The Locke Township Board met June 11, 2013 in the Locke Township Hall upper level. Present: Griffes,
Schulz, Hart, Fuller, McGoron. Also present: Bob Davis, Lucas McGoron and Paul Shepler. Supervisor
call to order at 7 PM, pledge to flag. Additions to agenda: Land Bank, computer server, LESA summer
tax collection. Public Comment – none.
New Business.
*MI Committee for Employer Support of the Guard & Reserve. Sample resolution received, need to
review Uniformed Services Employment and Reemployment Rights Act before signing/adoption.
*HSC Services Inc, extension of agreement for assessor of record services. Current $1250/$1000 –
Proposed $1300 / $1200. Area assessors:
Bunker Hill $15106 Ingham $15145 Locke $16000 Wheatfield $14745 White Oak $11390
Supervisor will talk to assessor about keeping the same rate.
*Twp cleaning service. Glenda Turner willing to provide cleaning service, approx. 2 hours per cleaningcould be weekly or bi-weekly depending on hall usage. Motion Griffes, second Fuller to hire Glenda
Turner for hall cleaning at $12 per hour. PASSED [5-0]. Twp to provide cleaning supplies.
*Reaffirm MTA Principles of Governance [this was originally done in June 2009]. Since same Board
members signed at that time, not reaffirmed.
*20130604 Ingham County Treasurer Land Bank info regarding 5 acre parcel at 3976 Dietz Rd.
Consensus that Township not interested in pursuing acquisition rights.
*Computer Server was disabled during recent storm. Server replacement installed by I T Right at a total
cost of $2415. Treasurer printer may have also been affected. Will pursue insurance claim.
*LESA summer tax collection agreement, signed by supervisor and treasurer.
Unfinished Business.

Motion Fuller, second Schulz to adopt Ordinance 2013-02. Roll call vote:

Reports.
Planning Commission. Verbal report of May 21st meeting.
Webmaster. Verbal report of new updates.
Treasurer. June-13 Treasurer Report distributed. Motion Hart, second McGoron to pay accounts
payable checks #2550-2578 totaling $10,870.71. PASSED [5-0].
Clerk. Motion Griffes, second Schulz to approve May 14, 2013 minutes as presented. PASSED [5-0].
3-31-13 Managements Discussion/Analysis; Apr & May rev/exp report; follow up w/ICHD re: Rowley
Cemetery addition. Noted that July newsletter edition will be emailed to board members soon for input
and approval. Noted 20130603 Outdoor Warning Sirens email stating Sirens meant to be heard outdoors.
Zoning Administrator. May report previously distributed. Board consensus for Zoning Administrator
to contact twp atty regarding Marshall non-dwelling on Rowley Road.
Building Committee. Still working with architect, have conceptual drawing of interior, do not have cost.
Communications, seminars, etc.
Michigan Assoc of Municipal Cemeteries, annual conference June 13th in Frankenmuth. All
Topics regarding Cemetery Rules & Regulation, Hart registered to attend.
MTA, Hot Topics in Planning & Zoning-Land Divisions & Right to Farm Act updates June 27th
In Frankenmuth, $79 early bird registration. Hart registered to attend. Motion Griffes,
second Hart to pay $79 registration and expenses for Bob Davis to attend. PASSED [5-0].
MTA, annual dues invoice [$1227.23] and 05-24-2013 MTA letter.
Public Comment. Comment on regular loss of DTE power.
Any Other Business. Shepler stated that he would like to finish this mowing season, then retire.
Motion Schulz, second Fuller to adjourn at 7:38 PM. PASSED [5-0]. Meeting adjourned.
