INVITATION FOR BIDS FOR
SELECTION OF CONTRACTOR/FIRM FOR
DESIGN AND INFRASTRUCTURE DEVELOPMENT OF SECTORS
F-14 & F-15
Federal Government Employees Housing Foundation (FGEHF), Ministry of Housing & Works, Government of
Pakistan, intends to engage services of a firm/contactor or consortium of firm/contactor, for infrastructure
development of Sectors F 14 & F 15 (upto GT Road), on "EPC/Turn Key" basis ,using Quality Cost based Selection
(QCBS) method, with Single Stage Two Envelop procedure of open competitive bidding. The estimated cost of
project is Rs. 10 Billion (Approximately). Services shall include but not limited to survey, design, planning, and
infrastructure development of project site and prevention of illegal encroachments/built up properties at project site.
REQUIREMENTS:
A.
The interested firms must attach the following documents with their applications:
 Profile of the organization with office addresses
 Documentary proof of valid legal entity of the firm i.e. Valid registration in C-A (No limit) category
with specialization codes e.g.CE-01, CE-02, CE-04, CE-09 & 10, EE-02, EE-04, EE-05 & EE-06 of
Pakistan Engineering Council; or firms in joint venture provided that the sum of their
individual licenses is equal to or more than required for the project


Proof of annual construction related turnover for the last three financial years, which should not be
less than10 Billion Rupees, alongwith last financial statement i.e. income statement, balance sheet
and cash flow statement;
 Audited Statements of Accounts for last 3 years;
 Proof of income tax and sales tax and other relevant taxes under the law;
 List of T&P (Tools and Plants) owned by the firm i.e. equipment with name of manufacturer,
description of technology and configuration, summary of commercial operating hours/experience of
equipment used/ought to be chosen, level of efficiency, typical day/hourly profile, factory and
performance tests, description of efficiency and duration of scheduled maintenance of equipment
along with certification/fitness certificate from valid legal entity, annual degradation rate etc.
 List of key permanent and other professional/engineering staff, with detailed CVs and payslips and
valid certification with Pakistan Engineering Council of core team relevant to the assignment,
showing qualification and experience as well as detail of projects on which they have worked, their
role in the project and duration of their engagement with the project;
 The firm’s aggregate experience in similar projects in public sector which have been successfully
executed during last five (05) years within due course of time, both in Pakistan and abroad (if any);
 Description of projects on which bidder has served as EPC contractor i.e. capability and experience
of bidder demonstrated to provide assurance that the bidder has adequate competence/resources and
skills as EPC contractor;
 Undertaking that the firm has not been blacklisted or debarred by any agency controlled by Federal
government/Provincial and district government alongwith Client Satisfaction Certificate for the
projects both of similar nature and the one’s executed under the EPC mode;
 A list of all law suites, regulatory proceedings or arbitration in which the bidder have been or are
engaged as that could affect bidders performance to current bid;
RFP DOCUMENT
i.
The RFP document containing Evaluation Criteria ,TORs, Scope of Work, Deliverables/ Milestones
and list of documents to be attached with the bid, can be downloaded from our web site
i.e.www.fgehf.gov.pk as well as PPRA’s website i.e.www.ppra.org.pk w.e.f 30th September, 2015.
ii.
Interested firms are required to deposit the document fee amounting to Rs.5000/- in the form of pay
order in favor of FGEHF, before or at the time of submission of bids.
iii. Bid security @ 1 % of the bid price shall be required to furnished at the time of submission of bids
at least for 180 days.
ACCEPTANCE OR REJECTION OF PROPOSALS:
The Competent Authority may reject any bid/proposal at any time prior to the acceptance of a
bid/proposal, as provided under Rule-33 of Public Procurement Rules-2004.
TIME SCHEDULE:
Sealed bids in separate envelops, one marked as Technical and other marked as Financial, must reach the
office on the address below in within 90 days from the date of publication of the advertisement in a
newspaper or on the website, whichever is later, by 1:00pm. Technical bids will be opened at 2:00 pm on
the same day in the committee room of FGEHF in the presence of bidders or their representatives.
