PHILOSOPHY
Primary emphasis is placed upon the ability of students to exercise self-discipline resulting in
acceptable school behavior. The Fundamental School stresses proper behavior in school, which
leads to an atmosphere and attitude conducive to the maximum educational growth of all
students.
All applicants to the Fundamental school are required to participate in an admissions interview.
During the interview, expectations regarding student behavior are discussed with parent and
school personnel.
STATEMENT OF CITY-WIDE POLICIES
The philosophy and implementation of the Discipline Plan at College Hill School are in direct
agreement with that section related to student discipline contained in the Cincinnati Public
Schools District wide Code of Suspension, Expulsion, and removal – Grades K-6.
LOCAL SCHOOL DISCIPLINE PLAN
The Positive School Culture correlate will review the Local School Discipline Plan yearly. It will
make recommendations for revisions as necessary to the Instructional Leadership
Team and the staff..

GENERAL SCHOOL RULES AND PROCEDURES
Students at College Hill Fundamental Academy will:

Playground
•
You may arrive 30 minutes before the start of school at 7:15. Go directly to the
lunchroom.
For breakfast, come to school no later than 15 minutes before the start of school, 7:30
•
Promptly go to breakfast when you arrive in the morning.
•
After breakfast, line up in your designated area. You may talk, but do not play.
•
Walk in line quickly and quietly.
•
Keep hands and feet to self.
•
DO NOT pick up/throw rocks or snowballs; THEY ARE DANGEROUS!
•
Walk on the sidewalks. DO NOT GET ON THE GRASS!
•
Wait for school adult on duty to take you outside at lunch.
•
School furnishes playground items. Keep personal and play items at home.
•
Keep shoes on at all times when on the playground
•
Stay on the playground in the play area designated for your particular grade level
unless given permission by a school adult to leave.

Learn and follow the grade level procedures for the playground.

Share all playground equipment.

Use the restroom pass from your classroom. Sign out the time you leave and return.

During emergency drills pass in neat, straight, and quiet lines. Do not talk.

NEVER have gum on school grounds or on the bus.

DO NOT litter. Do your best to help keep the building and school grounds clean.

Listen to those patrolling the area at all times.
•
Walk on the sidewalks. DO NOT RUN.
•
After school, leave the building in an orderly and quiet manner. DO NOT re-enter the building.
•
Leave personal, play, electronic devices/items at home. They belong no place on the school grounds.
•
Cell phones are to be turned off and put in book bag when coming from bus/street to schoolyard. They are to be
given to the teacher who must lock them up at the start of the day/after-school activity. Teachers will return them
at the end of the school day/activity.
TELEPHONE
•
Students need permission from the teacher to use the phone.
•
Parents should not call to have messages delivered to their children unless it is an EMERGENCY
LOST AND FOUND
•
If you find something that is not yours, give it to your teacher or to the adult in charge, or to the office.
•
If you lose something, check with your teacher or the office.
•
Clothing and items with names will be returned to the owners.
•
Articles will be placed in the lost and found container by the lunchroom.
•
At the end of the school year, we donate any unclaimed articles.
•
Money turned in to the office may be returned to the finder if it is not claimed in a reasonable length of time.

ABSENCES
If you are absent from school, your parent/guardian is to call the school office with a reason for
your absence in the morning of the day you are absent. ALSO
•
When you return to school, bring a note from your parent/guardian stating the dates and
reasons for the absence within two days after your absence. (See Important Details
below.)
•
Be sure you make up missed assignments. Parents/guardians should make
arrangements for assignments to be brought home with another child or by brother or
sister in the school, or pick up assignments at the end of the day. Parents should call the
school office before 9:00 a.m., if they wish a message to be given to the teacher to have
homework ready for pickup by the end of the day.
•
You will receive a STEP for each combination of five (5) or more unexcused tardies or
absences per quarter.
Important Details
•
For an absence or tardy to be EXCUSED, parents/guardians must send a note when you
return to school. The note MUST include your name, the date(s) of your absence or
tardiness, the reason for your absence or tardiness within two days of absence, or it will
not be counted as excused.
•
AND the reason must be excusable according to Ohio state statutes which states: An
excuse of absence from school may be approved on the basis of any one or more of the
following conditions.

