ISSUE • Excessive cost driven by Afghanistan mission; average added cost, including net reinsurance costs and death claims from 2007 – 2011 was 12.2 M per year. • Difficult to find reinsurance because of the risk associated with war and terrorism. ACTION • BN seeking approval to staff a TB submission to secure government back stop for war risk claims is currently be reviewed by JAG. Treasury Board submission is ready to be advanced.
