School Safety Advisory Committee October 4, 2012 ESD 114 –Bremerton NOTES Present: Frank Hewins, Walt Bigby, Linda Crerar, Paul Harrison, Marci Scott, Nancy Bernard, Greg Williamson, Bruce Kuennen, Mike Donlin; Via K-20: Peggy Sandberg, Scott LaBar Open: Committee Chair Frank Hewins opened the meeting at 9:00 with a welcome to all present. Special welcome to Linda Crerar, director, Pierce College Homeland Security Center of Excellence. Special thanks to Superintendent Walt Bigby for hosting us today. Review: It was moved and seconded to accept the notes from the August 23 Safety Advisory Committee meeting. The name of the committee was officially changed from the “School Safety Center Advisory Committee” to the “School Safety Advisory Committee”. There will also be monthly Committee meetings at the ESDs. Notes are posted on the Advisory Committee page of the School Safety Center. Reports/Updates: Mike briefly reported on the AGO’s Cyberbullying Summit on September 13 at Microsoft in Redmond. OSPI was the web host and all the documents are posted on the Safety Center Cyberbullying & Digital/Internet Safety web page. The AG’s office is doing some follow-up work; Mike will send their survey to Marci when it comes out. Nancy followed with a question on how the Skyline HS threat was tracked back to the perpetrator. There was a very brief conversation on digital forensics. There was a discussion of the September 21, School to Prison Pipeline Symposium held at CJTC. A question was asked about the name of the event. Greg explained that the name comes from national, social justice-perspective work around disproportionality and the numbers of youth who are suspended and expelled from schools. The symposium was a prelude to the Race and Pedagogy conference on October 6 at the University of Puget Sound. Frank noted that his district (Franklin Pierce) has been doing a lot of work around this with very positive results. They do look at disproportionality data, reach out to early learning and child care centers, offer free full-day K for all, implement PBIS and restorative practices. These activities are funded through a variety of creative approaches to programming. The results have been very, very positive. Main School Safety Topic: Armin Jahr: Lessons Learned. Bremerton Flip Herndon, Bremerton School District, presented some excellent information on the Armin Jahr Elementary accidental shooting in the spring of 2012. His presentation is posted on the Safety Advisory Committee meeting web page. As Superintendent Herndon noted, fortunately, this was not “a failed incident.” Some of the main points, lessons learned, for others include: a. Be prepared! NIMS / ICS training is very important. b. Safety is primary. c. In preparing messaging: a. details are critical, b. have a consistent message. c. be careful of what you say; everything is on the record, d. maintain a single point of contact for communication, preferably the district PIO d. Contact parents/families yourself. e. Take care of your students, but also take care of your staff. Following a break, Marci Scott briefly shared the PowerPoint of an active shooter table top exercise which has been used across Pierce County. The presentation, based around the real Jonah Mowry-HIB YouTube video, is also posted on the Advisory Committee web page. Update: Greg gave an update on the status of the OPSI (Safety Corps) Legislative Budget Proposal he spoke about in August. Greg noted that, although the word “safety” had been removed throughout the proposal, the package was asking for $18.5M for non-academic issues and programs to support academic work. In other words, although “safety” was not used, it’s ‘in there.’ The funds would be used for needs assessments, and targeted training and program needs, at the OSPI, ESD and district levels. Meeting Schedule: The Advisory Committee meeting schedule is attached. The next meeting will be held at ESD 189 in Anacortes. Robert Dengel will be presenting on the progress of the OSPI FEMA Disaster Mitigation grant. Future topics were also suggested, including: web cams in schools, Chuck Lind/statute & practice around weapons in schools, CSEC/trafficking, and LGBTQ issues. The meeting concluded with a discussion of the forest fires and smoke in Eastern Washington, air quality and the impact on health. Nancy said that she had been working on a document to provide guidance around air quality. There is good information provided on the Department of Health web page.
