Job Description Position Operations Assistant – Finance/Human Resources (GS-6) – Podgorica, Montenegro UNICEF Montenegro Programme In order to contribute to the new 2012-2016 Country Programme goals and to be able to meet the levels of compliance and accountability associated with being a fully-fledged duty station the post of Operations Assistant - Finance/HR will be established to ensure the minimum level of capacity necessary to adhere to proper segregation of duties, quality support in finance and HR, consistent with operations of all other independent country offices in the CEE/CIS Region. Purpose of the post Under the direct supervision of Operations Officer, and overall supervision of UNICEF Montenegro Representative, the incumbent performs a variety of specialized tasks in finance, accounting, HR and supply functions for Montenegro Office. Major Duties and Responsibilities 1. Maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports, vouchers, etc.) and reconciling data for recurring or special reports. 2. Check invoices, bills and other financial documents relevant to programme and operational activities including liquidation of DCT payments to counterparts. Ensure compliance with internal control panel/TOA. 3. Maintain contacts with local bank to properly control and operate Bank accounts, reconcile bank statements in timely manner and ensure UNICEF accounts are replenished timely. Complete closures and reconciliations of UNICEF local accounts timely and accurately. Assist in processing Year-end closure of accounts according to instructions. 4. Process and record payroll, allowances, travel claims and other payments to SMs, experts and consultants, vendors and other claimants, and when required, calculate such payments to SMs and other claimants. Ensure salaries are accurately recorded through correct administration of PAFs. Timely and accurately reconcile PAR accounts, accounts payable/receivable 5. Performs various duties regarding personnel issues for S/ms concerning contracts, attendance, leave, pension, medical, travel etc. 6. Identify service contractors related to office administration, supply and projects, issuing SSA contracts related to Office administration and monitor the quality of services provided by the contractors. 7. Assist Operations Officer in maintenance of Office premises, security of staff, equipment and supplies. 8. Assist Operations Officer in review and monitoring of the CS integrated budget, as required. Prepare and update financial monitoring reports, analyses and expenditures tables on support budget status. Prepare budget/cost estimates, analyses & expenditure reports.
