Note to Tenderer:
For the purpose of this Statement of Requirement the following words have the following meaning:

‘Must’ – is a mandatory requirement is defined as an absolute in respect to a product or service. A failure to
satisfy a Must requirement in respect of a product or service will result in the exclusion of that product or service
from consideration;
‘Should’ – is a requirement that the proposed product or service is assessed against, to be deemed either
compliant or non-compliant. Failure to meet a Should requirement may deem to product or service not
appropriate for use and subsequently excluded; and
‘Desirable’ – is a requirement that is advantageous but is not material to a compliant/non-compliant decision.
Note this requirement can often be affected by Must parameters, at this point product or services will be
assessed on the Must requirement.

Introduction
1
Understanding the SOR
1.1
Using this document
1.1.1
This document sets out the Commonwealth’s requirements for each of the products and services
available through the ICT Hardware and Associated Services Panel (ICT Hardware Panel). The
products and services are split into the following Categories: Desktop PC, Mobile PC, Virtual Desktop
Devices (VDD), Monitors, Centralised Services, Installation Services, Servers and Server Racks.
1.1.2
The Desktop PC, Mobile PC, VDD and Monitors Categories are mandatory; products which qualify for
these Categories must be purchased by non-corporate Commonwealth entities subject to the Public
Governance, Performance and Accountability Act 2013 (Cth) through the ICT Hardware Panel.
1.1.3
The Centralised Services, Installation Services, Server Hardware and Server Racks Categories are nonmandatory services and products, which can be purchased at the discretion of all Commonwealth
entities through the ICT Hardware Panel.
1.2
How to determine which parts of this SOR apply to a product or service
1.2.1
The requirements which apply to a product include:
1.3

Common Requirements - which apply to every product which qualifies for the Desktop PC,
Mobile PC, VDD or Monitor Categories and includes Common Hardware, Common Warranty and
Common Transport Requirements;

Category Requirements - which apply to every product within the Category (there are unique
Category Requirements for each of the eight Categories); and

Product or Service-Specific Requirements - which apply specifically to that particular product.
How to determine which product belongs to which Category
Mandatory Categories
1.3.1
The Desktop PC Category includes: Standard PCs, All-in-One PCs and Workstation PCs.
1.3.2
The Mobile PC Category includes: Standard Notebooks, Ultra-Mobile PCs and Tablets.
1.3.3
The VDD Category includes: Thin-Clients and Mobile Thin-Clients.
1.3.4
The Monitors Category includes: 19-inch, 22-inch, 24-inch (16:9 & 16:10) and 27-inch Monitors.
Non-Mandatory Categories
1.3.5
The Centralised Services Category includes: Order Monitoring, Reporting, Tenderer Supplied Technical
Support, Provision of Asset Tags, Asset Tagging, Asset Configuration & Control, Pre-Delivery
Configuration, Pre-Delivery Imaging, Sanitisation and Disposal.
1.3.6

Common Hardware Requirements
2.1
BIOS and security requirements
2.1.1
If present, the BIOS must be able to be configured to disable the following:
2.1.2
a)
individual ports (such as each of the USB ports or a DisplayPort);
b)
internal speakers (or as an alternative, be able to be physically disconnected);
c)
microphone (or as an alternative, be able to be physically disconnected);
d)
Wake-On-LAN;
e)
eSATA ports;
f)
infra-red functionality;
g)
wireless functionality; and
h)
Bluetooth functionality.
Non-volatile Memory should have a repository (i.e. space) to store the following information:
a)
an asset tag;
b)
a system serial number;
c)
the model of the product; and
d)
the product’s manufacturer.
2.1.3
Where requested, the Tenderer should provide a guide that includes a description and explanation of
each function and feature contained within the BIOS of the product.
2.2
Power and environmental requirements
2.2.1
The Power Supply Unit should provide 230/240 VAC 50 Hz power supply with capacity to support
operation of the product at full load, including a full complement of Internal Hardware.
2.2.2
The manufacturers Power Supply Unit should be supplied. The use of piggyback plugs is not permitted.
2.2.3
Power consumption should comply with version 6.1 of the US ENERGY STAR® ‘Program
Requirements for Computers’ and meet the test and performance specifications.
2.2.4
Where available, the product should have an EPEAT rating of ‘silver’ (in Australia), or greater.
2.2.5
Where available, the EPEAT product identification number should be provided.
2.2.6
The cooling system (e.g. fan) must support operation of the device at full load and should be a low
noise emission system, suitable for use in an office environment.

