Minutes of the Meeting of Cleeve Parish Council held on 11 August 2015, commencing
at 7.30pm in the Village Hall, Cleeve.

Minutes of the meeting held on 14th July 2015
The minutes of the meeting held on 14th July 2015 were agreed as an
accurate record and the master was then signed by the Chair.

Clerk’s Report
The Clerk advised that:
 An email was sent to the Highways Department requesting action ASAP
regarding installation of the new vehicle activated sign for which the
Parish Council has been waiting nearly one year. An out of office
response was received but a technician in the same department has
been in touch advising that he has requested a quote and will advise
once it has been received. A request was made to District Cllr
Yamanaka whether she could intervene to move things along. It was
noted that the delay by the Highways Team is very disappointing as the
quote is likely to have increased due to the huge delay in moving things
forward. It was agreed to wait for the quote and go from there.
 All comments as agreed at the last meeting regarding the planning
applications have been sent to North Somerset Council.
 The payments approved by the Council have been made and the
money received paid in. The Clerk also went to the bank with Cllr
Joyce to amend the signatories for the accounts.
 A message has been sent to the Mid Rural Network to find out if
meetings are still taking place and so far no response has been
received.
 A response was sent to Groundwork thanking them for the offer of

holding a village show however the Parish Council would not be taking
this forward.
All the risk assessment issues highlighted at the meeting have been
forwarded to the Area Officer for action.
Following the Open Evening on Housing Developments at Hangstones
Pavilion a further objection has been sent to North Somerset Council
regarding the proposed development in Claverham for 70 houses.
Cllr Pitman had contacted the Clerk and Chair as the hawthorn bushes
and hornbeam tree have been cut on the triangle of land opposite the
village hall. The Chair spoke with the manager of Cleeve Car Sales
who was very apologetic and thought he was making it look tidier. The
Chair has made it clear that the hornbeam should be allowed to grow
into a tree.
Cllr Pitman had flagged that the footpath opposite Cleeve Nursery has
been blocked but no pedestrian gate has appeared further along to
access the new path LA6/13 onto the road as per the Order. The Clerk
has contacted Elaine Bowman at North Somerset Council and she is
going to speak with the landowner to see what the delay is and ask for
the footpath entrance to be clear if this is going to take time.
The funds available to the Parish Council as at 27 July are £18,834.50.

District Councillor’s Report & Police Report
District Cllr Yamanaka advised that an application to register a site in
Claverham as a Town Green was going before the Planning & Regulatory
Committee. The link to the papers will be emailed to the Clerk.
District Cllr Yamanaka also highlighted that direct numbers to Planning
Officers are no longer given out to members of the public and there is a
general number that is available for enquiries.
PC Morris advised that there have been a few incidents in the area of
break-ins. One at the playing fields storage shed and a trailer has been
stolen from a stables. There has been a series of break-ins across the
whole area and they are pursuing information available.
Cllr Doughty raised the issue of speeding motorbikes that drive through
Cleeve on the A370 most Thursday evenings on their way to Weston. PC
Morris said that he would put a request to the traffic team to see if anyone
is available.

Planning Applications
For discussion:
(i) 15/P/1721/NMA – 24 Bishops Road, Cleeve - Non material
amendment to 12/P/0792/F (Erection of a side and rear single
storey extension. Side and front dormer windows. Amend window
to the west elevation, incorporate new roof light to west section of
roof and alter the front entrance gate opening width) to omit bifold door and replace with French door and sliding door, remove
rooflight to dining room – It was agreed by all to make the following
comments:
It was noted that the plans provided do not show clearly the
amendments requested to the original planning application. One of the
drawings indicates that an additional storey will be added however on
the floor plans it does not show this addition. Subject to there not
being an additional storey added the Parish Council does not have
any objection to the application.

The Clerk explained a form had been receiving asking for the contact
details of the Chair to complete their records. The Chair completed the
form for the Clerk to return.

Discuss whether to host the ALCA AGM next year
It was agreed by all to host the North Somerset ALCA AGM next year and
the Clerk was asked to contact Rhiannon Prys-Owen to find out a proposed
date.

Consider date for Annual Tree Review in September
It was agreed by all that the Chair liaise directly with Carolyn Woodthorpe to
carry out the annual Tree Review.
The Clerk raised that an email had been received from North Somerset
Council asking for volunteers to check locations within the parish for
missing public rights of way markers and roadway signs. It was agreed by
all that the information should be sent to the Clerk and all the Councillors
would divide up the areas to check. Cllr Stringer highlighted that the Yatton
Ramblers may be able to assist with site visits.

Risk Assessments
The chair said that she had visited the millennium gardens recently and
Alan from Backwell School maintenance was there cutting the grass. She
thanked him for all his hard work. He raised two points:
He will be putting in a quote to carry out work on the buddleia in the
gardens in the winter and removing some brambles.
Secondly there is a bees nest in the ground in the long grass. The Chair
has already contacted the Clerk who has spoken to North Somerset
Council who will pass to their Environmental Team to deal with. The Chair
had already received a call however they will now not deal with bees due to
their endangered status. District Cllr Yamanaka advised that she can email
a number of a local bee keeper who may be able to help.
Cllr Morton has now oiled the seats in the Millennium Gardens and the
Councillors passed on their thanks.

Report on meetings attended
The Chair confirmed that most of the Cllrs attended the Housing
Developments meeting in Yatton and a further objection was sent regarding
the application for Claverham. District Cllr Yamanaka said that no
decisions will be made on large housing developments until the Secretary
of State has made a decision on the Core Strategy.
The Chair advised that she had attended the recent Airport Consultative
Committee meeting and the draft minutes for the Environmental Fund
meeting were not available. The Chair raised a question on the Staff Travel
Plan as the last period covered 2009 – 2015 and it appeared that none of
the targets had been achieved. A request for proposals for how to meet
future targets was made.