Quarantine of the home.
Death of a relative.
Homework due to absence of parents or guardians.
Observance of religious holidays.

absence from school.
Please note: Broken alarm clocks, car problems, vacations, illness other than the child’s own, bad weather or “Take Your
Child to Work Day” are all examples of absences that are not excusable according to state statues.
•
If illness is a reason, the note must specify the illness, or the nature of the illness.
•
NO NOTE within two days means the absence or tardiness is marked UNEXCUSED.
TARDINESS
•

You are expected to be on time every day to school and all
of your classes.
If you should be tardy to school, bring a note from your parent to the school office on that
day explaining why you’re tardy. (See Important Details above.)
You will receive a STEP for each combination of five (5) or more unexcused tardiness

PERSONAL APPEARANCE AND HEALTH
•

Keep yourself clean and neat in appearance. Keep shirttails tucked in and all buttons
buttoned. Keep your hat off in the building. You may not wear your heavy coat in the
classrooms.
Keep shoes properly tied and/or fastened at all times.
DRESS CODE
Uniforms are mandatory
Navy slacks (no jeans, no sweatpants, no nylon etc.)
All slacks/shorts etc. must fit the student’s waist and the legs must be hemmed.
NO RAGGED EDGES. NO BAGGY SLACKS!
The waistline is to REMAIN above the top of the child’s hip bone. Belts,
if needed, are to be navy, black, or brown with plain belt buckles. Navy
skirts, navy skorts, navy uniform shorts are
to be hemmed just above the knee or longer.
Only solid navy or solid white tights, socks, or leggings may be worn
(Parents/Guardians are to decide if the weather is appropriate for shorts.)
Navy uniform jumpers Shirts/blouses are
to be plain solid white (no letters, no
logos, no pictures)
with sleeves and with collar.
Uniforms should not have a colored shirt worn under a white shirt. Undershirts,
thermals, etc. are to be plain white or plain navy under the uniform shirt.
Students may wear
Plain white or plain navy cardigan or pullover sweater or vest
over collared white shirt/blouse.
No hoods on shirts, jackets or vests in the building.
Please no frills or fancy stitching on the white blouses.
Students may wear the following PTA Spirit Wear:
Sweatshirts (over collared white shirt)
T-shirts with school name
Polo shirts with CHFA logo.
Shirts, tops, blouses, must be tucked in waist at all times.
Headwear (e.g., hat, scarf, bandanna, wrap) is not to be worn in the building.
Shoes: Closed shoes or sandals with straps. (Flip flops, wheel shoes, and other similar types are
dangerous and should not be worn.)
According to the Fundamental program guidelines, students will receive STEPS for violation of
the dress code.
(For a $.25 laundering fee, we will provide clean uniform articles for students to change into for the day if they are not in
compliance.)
On days students have gym:
Students need gym shoes.
Girls with skirts must wear shorts underneath.

ESPECIALLY FOR PARENTS
CROSSING GUARDS
The city provides crossing guards at these crossings daily before and after school:
•
Cedar across from the school
•
Llanfair across from the school
PARKING
o Do not pull into or out of school driveways before school or during dismissal. The bus lane
and car drop off drive way is one way only.
o
Do not park in spaces marked “reserved.” Do not park in spaces marked “handicapped”
unless you have a handicap parking permit, or spaces identified for staff members.
o
PLEASE OBSERVE ALL "NO PARKING" SIGNS ON THE STREET!
o
Do not park or stand in area along sidewalk of lot reserved for school buses.
o
Do not double park/stand.
o
Have children get out of cars on the sidewalk, not the street.
o
Do not pull into, or turn around in, or park in the school driveway circle.
SCHOOL GUESTS

All Guests (Parents are guests.) use the front left door and security system to ask permission
to enter the building.
All guests MUST REPORT TO THE OFFICE and sign in and obtain a sticker
identification badge BEFORE GOING ANYWHERE IN THE BUILDING.

If you plan to observe in a classroom, please call the office ahead of time.

PARENTS ARE W ELCOME!

For safety/security/health department reasons, parents/guests are not permitted to have
lunch in the lunchroom with their children without specific permission.

When leaving the building, please sign out at the office.
CHANGE OF ADDRESS

Notify the office AT ONCE of any change in address or telephone number.

Keep the office current on all emergency numbers! We are not permitted to release a child to
anyone whose name does not appear on the signed emergency card.

TEACHER CONFERENCES

Teachers are happy to confer with parents.

Please arrange a mutually agreeable time.

Do not expect to discuss your child with the teacher during class time, or immediately before
or after school. Instead, arrange an appointment time with him/her.

If you wish to have a conference with the Principal, call the school office to arrange a time.
DOCTOR'S APPOINTMENTS

It is important that the children be in class at all times; however, if it is necessary to have your
child excused from school early in order to keep a medical or dental appointment, send a
note signed by parent/guardian to school with your child.

Students are to make up all missed assignments.
MEDICATION AND HEALTH
•
Cincinnati Public Schools operate under the rules of the Board of Health.
•
Children returning to school after having a contagious disease should bring a note from their doctor.
•
If your child cannot participate in regular play and physical activities, send a note explaining the
reason and defining the duration.
•
Procedures for prescription medication MUST BE STRICTLY FOLLOWED. Call the office for the
complete procedure or the medication WILL NOT BE PERMITTED AT SCHOOL.
•
Non-prescription medicine (cough drops, nasal sprays, aspirin, etc.) are not covered by Board Policy
and are NOT PERMITTED on school grounds AT ANY TIME. Parents may come to school to
administer the medicine if they choose.