3
Common Warranty Requirements
3.1
Product replacement and warranty work
3.1.1
Where a product fails at, or within 24 hours of, first installation and power-on by the Commonwealth that
product should be replaced by the Tenderer.
3.1.2
Where a product persistently or intermittently fails over a short period of time that product should be
replaced by the Tenderer if requested by the Agency.
3.1.3
Agency Personnel and/or an Authorised Agent should be permitted to change, add or remove Internal
Hardware (e.g. add-on components) without warranty penalty.
3.1.4
All warranty work should be undertaken at a site nominated by the Agency Representative. The
nominated site for warranty work may be:
3.1.5
a)
at the Tenderer’s premises; or
b)
the premises where the product is located.
Where warranty work is performed at the Tenderer’s premises, the Tenderer should:
a)
pay the costs associated with transporting the product to and from the relevant site; and
b)
allow Agency Personnel, nominated by the Agency Representative, to inspect the Tenderer’s
premises; including auditing the facilities and personnel involved in undertaking warranty work.
3.1.6
Warranty work should be completed within the timeframe applicable to the selected warranty option.
3.1.7
The Tenderer should provide telephone or web based technical support, including the ability to raise
product issues and potential warranty work.
3.1.8
Where the Tenderer provides warranty related services it should provide a unique identification number
to the Agency, which corresponds (and can be used to track) each piece of warranty work.
3.1.9
It is desirable for the Tenderer to provide reasonable access for authorised Agency Personnel to the
Tenderer’s problem management or equivalent systems. The system should be configured to allow
Agency Personnel to monitor and report on the resolution of warranty work undertaken on products. The
Tenderer will manage access to the system and be responsible for resolving any problems associated
with accessing the system.
3.1.10
It is desirable for the Tenderer to provide on-site support, at the premise where the product is located.
3.2
Warranty upgrades
3.2.1
The Standard Warranty should be able to be upgraded to one of the following:
3.2.2
a)
24x7 Support; or
b)
Next Business Day Response.
The Standard Warranty should be able to be expanded to include:
c)
additional year(s) coverage; and/or
d)
include international coverage.
3.3
Retention of components containing sensitive data
3.3.1
The Tenderer should permit an Agency to ensure that storage devices have all traces of sensitive or
private data removed from the device before the product is removed from its premise and returned to
the Tenderer for warranty work or disposal purposes according to the following levels:
a)
Retention of Non-volatile Storage (Level 1) – the Tenderer should permit all components
containing non-volatile storage such as HDDs and SSDs to be retained by an Agency to dispose of
as they see fit, where the storage component has failed or the computer product is being disposed
of. Agencies will provide part numbers or allow inspection by cleared Tenderer Personnel of
removed non-volatile storage devices for warranty record purposes.

b)
Retention of Components (Level 2) - the Tenderer should permit all components that store
information at some stage, (such as motherboards, remote management cards, SCSI cards, RAM,
disks, etc. ) to be retained by an Agency to dispose of as they see fit, where the information
retaining component has failed or where the computer product being disposed of. Agencies will
provide part numbers or allow inspection by cleared Tenderer Personnel of removed components
for warranty record purposes.
4
Common Transport Requirements
4.1
General transport and delivery requirements
4.1.1
In general, the Tenderer should plan the production, imaging and configuration, packing, shipping and
delivery of all products to meet a “just in time” ordering process. The Tenderer notes that Agencies
prefer not to warehouse or hold any product(s) in storage on-premise.
4.1.2
The Tenderer should contact the delivery site and arrange an acceptable delivery time, at least
24 hours prior to delivery. Where requested, the Tenderer should also provide a delivery schedule to
the Agency.
4.1.3
Each Order should identify the delivery location(s), contact detail(s) of the Tenderer, contact detail(s) of
the Agency Representative and the delivery timeframe.
4.1.4
The Tenderer should transport product(s) to Metropolitan Sites, Regional Sites and Rural Sites.
4.1.5
The Tenderer should satisfy the following requirements:
a)
package product(s) in appropriate packaging materials to ensure that the product(s) are not
damaged in transit or storage – using environmentally appropriate materials and techniques
(e.g. using recyclable packing materials and bulk packaging);
b)
clearly identify the Order number on the outside of each package and on all delivery documentation;
c)
attach documentation on the outside of each package which identifies: the contents of the package,
the serial numbers of each product and the asset numbers of each product; and
d)
use a barcode, or similar scannable system, to track delivery of each package.

