I am a registered Mechanical Engineer who pursue my career in Health, Safety, & Environment
management system profession. I have been engaged in Oil and Gas construction in Saudi
Arabia for more than two years at Al Rushaid Construction Co. Ltd.. & EEI Corporation. A joint
venture company between Al Rushaid Construction (KSA) and EEI Corporation (Philippines).
During my college as part of our curriculum (On the Job Training) I worked at Universal Motor
Corporation - NISSAN under the Department of Product Engineering as Documentation, Design
and Audit trainee. Universal Motor Corporation is the largest distributor of NISSAN light
vehicles in the Philippines. Also I worked during my college days to support the financial needs
in Our Lady of Fatima Parish at Bangkal, Makati Philippines as general service assistance.

PROJECT PROFILE: Al Rushaid Construction Co. Ltd.. is the main sub contractor of Worley
Parsons undertake Saudi Aramco Mobile Refinery’s modifications to its Yanbu refinery in the
Kingdom of Saudi Arabia to comply with the 2013 mandatory specifications for gasoline with 10
ppm sulfur, 1% benzene and diesel with 50 ppm. In addition, diesel with 10 ppm of sulfur will
be mandatory by 2016.
Duties & Responsibilities:




Prepare the topics and facilitate toolbox meeting prior to start the work. Explain the topic in
multilingual to ensure that the message are clear and understand by the people especially the
direct labors.
Communicate with the HSSE Area In-charge to get the manpower headcount for the day prior to
begin the work. Headcount is use in the drill scenario or in the actual emergency to easily find
the missing person.
Review the deviation submitted by Area HSSE Engineer /Inspector and ranked it by category.
The final report will submit to HSSE Manager for review and to find the immediate action to
mitigate the hazard to prevent any incident or injury.
Prepare HSSE performance report on weekly and monthly basis. Compare the incident rate versus
the manpower. Update the safety milestone (safe man-hours).













Responsible in the safety programs of HSSE department (Safest Worker, Safest Supervisor,
Safest Group & Safety Slogan Contest) to encourage workers and line supervision to work safely.
Prepare Safety Bulletins, Safety Alert and Campaigns (Stop the Drop, Fire Prevention, Fall
Protection).
Attend HSSE meetings and prepare the minutes of meeting (Core Group, Sub-committee, Food
Committee).
Responsible in safe keeping of HSSE documents. Maintain documents and records are properly
filed, sorted and organized. HSSE documents is needed always in incident investigation and in
revision of HSSE procedures.
Assist in incident investigation. Provide the personal data of person involved in the incident like
date of employment, employment history, age, training attended and safety violations.
Conduct routine inspection inside offices (PMT & FOG) to ensure proper ergonomics are
followed by people working inside the offices (commonly working in the table). To prevent any
musculoskeletal disorder in improper handling and positioning.
Conduct weekly inspection to ensure all emergency exits are clear and free from any obstruction.
Make sure that access ways are dry and no laying cords on the ground to eliminate trip and slip of
workers especially in emergency situations.
Conduct inspection on electrical equipments inside the offices. To ensure that all receptacles are
GFCI operated and all computers are provided with uninterrupted power supply (UPS) and
automatic voltage regulator (AVR). To prevent loss of data during interruption of power supply.
Conduct inspection of fire fighting equipments such as fire extinguisher, smoke detectors,
emergency lights and exit lights. Ensure emergency information posted in all areas (evacuation
route plan, contact numbers, ERT members & emergency flow chart.
Prepare emergency evacuation route plan, update emergency contact numbers and ERT members.
Monitoring the compliance of line supervision in behavior base observation and hazard
identification program.
Design safety signage's required in work area.
Prepare daily, weekly and monthly reports (HSSE ratio, Manpower, HSSE Performance, Incident
Data base, inspection of tools and equipments).

safety regulation inside the plant. Ensure workers inside the plant are comfortable in the
working environment.
Conduct testing of vehicles to ensure the safety of drivers and passengers prior to sell the
product in the market. (brake test, wheel test, impact test)
