DISCUSSION
Rob Daughdril called the meeting to
order at 10:15 a.m. and welcomed the
attendees to the meeting.
Nancy Bourgeois led the discussion on
ESF-8/EMS DRC Strategic Planning. She
stated that the “big picture document”
would be completed by the end of the
year.
Today’s discussion focused on objective
that can be measurable, justifiable and
documented. Specific strategies develop
the parts of the objectives.

Donna Newchurch offered to go
over the survey in the Alliance
Membership Meetings and Dr.
Prats suggested that this be
reviewed in the HHS Rounds.
Rob Daughdril suggested that
the questionnaire content by
type of event be divided by the
DRCs for input.
Rob Daughdril recommended
that these plans be developed
with other players in the
regions.
A Committee to Develop Plan
Templates was formed with the
following members:

3. Consideration of New
EMS DRC Candidates
The EMS DRCs have 2 new EMS DRC
candidates up for consideration to
replace inactive DRC in Regions 2 and 9.
By Monday, September 12, BEMS
will have all planning worksheets
to the DRCs for input.
The Committee to Develop Plan
Templates will meet on October
5, at 9 am, to begin its work.

Motion to accept Susan Bailey as

was made by Donnie Simon and

3. HHS Grant 2011 – 2012
Reallocation 2
DISCUSSION
Susan Bailey with Baton Rouge EMS, was
nominated by Region 2 EMS DRC, Lauri
Scivicque. Dwain Meche with Acadian
Ambulance was nominated by Region 9
EMS DRC, David Marcus.
RECOMMENDATION / ACTION
seconded by Craig Edwards,
motion carried with all in
approval.
The EMS DRCs discussed the following
options for EMS HHS Reallocation II:
- A cab enclosure for the Region 7 ATV
- Bossier Parish EMS duodote kits
- Caches of AMP supplies
- Battery eliminators for 700 MHz
radios
- 700 MHz radios
Donna Newchurch asked BEMS if
they had a list of HHS purchased
assets for the state. Marcia Fries
responded that BEMS was
putting this data into the grants
management system by the end
of the year.
Marcia Fries stated that these funds
must be spent by November 18, 2011.
4. HHS Grant 2011 – 2012
Allocation Model
Dr. Jimmy Guidry reviewed the EMS DRC
Staff Support document explaining the
need to fund the readiness costs. Dr.

motion carried with all in
approval.
Motion for St. Charles Parish
Hospital EMS to purchase 3 radio
caches spending $35,000 divided
between Region 3 EMS
Providers: St. Charles Parish
Hospital EMS, Acadian
Ambulance and Lafourche
Ambulance Service was made by
Mark Majors and seconded by
David Marcus, motion carried
with all in approval.
Evon Smith suggested that this
readiness cost should include
readiness planning, drills and

Guidry stressed the need for the EMS
DRCs to support this idea.
RECOMMENDATION / ACTION
training.
FOLLOW-UP STEPS
Donna Newchurch stated that
the Staff Support will also benefit
Louisiana hospitals and
suggested that the readiness
costs be taken of the top of the
entire allocation not just the EMS
portion.
Donnie Simon recommended
that there be big penalties for
failure and should any penalties
be collected these funds go back
to EMS.
Motion to approve the readiness
costs associated with the Staff
Support Contract made by
Donnie Simon and seconded by
Ken Rousseau, motion carried
with all in approval.