4.2
Appropriate delivery methods for size of Order
4.2.1
Depending on the quantity of products ordered and the delivery location, packing requirements may vary
from a single labelled cardboard box to an Australian standard, forklift compatible, pallet.
4.2.2
Where a pallet is required, a square pallet (1165 x 1165), which is compatible with Australian forklifts,
should be used. Pallets will not be packed any higher than 1.3m, or exceed 2,000kg. Product(s) on the
pallet will be wrapped together using clear wrap and in a manner which makes the product(s) easy to
identify without unwrapping.
4.2.3
Where the products require multiple pallets or are being shipped from overseas as a special order, the
Tenderer should deliver the products in a secure shipping container(s), which will be returned to the
Tenderer within a mutually agreed timeframe.
4.3
Temporary storage of purchased products
4.3.1
The Tenderer should provide temporary storage services (including secure storage options) where
requested by an Agency. For example where a substantial quantity of products is ordered but an
Agency is not able to accept or install the products immediately.
4.3.2
The Tenderer should be responsible for all aspects of the temporary storage, including insurance,
security and the transport arrangements from the storage facility to the delivery site.
4.3.3
Where temporary storage services are required, the Tenderer should permit Agency Personnel, or a
nominated Agency Representative, to inspect the storage premise.

Desktop PC – Category Hardware Requirements
5.1
BIOS and security requirements
5.1.1
Each qualifying product in the Desktop PC Category must include the following security features:
5.1.2
a)
Removable media write/boot control;
b)
Setup password (via BIOS); and
c)
TPM 1.2, or higher.
Each qualifying product in the Desktop PC Category must provide 10/100/1000 Gigabit Ethernet
Integrated on board with the following features:
a)
standard RJ45 interface;
b)
Wake-On-LAN;
c)
PXE compatibility;
d)
support for QoS (802.1P), VLAN (802.1Q), VLAN tagging and 802.1x support;
e)
support for IPv4 and IPv6;
f)
support for IPsec; and
g)
support for ASF 2.0.
5.1.3
The product should have the ability to save BIOS settings to external media and backup BIOS settings.
5.1.4
A machine based GUID should be supplied and stored in the system BIOS.
5.1.5
The product should support remote query and configuration of BIOS settings, including boot order.
5.1.6
The boot order should be configurable and support automatic PXE based rebuilds.
5.1.7
The boot order should be agreed with each Agency at the time of purchase. Any boot sequence should
be achievable. Serially selectable boot sequences are not acceptable.
5.1.8
The Tenderer should use the following boot order, where one is not specified by an Agency:
a)
embedded hypervisor;
b)
floppy disk drive (including USB FDD – if provided/required);
c)
DVD/CD-ROM drive;
d)
USB drive;
e)
HDD;
f)
ethernet card (PXE); then
g)
Wake-On-LAN (i.e. network boot).
5.1.9
If the configuration of the PXE card (fibre NIC) is separate to the boot order, the PXE boot options
should be enabled in the system BIOS.
5.1.10
It is desirable that the microphone jack can be disabled in BIOS or can be physically disconnected.
5.2
Power and environmental requirements
5.2.1
The Power Supply Unit should have the capacity to support operation of the device at full load.
5.2.2
It is desirable for the Power Supply Unit to provide 100/240 VAC 50-60Hz power supply suitable for use
outside of Australia.
5.3
System components
5.3.1
The Product Case should support installation of a tamper evident seal.

5.3.2
A USB keyboard should be provided with the product and be able to operate with an ASD approved
Interactive Link Multiple Computer Switch available on the EPL.
5.3.3
A USB mouse should be provided with the product and be able to operate with an ASD approved
Interactive Link Multiple Computer Switch available on the EPL.
5.3.4
The product should support Citrix and VMware client hypervisor technology, or similar technology.
5.3.5
Integrated high definition audio should be provided.
5.3.6
The product should have a DisplayPort (version 1.2 or higher).
5.3.7
The product should have audio in/out (i.e. headset and microphone) jacks.
5.3.8
It is desirable for the internal Hardware to be part of the current Intel Stable Image Platform, or an
equivalent or better program.
5.3.9
It is desirable for the Tenderer to provide timely firmware and driver software updates, where
requested. Updates are to be delivered through either ongoing web site access or in DVD format.
5.3.10
It is desirable to be able to upgrade the storage capacity of the HDD to at least 1TB.
5.3.11
It is desirable for the product to provide a Dual Layer DVD+/- RW optical drive, a slim-line DVD is also
acceptable.
5.3.12
It is desirable for the Tenderer to provide OEM drivers (32 and 64 bit versions) for the selected
operating system, including all eligible components, in an uncompressed format on DVD in non-active
file format (e.g. ‘.inf’, ‘.dll’ or equivalent). Driver versions and the preloaded operating system are to be
agreed with the Agency. The directory structure should look as follows:
a)

