JOB DESCRIPTION POST TITLE: Digital Transformation Manager SERVICE AREA: Resources Governance and Organisation REPORTS TO: Executive Director – Resources, Governance and Organisation SALARY £76,590 Job Purpose To lead, project-manage and deliver the recommendations of the Council’s Information and Communication Technology (ICT) service review. To provide strong leadership and senior-level advocacy for the delivery of information and technology solutions that support current and future business transformation programmes. To advance organisational transformation and ensure the Council has adequate technological capacity to drive digitally driven solutions and services. To promote a positive culture of empowerment, creativity, innovation continuous improvement which challenges existing ways of working, promotes change, recognises and rewards success and has the needs of citizens and customers at its heart. To contribute to the shared governance of the organisation, through the development and implementation of strategic plans and priorities to optimise service delivery and positively promote the Council’s vision, values and reputation. To embed the delivery of a sustainable, high quality, technology capability across the Council. Specific Duties and Responsibilities Develop a strategic framework to shape the Council’s approach to information and technology, including information management, digital capacity, security, procurement and governance and the necessary workforce capacity and structures. Successfully deliver projects and programmes using project management methodologies, organisational change techniques and sound risk management principles. Define the vision and solutions required to establish a culture of data-driven, agile and customer focused service design and delivery which drive technology transformation, progress and digital-by-default service standard and roll-out more effective ways of working. Develop and monitor corporate technology-related budgets, costs, forecasts and related performance information. Align the management and retirement of legacy technology systems to the wider transformation agenda, ensuring knowledge transfer from any third-party supplier to the Council. Implement common service solutions in such a way that improves the quality of IT and digital services and delivers greater flexibility and value for money. Utilise business re-engineering processes and right-sourcing solutions to apply a cloud-based, line of business systems approach which ensures technical stability and reduces reliance on in-house systems. Ensure the ICT service has the necessary technical skills and capacity as well as business knowledge and analytical and project management skills to support the transformational change programme. Help map out the high level information needs of services in order to define the Information Management Strategy for the Council including responsibilities. Undertake such other duties as the Executive Director may require. Person Specification Possession of: A degree of other relevant qualification Substantiated ability to: set a strong direction and convey a persuasive future vision at all levels of the organisation; confidently deal with, and influence, senior officials and produce clear technical and non-technical advice on complex issues; champion the strategic importance of a progressive and digitally enabled cultural identity which embraces business improvement and transformation; assume a strategic approach to identifying and addressing skills gaps in terms of the transformation journey to ensure sound succession planning provisions; and manage complex budgets and procurement processes. Demonstrable experience of: working at a senior level within public or private sector to deliver large-scale transformational change to business processes and systems, to deliver cost savings and service improvements for customers. leading the implementation of the findings of a review of an existing IT function, including defining and delivering an improvement programme to define the best approach to service design to achieve business/user objectives. successfully applying innovative approaches to sourcing services and of managing relationships with large suppliers. developing technology strategies and managing the delivery of associated technical services, solutions, architectures and technologies. using agile project management techniques and working practices, open source, cloud platforms and digital services. engaging with technical staff and managing both internal and external stakeholders. Proven technical understanding of: legislative and industry-standard security issues and processes. Data Protection law and regulations and business continuity principles. working with modern network management solutions (MPLS or similar); utility or commoditised hosting environments; or cloud-based procurement.
