Walter Jack - Jim Giles trust fund
Next month legal department will be getting information from a trust for Jim Giles. Walter Jack is the trustee for this. The association will be one of the beneficiaries for this trust.
Prior to his death, Jim Giles talked about the money going to the coalition. The paperwork never got changed therefore, the trust belongs to AHPA. AHPA is being asked to split it with the coalition since these were his wishes.
A motion was made by Pat Eagan to split the trust, evenly, with the coalition of DPS retirees, seconded by Mike Sloneker.

Lt Col McGuffin
The seat belt challenge in highway patrol division was launched on August 2 nd and will run for 90 days. At one point, they looked at the 2011 stats and found that officers were writing very few citations for seat belt violations. They are writing less than three citations per officer per month for seat belt violations. In July there were 25 different fatal collisions and 63% of those were not wearing seatbelts. We need to increase our seatbelt enforcement in this state. There is no quota. If officers choose not to participate it is okay. There are key chains for those who do well. Hearing positive stories around the state about this. Many children are not being buckled up.
District 6 wrote 228 citations for seat restraints in the last 2 weeks.
Vehicles- there is no date for when interceptors will be out, lots of delays at this time. There is a problem with wiring harness and installation of printer and modification of mdc’s and several other things that are different from the crown victorias that need to be worked out. We have 5 motorcycles that are in buildup, also causing delays. Fleet is short-handed. CI also has several vehicles waiting at fleet.
Uniform committee-have established a uniform committee.
Major Heap will be the chair for this committee. The
Uniform and equipment advisory committee still active. They

will be a sub- committee to the Uniform committee. They have selected and officer from the north and one from the south for the committee.
Major Heap has a full agenda set with all of the issues with uniforms.
The department has been stagnant for a while in hiring and promoting. This week, signed some PAR’s to promote five supervisors in aviation. Started a process months ago to create a classification of Aviation supervisor, five were promoted to this.
Sergeant vacancies-not exactly sure what will do, comes down to money and staffing. We want to promote. New hires will allow for promotions. It is important that all existing sergeants have their job interest cards in. We don’t have a list yet so there is no sense of urgency, but when it comes to that, we want to get our existing sergeants where they want to be if at all possible.
Vacancies looking to fill as critical fill vacancies, in priority order, Gila Bend, Bisbee/Douglas squad, Payson,
Flagstaff, Kingman, and Roosevelt. Two Metro East swing shifts will need to be filled, and we will lose two highway patrol sergeants to CI. We will need to fill a motor squad and a dui squad position due to this.
Questions- o Sergeant oral boards are scheduled for two weeks, when are they going to be notified of the times? It is unknown at this time. o A few weeks ago, Jimmy brought up an insurance proposal for new hires, has the director approved this? They are in support of this, but it is unknown if that has been decided yet. o Agency cut off at 400 applications for new hires, is there talk of looking passed that for laterals? The agency took about 169 for QAB. Candidates will be notified by letter to let them know where they are in the process. Forty seven were laterals, QAB’s for laterals were last week. o Any plans of Capitol PD officers transferring over?
Officers were free to apply but it appears none did. o Have the vehicles that were bought from out of state been issued? There are 16 Missouri cars left. We want to get the interceptors out first. Five or six of the Missouri cars are marked. There are eleven unmarked cars that are in various stages of completion. o Twenty slots reserved for November, another twenty for
February and possibly 15 for May.

o Will there be an advance basic for laterals or will you wait for the academy class and do it together? There will be an advanced basic for laterals, as this will also help in working out anything for when the academy class start since it has been quite a while since we have done one. o Lateral pay-no lateral will start topped out. If more than three, they will start at mid-level. If they are less than
3 years, they will be at entry level. o Notice of investigation copies-Need to wait for case to be through in case there are changes that need to be done.
David Hickman , Arrowhead Justice of the Peace candidate- Police officer with Peoria PD. He has been a cop for 24 years and has been a Patrol officer, FTO, Detective. He was promoted to
Sergeant in April. This will only be in general election and will be a write in only election. He is looking for endorsement from association. No motion was made for endorsement.