5.4.1

VDD – Category Hardware Requirements
29.1
BIOS and security requirements
29.1.1
Each qualifying product in the VDD Category must include the following security features:
29.1.2
a)
Removable media write/boot control;
b)
Setup password (via BIOS or pushed from server); and
c)
TPM 1.2, or higher.
Each qualifying product in the VDD Category must provide 10/100/1000 Gigabit Ethernet Integrated on
board with the following features:
a)
standard RJ45 interface;
b)
Wake-On-LAN;
c)
PXE compatibility;
d)
support for QoS (802.1P), VLAN (802.1Q), VLAN tagging and 802.1x support;
e)
support for IPv4 and IPv6;
f)
support for IPsec; and
g)
support for ASF 2.0.
29.1.3
The product should have the ability to save BIOS settings to external media and backup BIOS settings.
29.1.4
A machine based GUID should be supplied and stored in the system BIOS.
29.1.5
The product should support remote query and configuration of BIOS settings, including boot order.
29.1.6
The boot order should be configurable and support automatic PXE based rebuilds.
29.1.7
The boot order should be agreed with each Agency at the time of purchase. Any boot sequence should
be achievable. Serially selectable boot sequences are not acceptable.
29.1.8
The Tenderer should use the following boot order, where one is not specified by an Agency:
a)
embedded hypervisor;
b)
floppy disk drive (including USB FDD – if provided/required);
c)
DVD/CD-ROM drive;
d)
USB drive;
e)
HDD;
f)
Ethernet card (PXE); then
g)
Wake-On-LAN (i.e. network boot).
29.1.9
If the configuration of the PXE card (fibre NIC) is separate to the boot order, the PXE boot options
should be enabled in the system BIOS.
29.2
Power and environment requirements
29.2.1
The Power Supply Unit should have the capacity to support operation of the device at full load.
29.2.2
It is desirable for the Power Supply Unit to provide 100/240 VAC 50-60Hz power supply suitable for use
outside of Australia.
29.2.3
Where available, it is desirable if the product has an EPEAT rating of ‘gold’ (in Australia).

29.3
System components
29.3.1
The Product Case should support installation of a tamper evident seal.
29.3.2
The product should have the ability to connect to Citrix Presentation Server / XenApp, VMware View
4.0 (or later), Microsoft Terminal Server (running on Windows Server 2003, or later) and similar
virtualisation technology.
29.3.3
The product should include wireless IEEE 802.11 g/n compatible capability with WPA-PSK, WPA2-PSK
and WPA-802.1x support.
29.3.4
The processor should meet industry standard processor architecture being an Intel, AMD or equivalent.
29.3.5
The graphics engine should be an integrated graphics media accelerator, capable of supporting
resolution from 800 x 600 up to 1900 x 1200, or better.
29.3.6
Integrated high definition audio should be provided.
29.3.7
The product should have a DisplayPort (version 1.2 or higher).
29.3.8
The product should have audio in/out (i.e. headset and microphone) jacks.
29.3.9
DHCP (including DHCP Options) and DNS support should be provided.
29.3.10 Support for Citrix HDX, ICA, PCoIP and RDP should be provided.
29.3.11 The product should be able to be set up without the need for instillation of drivers onto a SOE.
29.3.12 The product should have at least three USB (version 3.0 or higher) ports with at least two ports on the
front of the Product Case.
29.3.13 It is desirable that four USB (version 3.0 or higher) ports be located on the front of the Product Case or
an appropriate USB extension hub be provided to give the same effect.

VDD – Category Warranty
30.1
Warranty period
30.1.1
The Tenderer must provide a four year period Standard VDD Warranty from acceptance of the product
by the Agency.

