1 CTM Release notes 7.4.2
This document describes the version 7.4.2 of CTM.
None of the current features or changes in this release has any impact on the pre-existing
functionality if not mentioned explicitly in this release notes, any training may thus be done postrelease, if desired.
1.1
Tender evaluation
The online tender evaluation is updated with more functionality, in short the following have been
added
-
Evaluation per package or tender step
Save all automatic/pre-populated scores in one button click
Show or hide evaluation information to suppliers
Price calculation formulas changeable until supplier award
Rank visible in evaluation tool
1.1.1 Evaluation per package or tender step
The tender evaluation has previously evaluated per step as default and the relative weight between
each item has been dependent throughout the whole tender. It is now possible to cut that
dependency to only apply within each package.
When a tender has multiple packages, the two above choices shows when managing the evaluation
model within a tender, for single-package tenders there is only one choice and it is not required to
explicitly save anything.
The weights tree looks a little different when having evaluation per package.

There is no “parent” for the packages, it is displayed as 100% per package in the tree view.
1.1.2 Save all automatic scores in one button click
Automatic scoring can be applied for evaluation criteria and quotes, the automatic scores are prepopulated in the evaluation tool and had to be saved for each criteria. To be able to save time for
evaluators a functionality to save all applied automatic scores in one click.
The functionality will not override any previously saved score for any supplier, only those supplier
responses without scores will be saved.
After saving all scores it is still possible to edit the scores for each supplier.
1.1.3 Show or hide evaluation information to suppliers
It is now possible to configure how much information the supplier will see regarding automatic
scoring on requirements and score calculation on price.

In the value added evaluation model, it is possible to select if the value added for each requirement
should be shown to the supplier when they are filling out their response.
1.1.4 Price calculation formulas changeable until supplier award
During tender and evaluation process it can be noticed that the automatic score price calculation
formulas are not applicable with the supplier responses and to get a proper scoring of the price it is
possible to adjust the calculation formulas until a supplier has been awarded the tender.
The changes are logged in the audit trail of the tender and not visible to the supplier.
1.1.5 Supplier rank
The current rank of the supplier in the tender, based on the current scores are shown in the
evaluation tool.
1.1.6 Evaluation report for value added model
Using the value added evaluation model (in the ActiveX tool), it is now possible to extract full
detailed report with same layout as the evaluation report used for the weights and scoring model.
The evaluation report is available at the Reports page for a tender.

The report can be generated several times and each time is time stamped and recorded.
1.1.7 New ActiveX evaluation version
The ActiveX version of tender evaluation (used for Value added method) has been updated. This
update requires the authority who uses this tool to install a new version of the ActiveX on the
personal computer.
The new version is available on the training environment from the date version 7.4.2 is released
there. If you, as an authority, need the installation package earlier, please contact support.

Go to user profile and ActiveX page
Download msi or zip (left hand side of page)
Close Internet Explorer
Run the installation package
Log in to CTM again and verify that the new version is installed it should look like below

Tender management
1.2.1 Import requirements from Excel
The import from Excel for requirement (qualification questions) have been remade for more
flexibility in the template. The template has all information in one sheet and it is possible to insert
lines as you want, add filtering and sorting on the headers for adjustments.
One new feature of the import template is that you can set up the applied automatic score directly in
the template for the alternatives and, additionally, you can add as many alternatives as you need to
the right in the sheet.
For more details regarding each column, you can view the comment in the header cells.
The procedure to import questions is the same as previous, select a file from your local PC and
import.
Empty templates are possible to download from the left pane.

Once the file is uploaded, a validation result is displayed with a summary of the import and can
proceed to import the questions and sections.
NOTE! The old Excel import template will not work after the release, authorities have to update their
standard templates
1.3
Contract management
The contract procedure when using signing outside of CTM has been extended with more standard
messaging functionality and notifications when a supplier has read the contract.
In the checklist there is a new checklist point for sending the draft contract to the supplier, this is an
optional checklist point and you can go directly to finalise the contract if you not want to inform the
supplier about the draft contract.
When the message is sent it is possible for the supplier to view the draft contract, the supplier
cannot acknowledge nor decline the contract draft in this signing process.

The message to the suppliers is a template message, which means the contents can be controlled
and changed by each authority. It is recommended that the authorities planning to use this
functionality to create their own message template. The above template is the standard one.
When the suppliers view the contract there is a log in the audit trail for the authority and a system
notification is sent to the authority that the supplier has viewed the contract.
At any time in the process, the authority can finalise the contract and does not need supplier
acknowledge within CTM to do so.

Changes described applies only to signing procedure Signing outside CTM, the other signing
procedures are not affected by this change.
1.4
Reports
New standard reports have been added within reporting tool.
1.4.1 Resource planning
In the resource planning report all users are listed, counting the number of planned procurements,
tenders and contracts. The report gives an overview of the stage and workload for each user.
The report has two pages (two sheets if exporting to Excel), the second page gives the same statistic,
but based on the offices.
