1. Job Purpose
 To provide Education, Training and Employment (ETE) provision to give service users
opportunities to engage and in purposeful learning and work programmes, in order to
support their community reintegration and sustained long term recovery goals.
 To contribute to and support the development of the HART ETE programme in line
with the requirements of the Hartlepool Action Recover Team (HART) Service, Team
Leader.
 They will work in partnership with the integrated drug treatment system workers,
identified training, education and housing providers, local communities and the wider
business community of Hartlepool to co-produce positive ETE outcomes for Service
Users.
 To develop and delivering the HART ETE model, working to enhance its delivery by
creating new initiatives that contribute the facilitation of the ETE provision across the
town. The post holder will work under their own volition and as part of a wider team of
sessional workers, volunteer and peer mentors as part of the programme.
1. Main duties and responsibilities
Service provision:
 To establish effective partnerships with local partners and agencies, including
formalised pathways for service users as part of their recovery process.
 To develop and deliver services and a range of activities that support service users to
achieve recovery goals, positive outcomes for learning and employability, community
re-integration, maximising engagement and retention in an abstinence-focused
model.
 To provide a range of effective and creative interventions to support individuals
recovery needs focused on achieving sustainable recovery and re-integration.
 To work collaboratively with other services to provide interventions to support and
motivate service users and meet their needs through all stages of their individual
recovery journey.
 To contribute to the positive development the ETE service to build a competent team
approach, with a vision for continuing service performance and improvement.
 To contribute to the development of an efficient and effective volunteer and peer
mentor scheme to help promote ETE opportunities and positive outcomes for service
users.
 To work with other internal and external organisations to deliver effective pathways
and interventions to support and motivate service users through all stages of

recovery and ETE needs.
To ensure that the service’s key elements (recovery planning and support, activities,
housing/employment/training/education services, peer support/mutual aid and
aftercare) are delivered to a high standard.
To work effectively and flexibly with colleagues in the wider drugs treatment service
to ensure that high standards of performance are maintained.
To provide written and verbal updates on the performance and monitoring data for
the Team Leader, wider key stakeholders and internal Lifeline procedures as
required.
Deliver ETE training and support to colleagues within the HART service and the
wider, education, training, employment and business communities.
To work within a strengths-based, recovery-orientated, change and outcomes
focused approach which promotes service users and communities as responsible coproducers of health, well-being and recovery.
Carry out duties in compliance with the policies and procedures of Lifeline.
Be responsible for maintaining high standards of care and should inform the
company of any matters external to the post holder, which may adversely affect the
quality of services provided.
Inform the company of any matter concerning him/herself, which might impair his/her
ability to perform the duties outlined. This includes matters which might adversely
affect either the post holder’s or the Company’s reputation.
Undertake such other duties and responsibilities of an equivalent nature, as may be
determined by the post holder’s Line Manager from time to time in consultation with
the post holder.
Performance and personal management:
 To provide positive support to the Team Leader and wider team; problem solving;
leading by example; developing appropriate expectations, culture and values; embracing
and implementing change across the service.
 To performance manage their own individual work stream; contributing contractual
requirements, targets and outcomes; goal and task setting; and managing, monitoring
and reporting progress.
 To contribute to a team ethos of collaboration, creativity and flexibility within the team,
which is able to empower, challenge and change behaviour of service users
 To contribute to the integrated data capture procedures to ensure effective recording of
performance monitoring, outcomes and service user information.
 To be able to present on service data to facilitate reporting, locally and organisationally.
 To ensure that risk management procedures (including child and adult safeguarding
protocols) are consistently followed and other team members, including volunteers and
peer mentors are fully informed of the requirements of these procedures.
 To contribute to the continuous improvement of quality and performance in the provision
of ETE functionality within an integrated model of service delivery in Hartlepool.
 To assess the impact of service provision in contributing to recovery goals/outcomes.
 To deliver the full range of interventions required throughout an individual’s recovery
journey.
 To maintain the day-to-day delivery and quality standards of work as required and
designated by the team leader.
 Act as a first point of contact in relation to client issues in relation to their ETE
requirements
 Attend weekly team meetings and regular case review meetings.
 Agree and implement plans for reaching and maintaining performance standards and
standards where appropriate.