Issue now is money, for pay, cars and people, in that order.
We are pushing for pay. Economy is contingent upon elections right now.
There will be cut backs in federal such as FBI, BP, and a couple of other federal agencies.
Last week there was an article in the paper that there is
800 million in surplus in the state budget at this time. It is unknown how that is going to work out.
Hoping the car issue gets better.
Phoenix PD has about 50-60% of the city’s budget. DPS has
1% of the state budget. We need more of the state’s budget when it comes down to what we are doing.
Fingerprinting is behind by 12,000 fingerprints.
I would like the agency to be in the top five for pay.
Hoping this could happen in the next couple of years.
The personnel reform from last year was waved off primarily because of AHPA.
Questions: Insurance for new hires. It will come back to estaff. No reason not to approve it. It will be on the agenda for Monday’s meeting.
Issue was brought up of giving credit to the organizations and political correctness. There are times when you have to be politically correct for the strategies to work.

LEGAL COUNSEL REPORT: Greg Robinson
Information on long term care insurance. It is expensive. One company just raised their premium 68% this year. There is an alternative.
There are companies who have combination life insurance and long term care insurance. It can be less expensive than having them separate.
There is also a market for the sale of life insurance policies.
Policies have monetary value. If someone is age 70 or over and no longer wants to keep paying their life insurance policy, that policy has a sale value and you can get cash out of it. There is an active market out of it.
There are single premium policies. You pay for it and have it there for the future.
Bob Jagus- Pacific Financial
There are a lot of different policies to fit different needs.
The life insurance and long term care combination requires you to have the health to get it.
The long term care by itself is a very hard policy to get. If you are not in your fifties or younger it is very expensive and the criteria are very hard.
There is permanent life insurance and there is term life insurance. Permanent life insurance goes on as long as you do and term is for a term of time.
The long term care industry has changed dramatically. A lot of insurance companies have dropped out of it because it is too expensive for them.
The varieties are there, it’s just a matter of finding the one that is right for each individual.

We are in the middle of summer rally. It started about July
25 th when a gentleman from Europe came out and said they were going to do anything they could to get thing going again. We had a 200 point rally day. It went down about 4 or 5 days. We had our unemployment numbers on the 3 rd of
August, where we had a job creation of 163,000 jobs so we had another couple of hundred points.
Things are getting a little better.
Housing market is up about 16.9% in AZ. We are leading the nation.
Auto loans are highest they have been since 2009.
We are growing about 1.5%.
Election will keep market quiet for a while.
Oil back up to $93.74/barrel
Not many changes on the portfolio.
Retail sales have been better.
The extreme right now is in the bond market.
Earnings have been pretty good on the corporations
Public Relations: Stacy Dillon
There is a newsletter example from Mesa association for ideas for our own. It can be smaller; it is inexpensive and can be sent out quarterly or monthly. It has heavy graphics, heavy colors. It is geared to be simple messaging. Mesa’s is quarterly or every other month, depending on what needs are. Many vendors already interested in helping with costs for ad space. Cost to us is printing only.
We had a good media hit, reference Alan Hansen memorial. It also brought attention to memorial markers.
Matt Sammon luncheon and fundraiser went well; his opponent is Kirk Adams who brought up the pension issues. He is losing at this time.
Yesterday there was a press release that there will be no felony charges for Korey Lankow in the critical incident.

Jimmy - Last month there was discussion regarding the potential changes to benefit for the life insurance program. The change would be to try and reduce the amount of classifications that the association currently has from nine or ten down to no more than three. This would be based on an agreement with Reliance on maintaining our latest policy premium of .52 per $1,000 on life and .04 per $1,000 on the AD&D coverage. The options were presented to Pat Madden so that he could present it to Reliance.

Reliance came back and said they would only raise the AD&D to possibly .05, if we go to three classifications. Class one would be all actives at a benefit of $10,000 life and $60,000 for AD&D, class two would be retirees up to age 69 at a benefit of $10,000 life and $20,000 AD&D, and class three would be retirees ages 70 and above at a benefit of $5,000 life and $5,000 AD&D.

