Chuck Borsen is a dentist in the Tucson area who went into cardiac arrest while at a gym. Two off duty
DPS officers, Antone Vasquez and Mike Hairgrove, were also at the gym and proceeded to perform CPR
and eventually saved Mr Borsen’s life. Mr Borsen has donated $200 to AHPA in appreciation for their
life saving efforts.

DEATHS – LINE OF DUTY:
Three police officers have died in the line of duty thus far in 2013. That is three less than this time last
year. The total police officer deaths in 2012 were 126. That’s thirty-six less than in 2011.
Eight have died since the last meeting.
Three were killed by gunfire
Three were killed in vehicle collisions
One was killed in a motorcycle collision
One was killed in a training accident

A motion was made by Mark Haughey to approve the consent agenda, 2nd by Bob Gilbert. Motion

FINANCIAL REPORT: Jeff Munster
 Since the last meeting we got through the fiscal cliff. We have higher taxes.
 Our next big problem between now and the end of February is the debt ceiling. Technically we
ran out of money over two weeks ago but they are trying to moving things around.
 The next political battle between Republicans and Democrats is going to be the debt crisis. The
democrats are going to try and extract as much cost cutting as they can and President Obama
does not want to negotiate any of this stuff. He just wants the debt ceiling raised.
 Between now and the end of February, the market is going to get a little more volatile, even
though it’s been hanging in pretty good.
 Earnings are starting to come out and have been pretty good. They started in earnest today so
we have some big companies come out with some pretty decent earnings.
 From our accounts standpoint, we ended up the year a little over 8%. I have been running about
60-65% in equities. I am underperforming just a little by about a percent, mainly because energy
and material stocks are still fairly weak.
 Ever since we slowed down, Europe got their crisis and China slowed down a little bit so the
material stocks went down. China is the biggest buyer of material. They have calmed down a
little and have a new Premier. They are growing at about 7.5%. Everyone thought they were

going to go down to about 2 or 3% but they are still hanging at about 7 to 7.5% and the
expectation is that they are going to go up from there.
We are still growing at 1.5-1.9%. Most of the analysts today believe that the market is going to
have a pretty good year this year. Most of the analysts are between the high 1500 and low 1600
on the S & P. Today we are at about 1472. That is somewhere between a 7-10% return for the
upcoming year.
Interest rates are still pretty flat; they think the ten year can get to 2% or 2.25%. We are at
1.82%.
Markets should be okay. Real estate is still picking up steam.
It should be a pretty decent year. Once we get through the debt ceiling crisis, there is not a lot of
big major issues coming down. If they don’t compromise a little, they may have to shut the
government down. It will get resolved and they will carry on.
LABOR REPORT: Dale Norris
 There are no LEMSC matters before the board at this time, nor is there any pending.
 There is a member whose family was involved in a head on collision. At this time we are working
on getting money from the other party’s insurance. The other driver was not DUI therefore the
money will mainly come from the underinsured portion of his insurance. Make sure you have
enough coverage to cover yourself and your family.
 Question: A recently retired member is now working for another agency and he has kept the
LDF as he is still paying dues as a retired member, how does this affect AHPA? This could affect
the agency due to the association taking their money for a service. Mr Norris will look into this.
 Issues with personal cell phone: If you use your personal cell phone while on duty, they can
persuade you to provide the information on your phone if there is a nexus to the allegations.
 Do not turn over phone records voluntarily, make them order you to turn it over. If this issue
comes up for any member, call Dale to make sure things are being done correctly.

LEGAL REPORT: Greg Robinson
 Board Member Elections: We cannot have an election of all board members at once because if
we have a total turnover, having all new members would require training. This does not benefit
the association. This is a good time to go over and review the bylaws. The committee is going
through them.
 Regarding the property committee-we have been working on the contract for Chad Johnson.
 One thing that is of concern to me, is the proper operation and maintenance of our charities
organization so that the charities book keeping accounting and money that is used, both in
terms of receipts and disbursements, are appropriate for a 501c3 organization. We have that
running smoothly. Our accountants are very sensitive to 501c3 organization. This is important.

