The subject of the order: Author of Training Materials
The subject of the order and contract is preparing the training materials (for 3 modules) (CPV
80000000-4, Education and training services) within the framework of the project no. WND-POKLEN.
06.01.0-10-004/12 "PWP – AAM- Transnational solutions adaptation of human resources development
on labour market in lodzkie voivodeship" which is co-financed by the European Union under the
European Social Fund, implemented within the framework of Sub-action no. 6.1.1. Supporting
unemployed people on regional labour market of Human Capital Operational Programme.
Detailed terms of order:
1. The Orderer will allow bidders to deliver partial bids; by sending an offer for the preparation and
completion of one or more of the training modules detailed below:
1.1. Module 1. Upskilling I. Personal development, communication and interpersonal competences
 Deadline: 15.01.2014
 Number of pages: 60 pages, A4 format
 Duration of the training per one group: 16 hours (4 meetings; 4 hours each)
1.2. Module 2. Upskilling II. Mathematical and IT competences
 Deadline: 10.02.2014
 Number of pages: 60 pages, A4 format
 Duration of the training per one group: 16 hours (4 meetings; 4 hours each)
1.3. Module 3. Upskilling III. Focus on work.
 Deadline: 01.03.2014
 Number of pages: 60 pages, A4 format
 Duration of the training per one group: 16 hours (4 meetings; 4 hours each)
2. The materials should be written for representatives of institutions and organisations which
promote human resources development and support unemployed people; (institutions such as:
Job Offices, Job Agencies, Social Care organisations and NGO’s). The trainees will be sourced
from the above-mentioned organisations. The aim of the training materials is to broaden
trainee’s minds, enhance their knowledge and to improve their ability to assist the groups with
whom they work.
The materials should include:
a. Theoretical part – presenting content such as:

The role of personal development, communication skills, interpersonal
competences in everyday life (both personal and at work); showing the means by
which to acquire/improve essential skills (Upskilling I);

The role of mathematical and IT competences, showing why IT and maths skills are
so important; possible ways of improving these kind of competences (Upskilling II).

The methods used when looking for a job, how to do this, how to prepare
application documents/CV’s. These materials should focus on knowledge which will
help unemployed (and inactive) people to find a job and encourage them to
undertake actions that will help them to gain this aim (Upskilling III).
b. Practical part - The author must write something which provides an opportunity/topic for
discussion during the training course, but also will give the trainee a chance to consider the
issues at home. This section can present practical examples of using skills and can be
good section with which to start the meeting.
3. For every module in this Enquiry, Bidders should provide authors that have a University degree,
proven experience in preparing training materials for adults and profiled experience according
to this project.
4. The author’s responsibilities do not include activities such editing, typesetting, proofreading or
designing graphic elements.
5. The Bidder should attach also the draft Table of contents.
6. Materials can be written in Polish or English.
VII. Each of the Bidders shall submit a single, initialed offer prepared according to the template
annexed to the Form of the Offer (enclosed in Annex 1 of this Enquiry), including the following
information:
1. The details about the Bidder: Name, address of the Bidder, telephone number, fax number
and email address; Name and e-mail address of the contact person.
2. The price for preparing and completing one or more training materials cited above – the
Bidder should give the net and gross price for module(s) of training. The price should
include all costs that will be borne by the author of these materials under the contract and
shall not be subject to change.
3. Statement showing that the Bidder meets the requirements for participation in the
proceedings, i.e. has a University degree, proven experience in preparing training materials
for adults and experience in preparing materials profiled to the project’s needs.
4. Statement showing that there are no connections between the Bidder and the Orderer
(WRC) when it comes to entering into commitments on behalf of the Orderer or
responsibility for selecting the contractor personally or financially.
5. A draft showing the proposed content of the materials.
6. The Bidder should also submit the author’s CV, showing and confirming the required
experience in preparing training materials.
VIII.
Description of the method used in calculating the price
1.
The price for performing this work must be cited on the Price Form. Please find
attached at the end of this form.
2.
The net and gross (including VAT) price in EURO must be stated as the total value of
the contract.
3.
Criteria:

Gross price per 1 training module – 100%, then:
C = (Cmin/Cn) * 100
C – number of points
Cmin – the lowest price of all bids
Cn – the price of analyzed bid
4.
Price shall be expressed in Euro (EUR) (to the nearest two decimals).
5.
Price will include all costs necessary to conduct the training.
IX.
The procedure and criteria for evaluation of quotes
1. The order is provided as an enquiry, in accordance with the principle of competition within the
meaning of the current "Rules for funding the Human Capital Operational Programme".
2. The order is co-financed by the European Union under the European Social Fund, Sub-action no.
6.1.1. Supporting unemployed people on regional labour market Human Capital Operational
Programme.
3. During the preparation of offers, each Bidder has the right to send additional questions by e-mail to
i.jeffares@wrc-research.ie
4. Offers must include all of the above-mentioned information and can be sent electronically (scanned)
via e-mail or by post / in person to the company address:

5. The offer should be submitted by: 16th December until 5pm. The offers shall be determined by the
date and time of delivery of the bid. Offers submitted after the deadline will not be considered.
6. Date and place of bids’ opening: 17th December 2013, 1pm at the Work Research Centre,
Kimmage, Dublin 12.
7. Identification on envelope / e-mail:"Offer to service preparing materials within the frameworks of the
project “PWP – AAM- Transnational solutions adaptation of human resources development on
labour market in lodzkie voivodeship”.
8. All bids will be evaluated in terms of their completeness. Incomplete bids which are not prepared in
accordance with the requirements of the Orderer will be rejected without the possibility of
supplementing them.
9. The criteria for choosing an offer: the price gross – 100%.
10. The selection of a contractor will be documented by creating a protocol.
11. If the offer price submitted by the Bidder exceeds the amount that the Orderer intends to use to
perform the contract, the Orderer reserves the right to conduct further negotiations with the
successful Bidder whose offer is considered to be the best. If the negotiations come to change the
offer, the Bidder will submit a final offer within two (2) calendar days from the date the negotiations
will be completed.
12. WRC reserves the right to cancel the enquiry without any reason.
X. Exclusion from the contract – information.
Entities that are related to WRC or with people authorised to enter into commitments on behalf of WRC
or people who are responsible for choosing the best offer for this enquiry in the name of WRC are not
able to submit a bid, especially in a situation such as:
1. The bidder is a partner or in partnership with WRC;
2. The bidder holds of at least 10% of the shares of WRC;
3. The bidder is acting as a member of the supervisory or management proxy, the proxy;
4. The bidder is married to, or has a family relationship, kinship or affinity in the collateral line up to
the second degree, or in relation to adoption, guardianship or custody to the company.