Maintain responsibility for personal training and updates to deliver the job and are
develop practice through self-learning.
Service development



















To contribute to the research and mapping of the local area for Education, Training
and Employment support and provision and build effective links in Hartlepool.
To contribute to effective partnership working with local education, training and
employment agencies including formalised pathways for service users in recovery.
Continually strive to ensure an ETE focus into recovery plans are maintained, helping
to develop and maximise service users’ personal strengths, social networks and
recovery capital (social, physical, human and cultural) at the change, completion and
re-integration/recovery support stages.
Contribute to the development and delivery of programmes that address barriers to
and prepare individuals for education, training and employment and that support ETE
reintegration e.g. employability programmes, basic numeracy and literacy, IT skills,
job clubs, benefit advice etc…
Initiate consultation processes and work with service users to identify suitable
employment, work placements, training schemes or college courses as appropriate.
To provide services that support service users to find work/training/education, to
include putting together a CV, application and interview skills
To support service users with employability grants to enable service users to obtain
equipment, clothing etc.as necessary to gain placements, employment, training or
education.
To ensure appropriate holistic training support is available, and where necessary
develop support pathways to fill gaps including the development of work experience
placements and opportunities.
To advise and guide service users with aspects of benefit and work programme
queries.
To build excellent working relationships with the Job Centre Plus and the providers of
the local work programmes.
To accompany clients to local services where appropriate.
To provide support with better off in work calculations, living skills and money
management
To act as an advocate for the ETE provision and its service users.
To liaise closely with training providers and employers to provide on-going support
once service users have moved into training or employment.
To ensure that work with service users around ETE is appropriately integrated into
the general operation
To ensure the service’s key activities around structured recovery support: group
interventions (generic, offending-related, stimulant specific); abstinence and aftercare
support; family therapies and support; welfare, benefits and housing support;
community integration and involvement; access to counselling; access to recovery
communities, assets and peer networks, specialising in one or more of these areas.
To deliver ETE activities and interventions alongside external agencies, peers and
volunteers.
To involve service users in the on-going development and evaluation of provision and
maintain a high level of customer service.
To maintain effective information systems internally and to develop a thorough
knowledge of local training, employment and drug service provision.

To focus on building links with underrepresented groups including women,
transitional adults, BME communities and services which support BME communities.
To provide training and ETE support to colleagues and ensure the team have
accurate and up to date information regarding the ETE sector.
To undertake any training needed to carry out the duties outlined in the job
description.

appropriate and report any potential risk and safeguarding issues to ensure staff, service
users and children are protected.
To work within professional boundaries maintaining safety and appropriate confidentiality
at all times.

Relevant Experience
 Experience of supporting people to achieve personal and/or recovery goals.
 Experience of supporting people to achieve personal and/or vocational goals.
 Experience of working with vulnerable adults providing a range of interventions that
support them to develop their personal strengths.
 Experience of working in an employment, education or training related setting
 Experience of developing programmes, projects or services
 Experience of delivering structured group work/workshops. (desirable)
 Experience of producing monitoring and evaluation data and reports
Educational and Training Attainments
 NVQ level 3 in Health and Social Care, and/or equivalent professional qualification
(e.g. Health Care, Nursing, Social Work, equivalent overseas qualification)
 PGCE or other Educational/ Teaching and Assessing Adults equivalent (desirable)
General and Specialist Knowledge
 An in-depth understanding and knowledge of the harmful effects associated with drug
and alcohol misuse in relation to health, social welfare, housing, employability, education
and personal relationships.
 An interest in and good understanding of the employment sector
 An interest in and good understanding of the education and training sector.
 A good understanding of the benefits system.
 An understanding/awareness of current national policies and strategies on employability,
benefits and education training schemes.
 An understanding of accreditation and how to develop accredited programme that
support employability outcomes.
 An understanding of models of recovery, and the role of the community in supporting
recovery.
 A knowledge and understanding of policies related to the safeguarding of children and
vulnerable adults and how these influence practice.