Thin-Client – Business Use Case
31.1
Product description
31.1.1
The product is used for day-to-day network access and it is expected to provide suitable capability for
the majority of Agency Personnel, where thin-client computing has been determined as an appropriate
network solution.

Thin-Client – Hardware Requirements
32.1
System components
32.1.1
The Product Case should be a small form factor case.
32.1.2
A video connector (e.g. DVI-I) should be included. The product should be capable of running dual
monitors at 24-bit colour and resolution of 1280 x 1024, or better.
32.1.3
The graphics memory should be at least 1024 MB of integrated memory.
32.1.4
A USB or wireless keyboard should be provided with the product and be able to operate with an ASD
approved Interactive Link Multiple Computer Switch available on the EPL.
32.1.5
A USB or wireless mouse should be provided with the product and be able to operate with an ASD
approved Interactive Link Multiple Computer Switch available on the EPL.
32.1.6
The product should have at least five independent USB (version 3.0 or higher) ports with at least two
ports on the front of the Product Case.
32.1.7
It is desirable that four of the USB (version 3.0 or higher) ports be located on the front of the Product
Case or an appropriate USB extension hub be provided to give the same effect.
32.1.8
It is desirable that the video connector is a DisplayPort with an adaptor (e.g. to DVI).
32.1.9
It is desirable to have tool-less case entry; with an alert back to a central console when any of the
Product Cases are opened.

Thin-Client – Upgrade/Downgrade Options
33.1
Upgrade options
33.1.1
Serial connectivity should include a contact smart card reader (contact or contact-less) that complies
with ISO/IEC 14443 and ISO/IEC 7816. An integrated smart card reader is preferred.
33.1.2
The following cables should be suitable for use with the product:
33.1.3
a)
DisplayPort to DVI cables (both single and dual monitor);
b)
VGA male to VDI female adapters; and
c)
high density DVI to VGA female adapters.
An external USB connected DVD+/-RW drive should be provided.

Mobile Thin-Client – Business Use Case
34.1
Product description
34.1.1
The product is used for a variety of special tasks, with computing functionality similar to a thin-client but
delivered in a mobile form factor. It is expected that the product will provide suitable capability for the
majority of Agency Personnel, where thin-client computing has been determined as an appropriate
network solution. The product includes devices such as Chrome books and other Web OS thin-devices.

Mobile Thin-Client – Hardware Requirements
35.1
System components
35.1.1
The Product Case must have an industry standard security slot for securing the product to either a
docking station or attaching a cable-lock apparatus. Where the product is secured to a docking station,
the docking station must include a cable-locking apparatus.
35.1.2
A docking station should be provided, with docking ports and clips.
35.1.3
The Product Case should not exceed the following dimensions:
a)
high – 30-35mm;
b)
width – 290-340mm; and
c)
depth – 200-250mm.
35.1.4
The product should not exceed 2kg in weight.
35.1.5
The display size should be at least 11.6-inch diagonal display, supporting at least WSVGA.
35.1.6
The product should have an integrated multiband HSPA/3G modem, which supports 850, 900, 1900
and 2100 frequencies. The modem should not be locked to a telecommunications provider.
35.1.7
A video connector (e.g. DVI-I) should be included.
35.1.8
The graphics memory should be at least 1024 MB of integrated memory.

An integrated keyboard should be included.

Ergonomic considerations
37.1.1
The product must include a stand / frame to support the display screen.
37.1.2
The product’s stand / frame must have the following controls:

c)
90-degree swivel, or better; and
d)
90-degree pivot (i.e. landscape to portrait mode).
37.1.3
It is desirable that the mounting interface is VESA MIS-D 100 standard compliant.
37.2
Display components
37.2.1
An LCD display should have a contrast ratio of 1000:1, or better.
37.2.2
The product should have a minimum of two of the following inputs:
a)
15-pin D-sub VGA;
b)
DVI;
c)
DisplayPort; or
d)
HDMI.
37.2.3
Colour display range should be 16 million.
37.2.4
The product should have native display brightness set at 250 cd/m2 (nits).
37.2.5
The product should be able to be installed without the need for installation of drivers or firmware.