ILLNESS OR ACCIDENTS WHILE AT SCHOOL
•
In writing, keep emergency numbers up to date in the office, every effort is made to notify
the parents promptly.
•
When neither parent/guardian is available, the school calls the emergency number given
by the parent/guardian on the office Emergency Card.
•
Without an Emergency Card on file in the office, the child can be eliminated from school.
•
In the event of something serious happens and you are unable to be reached, 911 will be
called and if deemed necessary, your child will be taken to the hospital.
FIELD TRIPS
•
Student fees should be paid before paying for field trips.
•
No child may participate in a class trip without parent/guardian’s PERMISSION AND
SIGNATURE on the form sent home by the teacher. Written permission or a fax (3631620) only. (No telephone calls.)
•
There is usually a charge per pupil for use of the bus and admission charges to the trip.
•
This money is non-refundable even if the child is sick or there is a behavior problem and
cannot attend.
•
In most instances regular or chartered bus services are used for class trips.
WEATHER PROCEDURES
•
Inform your children what to do and where to go if school is dismissed early or for severe
weather conditions.
•
Your plans should NOT include telephone calls from school.
•
Listen to your local TV station or Radio for school closing and delays.
WITHDRAWAL
•
Notify your child’s teacher by note if your child is being
withdrawn.
•
Indicate in the note the last day of school for the child.
•
Indicate in the note the child’s new address and/or new school.
•
Cumulative records will be transferred to the new school after we receive a release of
records request from your child’s new school.

GENERAL BUS RULES AND PROCEDURES
SPECIAL NOTE TO PARENTS
•
If you wish to pick up your child instead of having your child ride the bus, you must
request that IN WRITING to your child’s teacher. The teacher must have that
information in the morning so that appropriate office forms can be processed.
•
If you need any other changes regarding riding the bus home, you must complete the
appropriate forms. It takes at least a week for the change to take place.
•
We will not allow any student off the bus without such notes and office paperwork. Your
child’s safety is a primary concern to us!
•
Because your child’s safety is a primary concern, the office will not substitute a phone call
for the note; however, we will accept faxes at 363-1620.
•
Do not ever “take” your child (or any other child) off the bus at dismissal time. Go to the
office, we will work with you.
•
No child will be dismissed early unless we receive a note from parents/legal guardian. It
must be an “excusable” reason. Only written permission will be accepted.
MISSING THE BUS or not picked up by car
•
If your child misses the bus in the p.m. s/he is to report to the school office.
•
The Principal (or designee) will call the child’s parent/guardian or the person listed on the
office Emergency Card.
•
If parent/guardian or person on the Emergency Card cannot be reached, the district
police will be called and communication with the police department will be initiated.
BUS SUSPENSION
•
If a child is suspended from the bus, s/he is NOT suspended from school and is expected to
be at school.
•
Parents/guardians are responsible for arranging transportation to and from school, when the
child is suspended from riding the bus.

Transportation of students is a PRIVILEGE that CANNOT BE ABUSED!
The bus driver is responsible for the SAFETY of the students; therefore, students need to follow
ALL THE RULES OF THE BUS DRIVER for:
•
Loading and unloading.
•
Crossing the streets.
•
Riding the bus.
General rules include that students will:
•
Remain seated in assigned seats.
•
Respect other people and their clothing and possessions.
•
Always use good language.
•
Speak quietly when permitted by the driver.
•
Keep hands, feet and items out of aisles, away from other people and inside windows.
•
Keep food, drink, and gum off the bus.
•
Obey all other rules deemed necessary by the driver for the safety of the children.
ACTIVITIES PERMITTED WHILE RIDING THE BUS:
•
Quiet conversation with adjacent riders.
•
Reading.
Parents/Guardians are to read and review with their children, the booklet
provided by the Transportation Department of Cincinnati Public Schools.

CONSEQUENCES
Students who are not in compliance with bus rules are subject to a School Bus Incident Report
being mailed home with a copy to the school. The sequence and progressive consequences are
as follows:

1 report – hand carried by student or mailed to parent *

2 report – hand carried by student mailed to parent *
•
3 report – bus riding privileges suspended for 3 school days or
equivalent disciplinary action.
•
4 report – bus riding privileges suspended for 5 school days or
equivalent disciplinary action.

Over 5 School Bus Incident Reports – Parent conference to determine
disciplinary action, including termination of bus privileges.

* To preserve the safety and welfare of the student and others the contractor may make a

formal request, to the principal, to deny bus transportation privileges on the first (1 ) or

The principal may take other disciplinary action in cases where extreme or mitigating
circumstances indicate that other disciplinary action such as community service or a suspension
is more appropriate.

