Please ensure that your groups bank statement (with groups name) is attached with completed application form. 7 Guidelines for Kildare County Council Grant Scheme 2015 8 Introduction Kildare County Council wishes to invite applications for their Community and Festival Grant Scheme for 2015. The purpose of the schemes is to provide financial assistance to Community or Festival groups engaged in activities which encourage community participation and promote the well being of communities in County Kildare. Important points to remember when applying under our grant schemes The following are points which must be adhered to for all our grant schemes: All applications must be made on official application form and submitted to the council by email to grants@kildarecoco.ie or to Housing, Community & Culture Department, Level 7 Aras Cill Dara, Naas, Co Kildare by Wednesday 18th March 2015 Recognition must be given to Kildare County Council in any promotional material associated with the project. Please submit copy of documentation when submitting final report. Any organisation assisted under the scheme must indemnify and continue to indemnify Kildare County Council against any claim. Your application will not be considered if you have not returned receipts for grants received in the previous year. All Community and Voluntary Groups are welcome to apply for the Community Grant schemes with the exception of sports clubs. These clubs can apply under Kildare Sports Partnership Grant Scheme. We will consider funding specific projects in the following areas: Foster Social Inclusion: Projects that take account of and assist under - represented groups Projects that reduce the level of social exclusion in the county An Integrated Community: Projects that promote social integration and links between new and long established residents in the county Organisations coming together to jointly address local problems Community Participation: Projects which encourage local action and participation in community development Projects that promote, maximise and recognise volunteer work. Governance and Decision Making: Projects that enable communities to have more involvement in local decision making Projects involving increased co-operation and joint activities with Kildare Local Authorities. Technical Assistance: Preparation of development and action plans of local groups, local research and training. 10 Activities not eligible: The Community Grant Scheme will not fund activities involving: Projects that benefit individuals Teaching/Staffing in schools Projects which are clearly the remit of another agency Ongoing running costs, administration etc. Sports Activities Environmental works by Residents Association Grant Payment Terms: Maximum grant available is up to €1500 or a maximum of up to 75% of project costs This does not guarantee that the maximum grant will be awarded. Specific conditions are attached to the grant award: Successful groups will receive a letter of offer and a grant agreement. Groups must complete and return the signed grant agreement form which constitute a contract with the council Groups availing of the grant must be formally established and must produce: Articles of Association or minutes of AGM/Meetings Income and Expenditure Account Banking Documentation: SWIFT and IBAN number Banking statement with name of group on it (To be attached with completed application form) On receipt of the signed grant agreement form, the full amount allocated under the community grant scheme will be paid. On completion of the project, recipients must provide a full project report which must include a statement of income and expenditure. Any unspent monies must be returned to Kildare County Council. Groups must have a bank account. Post office and credit union accounts cannot be used. No Double funding from Kildare County Council sources will be allowed e.g. Arts scheme Groups can choose to combine this scheme with other sources of grant aid. The extent of local contributions to the proposed project Final Approval of the grant will be given by the elected members of Kildare County Council. 12 Festival Grant Scheme Introduction The emphasise of the Festival Grant Scheme is to encourage and support groups which play a role in developing vibrant, cultural and sustainable festival events in the county. Especially those with a tourism, cultural, artistic or community perspective. Conditions of Festival Grant Scheme Who is eligible: Open to voluntary groups that promote key festival events in the county. What is not eligible: Commercial organisations Competitive events - where competition is the main element Charity and fund raising events Bouncing castles Grant Payment Terms: Maximum grant available is up to €2000 or a maximum of up to 75% of total cost of project costs. This does not guarantee that the maximum grant will be awarded. Specific conditions are attached to the grant award: Successful groups will receive a letter of offer and a grant agreement. Closing date for all applications - Wednesday 18th March 2015 No late applications will be accepted. 14 Residents Association Grants (Private Estates) 2015 Introduction Kildare County Council wishes to invite applications for their Resident Association Grant Scheme for 2015. The purpose of the schemes is to provide financial assistance to Residents Association groups engaged in activities which maintain or improve their estate. Important points to remember when applying under our grant scheme: All applications must be made using our official application form. Applications must be submitted to the council by email to environ@kildarecoco.ie or to Environment Department, Level 4, Aras Cill Dara, Naas, Co Kildare by Wednesday 18th March 2015. Receipts and quotations for the works proposed must be provided. Who is eligible? All private estates within County Kildare. 