Service Requirements
45.1
Order Monitoring
45.1.1
If requested by Finance or an Agency, and if feasible, it is desirable for authorised Agency Personnel to
have reasonable access to the Tenderer’s inventory/logistics management or equivalent systems in
order to allow such Agency Personnel to monitor progress on delivery of orders.
45.1.2
If Order Monitoring is provided, the Tenderer should manage access by such users including resolving
any problems with access.
45.2
Reporting
45.2.1
Reporting of asset information data should be provided to the relevant Agency in an acceptable
spreadsheet format. Data is to be determined by the Agency.
45.3
Tenderer Supplied Technical Support
45.3.1
Technical Support should be provided in collaboration with Agency service desk personnel, at the
Agency location, to provide single point of contact for the Tenderer for:
a)
warranty work;
b)
service level achievement and root cause reporting; and
c)
trend and general management reports.
45.4
Provision of Asset Tags
45.4.1
It is desirable that Asset Tags be provided by the Tenderer if requested. The Agency is required to
approve the design and number sequences proposed by the Tenderer.
45.5
Asset Tagging
45.5.1
Asset Tags to should be applied to each product prior to delivery to the Agency. The position of the
Asset Tag will be determined by the relevant Agency.
45.5.2
Asset Information, including Asset Tags, should be applied to the packaging of each item prior to
delivery. The format and content of the asset labels will be determined by the relevant Agency.
45.6
Asset Configuration & Control
45.6.1
It is desirable that the Agency Order number is included on asset labels that are fixed to each product
by the Tenderer.
45.7
Pre-delivery Configuration
45.7.1
Pre-delivery Configuration should be available including the Tenderer proposed default settings, a list of
available BIOS and pre-loaded OS image (if applicable) and any other required configuration options for
the ordered Product prior to dispatch.
45.7.2
Agencies will review the configuration information and advise the Tenderer how the product is to be
configured. The Tenderer should configure the product as required by Agencies.
45.7.3
If required to do so, the Tenderer should also be able to assist Agencies in determining the appropriate
configuration of each product.
45.8
Pre-delivery imaging
45.8.1
Pre-delivery Imaging should allow a SOE image, provided by an Agency, to be installed within the
product prior to delivery.
45.8.2
The Tenderer should:
a)
manage the imaging requirements of the relevant Agency including version control;
b)
have the capacity to apply SOE images to Products at the volume levels required by the relevant
Agencies;

c)
assist Agencies in the development and testing of their respective image, including the provision of
pre-production samples of Products if required; and
d)
establish, to the satisfaction of Finance and the Agency, processes in the area of imaging, in
particular quality assurance, configuration management and licensing control processes and
security processes.
Agencies will determine the level of assistance that they require with imaging.
45.9
Sanitisation Services
45.9.1
Sanitisation services should include:
a)
removal of components, in accordance with the PSPF, ISM and any specific Agency requirements;
b)
return of removed components to the Agency or their destruction in accordance with the PSPF (and
any specific Agency requirements);
c)
a report on the sanitisation including at least Agency asset numbers, machine and removed
component serial numbers (if applicable), and sanitisation action taken; and
d)
certification that the Product has been cleansed in accordance with these requirements.
Where work is performed at the Tenderer’s premises, the premises may be subject to audit, inspection
and approval by Agency Personnel nominated by the relevant Agency Representative or by the relevant
Agency Representative.
Agencies will determine the level of sanitisation required and whether it can be performed at a secure
facility rather than at Agency sites; and the content and form of any report and certification required
45.10
Disposal Services
45.10.1 Disposal services should include:
a)
collection of the designated the product from Agency sites;
b)
sanitisation as set out in previous requirement statement;
c)
transport to Tenderer’s premise;
d)
any rectification of the product configurations that may be required prior to return to the Agency (if
required);
e)
return to the Agency (if required);
f)
purchase by Tenderer, auction or other sale of Product and return of the proceeds to Agencies; and
g)
arranging for the Product to be recycled or otherwise disposed of.
Agencies will determine:
h)
the level of sanitisation required and whether it can be performed at a secure facility rather than at
Agency sites;
i)
whether rectification and return to the Agency is required;
j)
the content and form of disposal report and certification required; and
k)
the method of payment of disposal costs and the return of any proceeds to the Agency.
45.10.2 Disposal arrangements should also:
a)
embody appropriate environmental practices in accordance with Commonwealth policies and
industry best practice;
b)
provide quality assured sanitisation of the device (including the removal of components) in
accordance with the PSPF, ISM and any specific Agency requirements, prior to removal of the
Product from Agency sites;