Tim Kvochick -Need money coming back from merchandise sold.
John Wisner D3 -Carve out needs to be addressed. Jimmy has meeting with Scott Smith next week and will address this issue.
Taxed on off duty work then taxed again on pay check. Officers feel like they are getting taxed twice.
Appreciate the quick action of filling in the cabin at Forest
Lakes. Kudos to the agency for helping.
Possibly change to make reservations through website.
Jimmy -I have a meeting with Scott Smith on a separate issue but will bring up the carve out. I plan to get together with Kathy
Eckert from DOA, within the next month to month and a half to try and resolve some of the issues with getting information to get our actuarial study done.
Premiums right now for the retirees:
For EPO plans: retirees not eligible for Medicare, the monthly premium for family coverage is $1,869, Single coverage is $593, and retiree plus one is $1,387
For PPO plans: per month, single is $943, retiree plus one is
$2,219 and family $3074.
EPO with Medicare: single $442, retiree plus one where both have
Medicare $878, retiree plus one where only one has Medicare is
$1024, retiree plus family is $1,166.
PPO plan with Medicare: single $789, retiree plus one with both having Medicare $1,576, retiree plus one with only one having
Medicare $1,740, retiree and family $1,980.
Badges are missing. Several have disappeared. We have had to place multiple orders. There is nothing worse than someone in the organization taking your stuff.
Pete Eagan -another Centennial badge order just went out. We will be doing another order soon. People can still send order form and money. We had to order one badge twice. It appears we are having issues with distributing orders. It takes about one and half to two months to get badges in.
Director was asked if officers will be able to continue wearing the badge after the year. It will be brought up at executive staff meeting.

Six rings came in about a week and a half ago. There is another six on order. Rings are now over $1000.
Mike Sloneker -One member is on administrative leave. It is an unknown situation at this time. Member is working with Dale
Norris.
Josh Howerton Per Jimmy, he was told by the Lt Colonel, within two weeks the 511 uniform can go out to be field tested. Uniform and equipment committee had suggested 3 uniforms to go out for testing, Blauer, Flying Cross and 511.
Per Royal Mann, motors are having issues with patches as well.
Per the director, they are looking for a new vendor for the patches.
Nate Teel -Being called Trooper vs. Officer issue, many were in favor of trooper.
Jimmy - Inquired with the Director in reference to the state house in forest lakes on AHPA property and whether the officer occupying the state house is paying the utilities. The Director will look into that so that AHPA is not paying for that. Water meter needs to be separated. It appears AHPA is paying the water bill; other utilities seem to be paid by the state.
Old Business:
Update on outstanding, delinquent loans. Aurelio Aranda is almost
3 months behind now, balance is over $6,000. Ofelia Flores is behind also. Have representatives for their area ask them to be in compliance by next meeting.
Entertain the change in policy to reflect that we will give a charitable donation on a case by case basis instead of a loan.
We will no longer be in the loan business. AHPA will still provide benefits to members in need.

Jon Wisner- Squad doing fundraiser in honor of Sgt Hawkins, Climb for a Cure in Flagstaff, would like a donation to help pay for tshirts. All proceeds go to ACS. Requesting a $500 donation.
A motion by Royal Mann to fund $500 to Team Hawk, 2 nd by Mark
Haughey. Motion carries.

Membership-looked over the Mesa newsletter and think it is a good idea. Spoke briefly about another pamphlet to attract new members.

By laws revision-Discussed Article 3 section 2, reference election of officers. Elections should be held at the Annual meeting. The Annual meeting, in the by-laws, is set for May. We need to spell out the month for elections. If nominations are in
April and elections in May, how do you get members to attend the annual meeting in May to participate in the voting? Members would have to come on their own time and it would be difficult to try and get the time off to attend. Some ideas are to ask for permission to be at the annual meeting on duty time, the possibility of an email ballot, or having the nominations in
March so it gives time for individuals to campaign and then ballots are cast and counted by the May meeting.
The other issue is Article 3 section 10, removal of officers/vacancy. All officers are subject to removal by 2/3 vote of board of directors. Any vacancy shall be filled by the
President with the approval of the board of directors.