15 Residents Association Grants (Local Authority estates) 2015 Introduction The Local Authority residents association grant is intended to help groups to maintain the open space in your estate. Important points to remember when applying for the grant: All applications must be made on our official application form. On receipt of the completed application form a community worker will be in touch with your contact person to arrange a meeting The community worker will need to see: o Bank account details. o Receipts/invoices (late invoices can be submitted by post but will delay payment) o Most recent AGM minutes o In the case of a ride-on mower evidence of insurance will be required. Please have this information ready and available when the community worker visits. Quick submission of these documents will mean earlier payments for your association. Your association will be fully responsible for the upkeep and maintenance of any equipment purchased. It is essential that your association has Public Liability Insurance to indemnify you against any claims. This grant is made on the understanding that Kildare County Council is indemnified against any claim arising from the activities of the supported project. If the proposed works impacts on the work of any department in Kildare County Council, the works must be agreed in advance with the relevant department. 16 We wish you all the best with your work. Closing date is on or before Wednesday 18th March 2015 Please note late applications will not be accepted. 17 Community Heritage Grants Scheme 1 Eligible Projects & Activities a) Gathering Heritage Data The objective of this scheme is to provide assistance for data collection and research relating to Kildare’s heritage. Here are some examples of possible projects Archaeological and wildlife field survey to inform a graveyard management scheme Conservation report on a stained glass window Assessing the conservation needs of a particular object or collection. b) Heritage Management The objective of this scheme is to support projects that apply good heritage practice in managing sites, collections, objects etc Conservation planning and habitat (or wildlife site) management Conservation of heritage collections and objects, including documents Works to ensure the survival of a heritage building or structure, under a management plan that applies good practice in building conservation Control of invasive species. Management works to restore important habitats Carrying out the work recommended in an earlier conservation report or wildlife management plan Removal of an invasive species such as rhododendron from woodland Archival boxing for vulnerable documents. c) Raising awareness of Heritage The objective of this scheme is to support fresh approaches and initiatives that link heritage to communities, promoting active engagement with heritage and its appreciation by the public. Here are some examples of possible projects under the Heritage Education, Community and Outreach scheme: Conference or exhibition on heritage of an area Heritage Week activities • seminar on traditional skills such as lime mortar, thatching 18 Education project involving a museum or archive with local schools Field trips to heritage sites for schools Events using art, drama or new media 2 Non Eligible Projects & Activities Kildare County Council’s Community Grant Scheme will not normally fund activities involving; Projects that benefit individuals; Teaching/staffing in schools; Travel and transport costs, except in exceptional circumstances; Equipment, unless directly associated with the Project; Ongoing running costs, administration etc. (except insurance); 3 Who is eligible to apply? The scheme is open to community groups and organisations within County Kildare. Only one grant per organisation is permitted. 4 Terms and Conditions of grant Payment under the Community Heritage Grant Scheme Grants of up to €1,200 are available, up to a max of 75% of the total cost of the project. Groups must fully complete and submit the Community Heritage Grants Scheme Application Form to the Heritage Officer, Planning Department Kildare County Council, Áras Chill Dara, Devoy Park, Naas. Successful groups will receive a Letter of Offer and Grant Agreement. The successful group must fully complete and return the Signed Grant Agreement with Kildare County Council which will constitute a contract with the Council. Any organisation assisted under the Scheme must indemnify Kildare County Council against any claim. An interim report shall be submitted by Friday 26th June 2015 which shall give a progress report on the project to date. If an interim report is not received the 19 Council will consider that the project is not progressing and funds will be reallocated to another project. On completion of the project, recipients must provide a full project report on or before Friday 23rd October 2015 unless agreed by the Heritage Officer. No double-funding from Kildare County Council sources will be allowed (i.e. from Arts Officer, Amenity Grants). Groups may choose to combine this scheme with other sources of grant aid. However, the scheme will not become a substitute for existing funding. Assistance is provided on a once-off basis. Organisations may apply for and receive assistance each year. Receipt of a grant in one year does not automatically guarantee grant-aid during the following year. All funded activities must be located within County Kildare. Explicit recognition must be given to Kildare County Council in any promotional material associated with the Project – copy of documentation depicting recognition – must be submitted with the final project report. An event to show case the project must be carried out during Heritage Week 2015 (16th -22nd Aug) or Biodiversity Week 2015 (17-25th May). This event should be discussed with the Heritage Officer in advance and details submitted to the Heritage Officer for publication and promotion. 5 Assessment of Applications The Heritage Officer will meet with eligible groups to discuss their applications if necessary.