c)
provide the Agency with the Agency asset tag number associated with machine serial number
Agency for loading into the relevant asset and configuration management databases in electronic
form as a CSV file;
d)
provide the Agency with a report on the disposal including at least Agency asset numbers, machine
serial numbers, disposal action taken, cost of disposal and (net) proceeds to be returned to the
Agency; and
e)
provide the Agency with certification of disposal.
45.10.3 Where work is performed at the Tenderer’s premises, the premises may be subject to audit, inspection
and approval by Agency Personnel nominated by the relevant Agency Representative. The Tenderer
should allow Agency Personnel access to the Tenderer premises for this purpose.
45.10.4 It is desirable that Tenderers that supply equipment to the Commonwealth take their equipment back
for disposal at the end of its useful life even if this option was not acquired at the time of purchase.
45.10.5 It is desirable that Tenderers offer a disposal service that includes the removal and disposal of all
products identified by the Agency (not just Tenderers supplied the product).

Service Requirements
46.1
Basic Installation
46.1.1
Basic Installation services should consist of:
a)
Provision of detailed and comprehensive installation procedures and schedules for approval by the
Agency;
b)
Cooperation with any Agency and Agency business partner Personnel which may be involved in the
installation task including adapting their installation procedures and schedules to accommodate
Agency and business partner requirements;
c)
Receipt of the Product from the Agency representative;
d)
Un-packing, assembling (for example PCs, notebooks, monitors and docking stations) and placing
the Product in situ;
e)
Connection of the Product to the power outlet and any retained peripherals (e.g. local printers and
special keyboards and monitors) and power-up;
f)
Checking that the Operating System is active including, but not limited to, checking configuration
settings and testing relevant connections and environmental management features;
g)
Setting aside any Product that fails to power-up;
h)
Removal of packaging boxes and other materials from site for reuse or recycling in an
environmentally appropriate manner in accordance with Commonwealth policies and industry best
practice; and
i)
Provision of a report to the Agency setting out Product asset numbers, installation location (typically
desk or workstation number), and status of the device (e.g. “dead-on-arrival”).
Agencies will determine the testing to be carried out and the content and form of the installation report.
46.2
Extended Installation
46.2.1
Extended Installation includes Basic Installation plus a complete set-up and installation of all functions
as required by the Agency. Extended installation services should include:
a)
Connection of the Product to the network and testing of the connection;
b)
Installation of additional software and accessories;
c)
Transferring the data from existing the existing Product equipment to the new Product;
d)
Testing Product operability within the environment;
e)
Updating Agency assets registers or configuration management data-bases; and
f)
Provision of a report to the Agency setting out Product asset numbers, installation location (typically
desk or workstation number), network address; and status of the device (e.g. “dead-on-arrival”).
Agencies will determine the testing, configuration, software loading and data transfer work to be carried
out and the content and form of the installation report.
46.3
Support & Floor Walking
46.3.1
Support and Floor Walking will generally be provided in conjunction with Extended Installation. These
services should include:
a)
Provision of on-site support to assist users with transition to the new Product including, but not
limited to, arranging access, operation of the Product, connection to the network, configuration of
printers and other peripherals, and transfer of data;
b)
Recording of problems in the Agency problem management system, resolving where possible and
escalating when required; and

Providing the Agency with a record of any outstanding problems by user and Product asset number
at the end of the support period.
Agencies will determine the content and form of the report.
46.4
Decommissioning
46.4.1
Decommissioning services should include:
a)
Shutting down, powering-off and disconnecting the Product from the power outlet and network;
b)
Disassembling, and packing the Product using environmentally appropriate packaging materials to
ensure that Product is not damaged in transit;
c)
Stacking the Product in an Agency designated location on-site and hand-over the packaged
Product to the Agency representative;
d)
If required, updating Agency asset registers or configuration management data-bases; and
e)
Providing a report to the Agency setting out decommissioned Product asset numbers and status of
the device (e.g. “missing keyboard”).
Agencies will determine the content and form of the decommissioning report.

These products provide the architecture and storage capacities to allow day-to-day computing to
function.

Recognising that a broad range of products may be required, there will be a need for flexibility under the
Panel to meet changing business and technical requirements.

