CITY OF BEAUFORT, SOUTH CAROLINA JOB TITLE: BUSINESS LICENSE REVENUE TECHNICIAN BUSINESS LICENSE DEPARTMENT GENERAL STATEMENT OF THE JOB Performs routine to moderately complex clerical work in the issuance of business licenses, the collection of related payments, and the maintenance of division records. Performs related clerical work as assigned. Work is performed under moderate supervision and is reviewed regularly by supervisors. SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS (The tasks listed below are those that represent the majority of the time spent working in this position. Management may assign additional tasks related to the type of work of the position as necessary) Greets and assists customers; provides information regarding business license ordinance requirements and payment procedures. Answers the telephone; provides information as requested and/or forwards calls to appropriate staff person; communicates with field personnel. Calculates business license fees due; classifies customers according to the North American Industry Classification System. Prepares and mails business license billing invoices. Collects, receipts and posts payments to appropriate accounts; processes refunds, Maintains accurate and up-to-date customer records within MUNIS operating system; assigns folders and files new and/or inactive accounts. Ensures the timely maintenance of office equipment. Familiarization with Microsoft Office, specifically within Word and Excel programs. Performs general clerical work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, processing daily mail, monitoring supplies, etc. Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility. Attends meetings, workshops, conferences, etc., as appropriate to enhance proficiency in S.C. business licensing. Working knowledge of Codes and Permits including providing support to Codes and Permits personnel, including assisting customers and taking payments CLASS TITLE: BUSINESS LICENSE REVENUE TECHNICIAN ADDITIONAL JOB FUNCTIONS Requires computing or performing arithmetic operations using data or information. Requires serving others such as customers, attending to their requests and exchanging information with them. May be required to provide prolonged assistance during disaster related occurrences. Requires handling or using machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner. MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Requires performing semi-routine work following procedures with occasional problems. Requires using addition and subtraction, multiplication and division, and/or calculating ratios, rates and percentages. Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form. Requires doing clerical, manual or technical tasks prescribed by standard practices but which may require computation, the use of several procedures, and the use of independent judgments with obvious choices; requires normal attention for accurate results. MINIMUM TRAINING AND EXPERIENCE Requires high school diploma or GED equivalent supplemented by up to one year of experience or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. PERFORMANCE INDICATORS Knowledge of Job: Has thorough knowledge of the methods, procedures and policies of the Finance Department as they pertain to the performance of duties of the Business License Revenue Technician. CLASS TITLE: BUSINESS LICENSE REVENUE TECHNICIAN Safety and Housekeeping: Adheres to all established safety and housekeeping standards. Ensures such standards are not violated. SAFETY/LOSS CONTROL RESPONSIBILITIES Required to comprehend and abide by the contents of the Safety Program and is required to maintain a safe working environment.
