Procurement Category Officer
Purpose:
To ensure Nexus is provided with timely and accurate procurement
advice and support in relation to the procurement phases of the Bus Strategy
Delivery Project and the QCS Programme.
Remuneration:

Principle areas of responsibility
1.1
To provide specialist transport procurement advice and support for the programme.
1.2
To lead in the development of a procurement proposition, process and the
associated documentation which is compliant with all relevant legislation and
provides best value.
1.3
To manage the practical stages of procurement, implementing and co-ordinating the
accurate dispatch, recording and completion of procurement documentation and
facilitating the tender evaluation process to comply with programme timescales.
1.4
To provide procurement advice to the Head of Network Planning, the Nexus
Corporate Management Team and to the NECA and other bodies in the development
and control of these projects.
1.5
To instruct and obtain appropriate contract legal advice to inform the procurement
proposition, process and documentation.

2.1.1
A transport procurement advisor to the Head of Network Planning, the
Nexus Corporate Management Team and the NECA regarding the BSDP,
including the QCS Programme.
2.1.2
To communicate complex procurement concepts and issues to a range of
stakeholders via appropriate mediums.
2.1.3
Prepare regular and specific reports, and be available to present
information, to relevant Boards and other stakeholders.
2.1.4
Author and sign off relevant areas of any QCS documentation, as required
by the process and/or instructed by Head of Network Planning.
2.1.5
To maintain effective communications with relevant stakeholders in the
QCS procurement working group.
2.2
Decision Making & Problem Solving
2.2.1
Develop and modify the QCS procurement proposition to become an
implementation plan which balances legal compliance, moderates the risk
of challenge and encourages genuine interest and competition for the
market to achieve best value.
2.2.2
Develop mitigation strategies or solutions to complex procurement issues,
researching and investigating appropriate and innovative examples of
related procurements to establish effective solutions.
2.2.3
Identify outstanding risks in the procurement process and after the
application of available mitigation strategies, with the Head of Network
Planning and other stakeholders, ensure accurate recording and monitoring
of the risk.
2.2.4
Manage the Nexus response to relevant legal challenge with support from
external legal advisors where appropriate.
2.3
Initiative & Independence
2.3.1
With relevant legal assistance, the post is responsible for the development
of the QCS procurement implementation plan and, should procurement
commence, the actioning of that plan.

2.3.2
With relevant legal assistance, the post is responsible for the composition
of procurement documentation including drafting quality contracts to be
let under the QCS, the review of other documentation and the procurement
legal impacts of the scheme.
2.3.3
To monitor, implement and co-ordinate the accurate dispatch, recording,
evaluation and completion of procurement documentation. This includes
the timely execution of legally binding contract documentation.
2.3.4
To facilitate and co-ordinate the evaluation of tenders and enquiries in the
procurement process.
2.3.5
Whilst reporting to the Head of Network Planning, this role will be required
to provide specific transport and general procurement support to all section
heads in the Bus Services team structure and directly advise CMT, the NECA
and external bodies, including the Legal Advisor to the ITA.
2.4
Resources
2.4.1
To ensure the procurement process is designed to make best use of the
financial resources of the business and protects Nexus from the risk of legal
challenge as far as possible.
2.4.2
To ensure appropriate processes and systems are in place to support the
implementation of the QCS procurement process, linking into the contract
management process. This includes the investigation of electronic
procurement methods.
2.4.3
To advise, and obtain external advice when required, on any legal challenge
to the procurement process.
2.4.4
To consider the impact of the QCS procurement on existing procurement
processes, and highlight this for consideration in the transformation
workstream.
2.4.5
To advise on any procurement matters in the development of any voluntary
partnership agreement.
2.4.6
To ensure appropriate levels of confidentiality are applied to relevant
procurement and tender information, and where appropriate sensitive
information is maintained in a safe and secure environment.

Facilitate the appointment of external specialists required to support the
procurement workstreams.

2.5.1
The control of consultant support and the ongoing management of and
communication with the procurement stakeholders.
2.6
Health & Safety
2.6.1
Ensure compliance with relevant legislation and obligations in the work
environment.
3.
Statutory Duties
3.1
Ensure all aspects of the programme are rigorously followed in accordance with Nexus
Standing Orders and relevant legislation, including all EU procurement directives.
