Guiding Principles

 Unit Manpower Document (UMD) is the final authority.

If it is not reflected on the UMD then it isn’t true

 Be an Honest Broker!

 Managed resources  scarce and finite

 Programming belongs to MAJCOM  Rules will vary

 FAMS have to pre-approve any UMD authorization change

Requirement

Authorization

 A Requirement is what you need

I require/need 50 workers.

 An Authorization is what the Air Force can afford

I have funding for the 45 of the 50 workers I need.

 There is no Authorization without a Requirement

 Required/Authorized Strength Differences

I need 50 workers but the Air Force can only afford to pay for 45 of the workers I need.