Regarding PAC-we have relied on specialists in the area to do the accounting in the state. It
would be important to have the accountant come and report to us how she does the accounting
for this.
PUBLIC RELATIONS: Stacey Dillon
 The Christmas Bear program went well. We have some great photos from the event.
 Lisa Campoy was recognized in Latino Perspectives. They do a great job at recognizing public
servants.
 We are working on a PTSD story with Jimmy Chavez and the West Coast Post Traumatic
Retreat. We need to bring more focus on how the law enforcement field faces PTSD and how
they can be rehabilitated to come back to work.
 When we talk to the legislators, in regards to pay increase, we need to make sure we do not
come across as greedy. We need to focus on hiring and maintaining employees.
 We are gearing up on the anti-union legislations and anything that comes up in regards to
pension. March we are doing a comfort bear toy drive campaign with Dave’s BBQ. There is a big
presence in Yuma, Tucson, and Phoenix due to the owner sitting on the 100 Club and is a strong
supporter.
 ASU v UCLA game: Recognition will be given to Officer Henry Ross, dispatcher Diane Greene
and Criminal Analyst Alane Gidel for their work on the Amber Alert from earlier this month.
After the game there is a shootout of Police v Fire. Every ticket sale has the option to choose
either police or fire and the monies raised will go to our respective charities

BOARD OF DIRECTORS REPORTS:
Pat Eagen- I have 5 badges ready to be distributed and have one order ready to go out this week.
Also have seven rings on order.
Rob Renner-Working on revamping the power point presentation for the academy classes
Jim Oien- I had an inquiry on possible gap insurance for retirees who are not yet eligible for Medicare.
They can be referred to Bob Jagus of Pacific Financial
Royal Mann- Sgt Leslie wanted to voice that Capitol PD should be treated as the rest of the sworn
officers. Should not be a separate classification.
MCSO will respond KS or where the vans are to pick up bookings to assist with transports. They will
be trying it with metro east first before doing it metro wide
Josh Howerton-Any recommendations for manufacturers for uniform test wear bring them to Josh. The
stance of the association is that there is no wear test needed and we should go back to Flying Cross
Jim Stanton- Getting ready for Operation Southern Shield from I10 at Pinal County line to the New
Mexico state line. This will be February 27th and 28th
Ken Bays- Garrett Means is back to work from his injuries/illnesses.
There are still a lot of complaints in regards to the way the uniform allowance is being dispersed. Per
Major Heap, this is due to accounting.
John Smith-Our district is still very concerned about ADOT enforcement in our area. We still have not
received any answers from ADOT or the agency.
Stacey recommends that we take a position on this issue. There is a motion by Pat Eagan to start a
campaign putting a spotlight on DPS and the work they do with commercial vehicles and enforcement,

2nd by Bob Gilbert. This should be focused on our need for resources and the inability for us to hire more
people since we are already doing this job. Motion carries
Gregg Girard-Bob Martin/Mark Brown clean-up has been moved to February 16th at 0900. You can
meet at Ft McDowell Casino parking lot. Food will be provided by the association.
Nate Teel-We are investigating a fatality involving off-duty Yavapai County Lieutenant and his son.
Kevin Watts-Capitol PD is asking the board to take a position in their grievance to get the same pay
and benefits. This is for officer classifications only. There is nothing in our remedy at this time for
Sergeant Classifications. Kevin Watts made a motion that AHPA support Capitol PD in their grievance
in regards to pay and compensation, motion is 2nd by Mark Haughey. The grievance addresses the issue
of pay and compensation inequity. Capitol PD is aware that if they want to move to other positions
within the agency, they will have to go through the same processes as a lateral.
There is no directive in regards to pay in the legislation that brought Capitol PD over.
The grievance strictly is to deal with the disparity in compensation between the classifications. They
want the compensation to be equal to that of a DPS officer.
Kevin Watts tabled the motion until the members can review the grievance.
Dave Stopke-Kurt Russell is scheduled for an MRI to determine if he can come back to work and is
also dealing with workman’s compensation.
Marty Fink-There was a foot pursuit in D3 with a child molester. Helicopter found the subject,
lowered to get the medic out who tackled the subject. Helicopter hit something that put a hole in the
rotor. Just as an officer safety concern, please help the helicopter crew with the area they are landing in.
Patty Simpson-Civilians being able to receive OT when there is sick leave in the same week. We have
been dealing with this issue for some time. The agency allows this for sworn and we are now working
on doing this for civilians. We opened up a folder to make a small change in the statute to allow
civilians this opportunity. 23-392 is the statute. The addition to the statute would be” any law
enforcement employee whose position is in direct support of law enforcement activities “
Temporary insurance-90 day program: The original idea was to try and help employees and encourage
membership. Patty’s proposal is to give them an incentive to stay with AHPA longer than the 90 days.
Some thoughts on helping them is sending cards of congratulations, offering help along the way.
Tim Kvochick-I would like to make a motion to raise the nightly rent for the cabin from $30 to $40 for
any new reservations made after today. Bob Gilbert 2nd the motion. Motion carries
He just ordered 50 new knives to have for sale.
Beverly Fuller- The scholarship committee did not receive any nominations for the Bauman or Fink
awards so they will not be given out.
The deadline for scholarship applications is March 15th.
The Law Enforcement Memorial run will be March 3rd if anyone is interested. The monies go to AZ
Peace officer’s memorial
Mark Haughey-We participated in the Christmas Bear Program in Flagstaff
We have two new Sergeants in D2.
I took a check to Greg King on behalf of the association. He expressed sincere gratitude for the
association’s gesture. He wanted thank air rescue for their great job that day.