Server Hardware – Category Hardware Requirements
48.1
System components
48.1.1
The products chipset should be current technology with a 6 month or greater window life.
48.1.2
Memory should support tripling of RAM and CPU without requiring replacement of current existing
RAM/CPU or adversely affect performance.
48.1.3
Operating System should still be certified to run Windows 2008 workloads. VM only support to achieve
this is acceptable.
48.1.4
I/O Systems should have:
a)
one front and four rear USB (version 3.0 or higher) ports;
b)
two IPv4/IPv6 compliant 100/1000 network cards;
c)
one Remote Management Card;
d)
capability of housing additional internal adaptor cards; and
e)
where appropriate, capable of connection to a storage area network via Host Bus Adaptor (HBA)
cards/ports.
48.1.5
Disk array controllers should be capable of any RAID configurations (e.g. RAID 5, not only RAID 0/1).
48.1.6
There should be hardware redundancy on all dual power supplies.
48.1.7
On call and onsite warranty maintenance and support services should be available.

49.1
Business Use Case
49.1.1
The product provides the architecture and storage capacities to allow day-to-day computing to function.
49.1.2
Products offered within this Category, must not conflict with the Australian Government Data Centre
Strategy 2010-2025 (the Strategy) which is mandatory for non-corporate Commonwealth entities subject
to the PGPA Act. This extends to the trigger events for adopting the Strategy, as well as the Data
Centre Facilities Panel (Panel 1) and the Data Centre Facilities Supplies Panel (Panel 2).
49.1.3
Under the Australian Government ICT Sustainability Plan 2010 – 2015, Agencies are required to
achieve energy intensity targets by July 2015 of 1.9 or less power usage effectiveness (PUE) in data
centres and server rooms through the adoption of energy efficient technologies (amongst others).
49.2
Assumptions
49.2.1
The Tenderer should assume that the product does not include power rails, cables, infrastructure to
operate or cool the products etc. (i.e. the Tenderer will not provide an ongoing service).
49.2.2
The Tenderer should assume that product will be purchased outright and they will be responsible for
transporting the product(s) to a designated site.

The product should come with the necessary nuts, bolts and washers to set up a commercial rack.
50.1.2
Commercial racks should be within the following dimensions:

SCEC endorsed Server Racks should within the following dimensions:

SCEC endorsed racks should be listed in the Security Construction and Equipment Committee
Catalogue.
50.1.6
The Tenderer should clearly state whether the doors:
a)
are solid, window or ventilated;
b)
have top or base ventilation; and
c)
have top or base cable entry.

If present, base ventilation and base cable entry should come with Anti-Tilt.
50.1.8
The Tenderer should clearly state what type of fan is included as a base offering.

ASD
Australian Signals Directorate
ASF
The ASF standard was developed by the Distributed Management Task Force. It is
implemented in the PC’s hardware and firmware, and is managed from a remote console.
ASF provides robust management features that function while the PC does not have an
operating system present.
Asset Tag
Means a label permanently attached to the product which, generally identifies the Agency
which owns (or leases) the product and the unique Agency asset number (in both
character and bar-code form) assigned to the product by the for the purpose of tracking
the device.
Bluetooth
A wireless technology standard for exchanging data over short distances.
BIOS
Basic Input / Output System. The primary function of the BIOS is to identify and initiate
component products (such as hard disk, floppy and optical disk drives). This is to prepare
the machine so other software programs stored on various media can load, execute, and
assume control of the PC.

DDR
Double Data Rate memory is the next generation SDRAM. Like SDRAM, DDR is
synchronous with the system clock. The big difference between DDR and SDRAM
memory is that DDR reads data on both the rising and falling edges of the clock signal.
SDRAM only carries information on the rising edge of a signal. Basically this allows the
DDR module to transfer data twice as fast as SDRAM. For example, instead of a data rate
of 133MHz, DDR memory transfers data at 266MHz.
DDR modules, like their SDRAM predecessors, are called DIMMs. They use motherboard
system designs similar to those used by SDRAM; however, DDR is not backward
compatible with SDRAM-designed motherboards. DDR memory supports both ECC (error
correction code, typically used in servers) and non-parity (used on desktops/notebooks.).
DHCP
Dynamic Host Configuration Protocol is a protocol used by networked devices (clients) to
obtain the parameters necessary for operation in an Internet Protocol network.
DIMM
Dual Inline Memory Module – a 168 pin memory module which allows 64 bit memory
access.
DisplayPort
DisplayPort is a digital display interface standard established by the Video Electronics
Standards Association (VESA).

The Domain Name System associates various information (including IP addresses) with

Means the Commonwealth’s Defence Signals Directorate and the reference is to the