PREVENTION STRATEGIES
While our expectation for good, self-disciplined behavior is high at College Hill School, we do
believe that positive reinforcement is a best practice. In addition to the individual teachers’ use of
positive reinforcement strategies within their classrooms, we provide the following school-wide
practices to help our students be successful in acquiring acceptable behavior.
1. Former record of behavior of student (as indicated on report card) is considered at
admissions interview.
2. Monthly recognition assemblies are held stressing importance of being a good school
citizen.
3. Participation in several school clubs and activities is based upon acceptable in-school
behavior.
4. Regular interaction between principal and students occurs with positive verbal
reinforcement of good behavior noticed and expectations articulated.
5. High level of parent involvement in the daily operation of the school is encouraged.
6. Teachers teach the code of behavior and positive behavior supports.
7. Adults model appropriate behavior.
8. Students have practice sessions learning expectations.
9. The school has a Character Counts program with school-wide focus on specific character
traits.
10. The staff engages in continuous dialogue clarifying its beliefs and values.
11. The children receive instruction and are given frequent opportunities to practice problemsolving.
12. The staff reviews and monitors data from office referrals.
13. Courses and seminars for teachers are available and recommended.
14. The staff continuously reviews this plan.

PRE-SUSPENSION PROGRAMS
Pre-suspension interventions are considered on a case by case
basis. A decision for such an intervention depends on a variety of
factors such as the degree of severity of the offense, the number and
types of previous unacceptable behaviors, and compliance with the
District Code of Behavior. Pre-suspension programs include, but are
not limited to, interventions such as:

LISTING OF LOCAL SCHOOL DISCIPLINARY
PROCEDURES:
Proper school behavior is mandatory at College Hill School. When
behavior is identified as being less than satisfactory or not
acceptable, the following occurs:
1) Step I -
A warning letter to parents regarding continuing
eligibility in the fundamental program.
2) Step II
- Required conference with teacher and/or adult in
charge and the parent (Could be telephone or at
school conference depending on circumstances
involved).
3) Step III
- Conference with principal/teacher and/or adult in
charge and parent. (The Visiting Teacher's
assistance, if needed, is involved at the issuance of
Step III.)
4) Step IV
- Final conference including principal/teacher
and/or adult in charge and parent.
5) Step V
- Reassignment notice of "ineligibility" to continue
in the Fundamental Program due to continued

Teachers may refer the student to the Intervention Assistance Team
(IAT) at any time during these steps in order to determine additional
interventions. We wish to emphasize that our goal is to help your
child be successful at College Hill Fundamental Academy.
This entire plan related to the Fundamental School is explained and
discussed at the Admissions Interview. Parent agreement with these
Fundamental School guidelines is required by way of signing the
Fundamental School Commitment. This commitment stays with the
student throughout his/her enrollment in the Fundamental school.

To create and maintain a safe and orderly educational community that keeps students in
school and engaged in learning.
Purpose for the Code of Conduct
▲ To ensure that every student in CPS is continuously engaged in appropriate programs of academic
instruction within safe and orderly environments.
▲ To provide clear and explicit expectations for social behaviors within all school settings.
▲ To specify guidelines for teaching and encouraging social skills necessary for meeting district behavioral
expectations.
▲ To describe explicit methods of corrective instruction and consequences for responding to behavior
infractions.
Summary of District Policy Regarding Behavior
All students have the right to learn, and no student has the right to disrupt the learning activities of others. Each year, the
Cincinnati Board of Education adopts a district wide policy to provide guidelines for the teaching and implementation of
expected behaviors.
Students must follow the district wide C o d e of Conduct before, during and after school. The Code is in effect in
school buildings, on school g r o u n d s , at school-related a c t i v i t i e s , and on the way to and from school. Students
also must follow these rules on the yellow buses or vans, or Metro buses that bring them to school a nd take them
home.
This district Code of Conduct p r o v i d e s d e f i n i t i o n s o f behavior i n f r a c t i o n s . Some definitions i n c l u d e e x a m p l e s .
These examples are not intended to be exhaustive lists; that is, the behaviors covered by the definitions include, but are not
limited to, the examples given.
In addition to the district wide Code, each school develops its own school-behavior plan. This plan includes activities for teaching
and encouraging expected behaviors. Each school communicates i t s school-behavior plan to its parents/ caregivers and students
— including strategies for teaching and reinforcing behavior, and strategies for providing consequences for both positive and
negative behavior.
Parents should be sure to know and understand the school-behavior plan at their children’s schools.
The safety and security of all schoolchildren are our highest p r i o r i t i e s , and we are committed t o providing
a safe learning environment. Parents who have questions or concerns should c o n t a c t the school’s
principal.
Our intention i s to provide corrective instruction to students who fail to meet behavioral expectations.
