal Justice Standards and Training Commission.