Vehicle buildup committee-The information that Lt Col McGuffin put out is accurate. The intent is to
recommend a class A SUV statewide. It is an all-wheel drive vehicle. The cost is not much more than the
sedan. These can be built up faster. The car performs very well.

EXECUTIVE STAFF REPORTS: Lt Col McGuffin
 Hiring Status:
o Laterals- Started 12 laterals on Monday in advance basic. Laterals have already been
assigned to their duty stations. This allowed for six transfers of existing officers. Six
existing officers had interest in critical fill areas
o Current ALEA class- At this time we have 18 cadets in the basic academy. None of these
have been assigned yet. The will be assigned during Advance Basic. We expect to
continue filling critical fills and will accommodate existing when possible.
o February academy- There are twenty slots. We have four pre-hires; three are in metro
and one in Thatcher. We have twenty-five total scheduled for the pre-academy on Feb
4th
o Additional lateral hiring-There are 7 more laterals lined up for next Advanced Basic.
There is more laterals testing next week.
o CID-There will be specialty units and criminal investigations will also benefit from this
hiring. CI also has critical fills. Existing DPS officer will be able to compete for these
positions.
 Vehicles:
o State vehicle contract is finally in place. DOA takes care of this so it is late. The contract
went into place the 1st of January. We are anticipating placing orders this week.
o HPD scraped together $3.8million for 102 vehicles
o Spend just under $1 million on vehicles for non-appropriates (grant funded) programs
o TSD has formed a committee for vehicles. They will be brought together and will talk
about what is needed for each area.
 Tasers:
o I met with Taser and Proforce on Jan 2nd.

o Nothing was decided on the return of the X3’s. We will meet the Taser again next week
to negotiate trade in of X3
o The rep showed the X26P-it is an enhanced version of the X26. We are holding off on
ordering the X2 until we can compare the X26P. We need the most workable tool.
Captain testing:
o The Association came to us with concerns from the IPEM. The FOP also came to us with
concerns.
o It appears the IPEM was solid in its scoring. When it went to human resources, there
were some things changed. What this meant was that there were calculations for certain
portions which were disproportionate from what they were intended. There were
sections which allowed for mass gathering of points which was never intended as well.
o There was talk of going in and making technical corrections on that but when you are
dealing with promotional processes and Merit System Council, we know, through
history, that it is not good to change the process. It is not good to go in and tweak things.
o Executive staff met with Major Benham about a week ago and decided that we were
going to approach the Merit System Council when the business manager returns. We are
going to ask that that entire process be scrapped.
o The reason we would do that is that executive staff likes the IPEM but it is new to the
agency and it is important that the employees have confidence in that process. Being that
it’s new, we want it to be right. Through Merit System, we will have that process go
away; we will reconvene some work on that IPEM, ensure that those scoring criteria and
proportions are as intended and then re-approach Merit System with a new test plan
that is not altered.
DPS YEARBOOK-Pat Smith/Roger Cain
 Update on yearbook status. We are currently in the process of contacting each district/area to
advise them of the project.
 We are working on the schedule of travel. Our hope is to start taking pictures on February 25th.
 We still need contact numbers so we can schedule appropriately.
 Cost is still pending. Our plan is to go back 3 years and also in the works is the DPS History
Book; this will cover the gap between 1994, from the last book and current.

There was an idea of paying people for magazine articles. Pat Eagan made a motion to pay people $50
for articles that are published and not required due to a charitable donation by the association, 2nd by
Mark Haughey. Motion carries
REQUEST FOR FUNDING:
Request from Sharon Knutson-Felix. She is participating in the Police Unity Tour that benefits the
National Memorial. She is asking if the association would provide a sponsorship. A motion was made by
Mark Haughey to fund $200 to Sharon Knutson-Felix. 2nd by Pat Eagan. Motion carries.
